1. The regular meeting of the Planning and Zoning Commission on Tuesday,
September 4, 2007, was called to order at 5:30 p.m. by Reeves Hayter.
A. The following members were present:

C. Lisa Wright, Community Development Director, was also present.
2. Election of officers for the upcoming year:
A. Chairman - Motion was made. by Fran Neeley, seconded by Curtis
Fendley, to elect Reeves Hayter as Chairman. Motion carried 5-0.
B. Vice-Chairman - Motion was made by Bobby Myers, seconded by Fran
Neeley, to elect Curtis Fendley as Vice Chairman. Motion carried 5-0.
C. Secretary - Motion was made by Curtis Fendley, seconded by Barbara
Forrest, to elect Fran Neeley as Secretary. Motion carried 5-0.
3. Approval of minutes from previous meetings. Motion to approve the minutes
of the August 6, 2007 meeting was made by Curtis Fendley, seconded by
Barbara Forrest. Motion carried 6-0.
4. Public Hearing to consider the petition of Jim Gifford and Robert Metzger for
a change in zoning from an Agricultural District (A) to a Multiple-Family
Dwelling District No.2 (MF-2) on Part of Lot 9, City Block 317, being number
2110 Elk Hollow Drive.
The public hearing was declared open.
A. The following individuals spoke in favor of the petition:
Mario Garcia, prospective purchaser, spoke in favor ofthe petition. Mr.
Garcia stated that they plan to build two-story town homes, and they
are deed restricted with 51 % of the units to be 55 and older. The facility
will be gated.
B. There was no opposition present.
c. The public hearing was declared closed.
5. Consideration of and action on the petition of Jim Gifford and Robert Metzger
for a change in zoning from an AQricultural District (A) to a Multiple-Family
Dwelling District (MF-3) on Part ot Lot 9, City Block 317, being number 2110
Elk Hollow Drive. Motion was made by Curtis Fendley, seconded by Bobby
Myers, to approve the request. Motion carried 6-0.
6. Public hearing to consider the petition of Housing Associates of Paris, Ltd.
for a change in zoning from an Agricultural District (A) to a Multiple-Family .
Dwelling District No.1 (MF-1) on an 11.613 acre tract of land, being a part of
the Reddin Russell Survey, Abstract No. 786, and being number 2810
Stillhouse Road.
The public hearing was declared open.
A. The following individuals spoke in favor of the petition.
Stacy Kinney, property manager, spoke in favor of the petition. Ms. .
Kinney stated that the property was zoned MF-1, but annexed in as
Agricultural, so this is just housekeeping.
B. There was nO opposition present.
C. The public hearing was declared closed.
7. Consideration of and action on the petition of Housing Associates of Paris,
Ltd. for a change in zoning from an Agricultural District (A) to a Multiple-
Family Dwelling District No.1 (MF-1) on an 11.613 acre tract of land, being a
part of the Reddin Russell Survey, Abstract No. 786, and being number 2810
Stillhouse Road. Motion was made by Bobby Myers, seconded by Fran
Neeley, to approve the request. Motion carried 6-0.
8. Public hearing to consider the petition of Wesley Lester for a change in
zoning from a One-Family Dwelling District No. 2 (SF-2) to a One-Family
Dwelling District No.3 (SF-3) with a Specific Use Permit (39) Mobile Home on
Lot 7, Block 1, Sperry's First Addition, being number 814 28th Street N. W.
The public hearing was declared open.
A. The following individuals spoke in favor of the petition.
Wesley Lester, 820 19th Street N.W., spoke in favor of the petition. Mr.
Lester stated that he wants to move out by his father. The
neighborhood has not changed in several years, and there are mobile
homes already in the area.
B. There was no opposition present.
C. The public hearing was declared closed.
9. Consideration of and action on the petition of Wesley Lester for a change in

Motion was made by Fran Neeley, seconded by Darin Manning, to approve the
request. Motion carried 6-0.
10. Public hearing to consider the petition of Thom and Tim DeWitt designating
certain structures as historic and establishing an Historic Overlay District
(HD-15) on Lot 7, City Block 135, being number 418 W. Washington.
The public hearing was declared open.
A. The following individuals spoke in favor of the petition.
Tim DeWitt, 418 W. Washington, spoke in favor of the petition. Mr.
DeWitt stated he is requesting approval of the Historic Overlay.
Vicki Hindman, 308 W. Washington, spoke in favor of the petition. Ms.
Hindman stated she wants other houses in as well, and she asked how
to do this.
Alton Sims spoke in favor of the petition. Mr. Sims stated he owns
houses in the area and wondered if it affected him. He stated he
supports the petition and would like to see several houses that are
being restored zoned historical.
B. There was no opposition present.
C. The public hearing was declared closed.
11. Consideration of and action on the petition of Thom and Tim DeWitt
designating certain structures as historic and establishing an Historic Overlay
District (HD-15) on Lot 7, City Block 135, being number 418 W. Washington.
Motion was made by Curtis Fendley, seconded by Fran Neeley, to approve the
request. Motion carried 6-0.
12. Public hearing to consider the Site Plan on Part of Lot 7, City Block 318, being
number 3025 Loop 286 N.E.
Public hearing was declared open.
Motion was made by Fran Neeley, seconded by Bobby Myers, to recuse
Reeves Hayter from items 12 and 13. Motion carried 5-0.
A. The following individuals spoke in favor of the petition.
Robert DeShay, 1431 Greenway Drive, Suite 915, Irving, Texas, spoke
in favor of the petition. Mr. DeShay was representing the
owner/developer of the Holiday Inn Express.
B. There was no opposition present.
C. The public hearing was declared closed.
13. Consideration of and action on the Site Plan on Part of Lot 7, City Block 318,
being number 3025 Loop 286 H.E. Motion was made by Bobby Myers,
seconded by Darin Manning, to approve the request. Motion carried 5-0.
Motion was made by Fran Neeley, seconded by Bobby Myers to return Reeves
Hayter. Motion carried 5-0.
14. Consideration of and action on the Preliminary Plat of Lot 1 and 2, Block A,
Chan Estates Addition CB257 A, being number 135 H. Collegiate Drive.
Motion was made by Curtis Fendley, seconded by Bobby Myers, to approve
the plat. Motion carried 6-0.
15. Consideration of and action on the Preliminary Plat of Lot 1 and 2, Block A,
Baxley Addition CB222, being number 196 and 198 20th Street H.E. Lisa
Wright advised the Commission that a variance on the lot size and setbacks
has previously been approved by the Board of Adjustment. Motion was made
by Bobby Myers, seconded by Fran Neeley, to approve the plat. Motion
carried 6-0.
16. Consideration of and action on the Final Plat of Lot 2, Block A, Pshigoda
South Addition CB311, being located in the 3500 block of Clarksville Street.
Lisa Wright, Community Development Director, advised commissioners that
the electric company provided informationjusttoday on additional easements
that it wants added, so the owner had not been notified. Motion was made by
Curtis Fendley, seconded by Barbara Forrest, to approve the plat subject to
the City Engineer's recommendation and to add the utility easements and
present a copy of the corrected plat no later than Monday, September 10,
2007. Motion carried 6-0.
17. Consideration of and action on the Final Plat of Lot 1, Block A, Longhorn
Addition CB307, being located in the 100 block of Loop 286 H.W. Reeves
Hayter stated he didn't think the entire building is shown on the plat. Motion
was made by Curtis Fendley, seconded by Fran Neeley, to approve the plat.
Motion carried 6-0.
18. Discussion of and possible action on setting workshop dates to review
proposed changes to the Comprehensive Land Use Plan. Darin Manning
stated he will be unavailable on October 14 through 20 and 29th through
November 9 because of military commitments. Fran Neeley stated she will be
having knee replacement surgery on October 17. Reeves Hayter requested a
map with all four quadrants on one map. He further requested to put this item
on the agenda for October 1 to discuss and determine how to break it down
for workshops. He requested that something be put up on screen at that
meeting.

August 6,2007, was called to order at 5:30 p.m. by Reeves Hayter.

Motion was made by Richard Hunt, seconded by Fran Neeley, to elect Curtis
Fendley as Temporary Vice Chairman. Motion carried 6-0.
2. Approval of minutes from previous meetings. Motion to approve the minutes
of the July 2, 2007 meeting was made by Bobby Myers, seconded by Fran
Neeley. Motion carried 6-0.
Benny Plata arrived at 5:37 p.m.
3. Public Hearing to consider the Site Plan of Lot 14A-5, City Block 259, being
number 2990 Pine Mill Road.
The public hearing was declared open.
A. The following individuals spoke in favor of the petition.
Paul Vincent, owner of BeeHive Homes, 2990 Pine Mill Road, spoke in
favor of the petition.
Pavement will be added to the site plan to show the new area will match
the existing pavement. He initially thought the dumpster area would
look nicer as shown on the site plan, but instead he will add another
roll out bin and delete the dumpster since there is an issue with the
radius and the length of the drive. The sign area will be landscaped
with rocks and plants to make it neater due to the parking expansion.
B. There was no opposition present.
C. The public hearing was declared closed.
4. Consideration of and action on the Site Plan on Lot 14A-5, City Block 259,
being number 2990 Pine Mill Road. Motion was made by Curtis Fendley,
seconded by Bobby Myers, to approve the Site Plan subject to the City
Engineer and CD Director's recommendations. Motion carried 7-0.
5. Public hearing to consider the Site Plan of Lot 5, 6 and 7, Block 8, Springlake
Addition, being number 200 N. Collegiate
Motion was made by Bobby Myers, seconded by Curtis Fendley, to recuse
Reeves Hayter and Richard Hunt. Motion carried 5-0.
Public hearing was declared open by Temporary Vice-Chairman Fendley.
A. There was no one to speak in favor of the petition.
B. The following individuals spoke in opposition of the petition:
Sybil Colson, 819 Lamar, concerned about what the rear of the building
will look like, because she doesn't want it to look like the back of a
tacky strip center. . -
Brenda Hampton, 238 28th Street N.E., stated she was also concerned
about what it will look like in the back.
C. The public hearing was declared closed.
6. Consideration of and action on the Site Plan of Lot 5, 6 and 7, Block 8,
Springlake Addition, being number 200 N. Collegiate. Motion was made by
Bobby Myers, seconded by Benny Plata, to approve the Site Plan subject to
the City Engineer and CD Director's recommendations. Motion carried 5-0.
Motion was made by Bobby Myers, seconded by Fran Neeley, to return Reeves
Hayter and Richard Hunt: Motion carried 5-0.
7. Public hearing to consider the Site Plan of Lot 13-D, City Block 259, being
number 410 N. Collegiate Drive.
The public hearing was declared open by Chairman Hayter.
A. There was no one to speak in favor of the petition.
B. There was no opposition.
C. The public hearing was declared closed.
Lisa Wright notified commissioners that a corrected Site Plan had been
brought in today, and all items on the recommendation memo have been
addressed.
8. Consideration of and action on the Site Plan of Lot 13-D, City Block 259, being
number 410 N. Collegiate Drive. Motion was made by Benny Plata, seconded
by Curtis Fendley, to approve the Site Plan. Motion carried 7-0.
9. Public hearing to consider the Site Plan of Lot 4, Block 8, Springlake Addition,
being number 230 N. Collegiate Drive.
The public hearing was declared open.
A. There was no one to speak in favor of the petition.
B. The following individuals spoke in opposition of the petition.
Brenda Hampton, 238 28th Street N.E., does not support drive thru.
Edith Dunne, 257 28th Street N.E., stated that children play on the street
where the drive thru exits, and this could be dangerous. She stated that
no other businesses along that area exit onto 28th.
Yvonne Bowers, 214 28th Street N.E., said she is concerned about
trash, traffic, and noise. Benny Plata asked her if is there much traffic
on this street currently, and she stated that there is not.
10. Consideration of and action on the Site Plan of Lot 4, Block B, Springlake
Addition, being number 230 N. Collegiate Drive. Motion was made by Fran
Neeley, seconded by Benny Plata, to deny the Site Plan. Motion carried 7-0.
11. Consideration of and action on the Preliminary Plat of Lot 12 and part of Lot
11, Block 1, Neagle Addition, being number 1600 S. Church Street.
Withdrawn.
12. Consideration of and action on the Final Plat of Lot 12 and part of Lot 11,
Block 1, Neagle Addition, being number 1600 S. Church Street.
Withdrawn.
13. Consideration of and action on the Preliminary Plat of Lots B-A, 8-B and 9,
City Block 222-B, Platinum Place 222-B Addition, being number 69, 115 and
125 27th N.E. Alice Anderson represented the Sanders and stated that this
will be a 16 bed assisted living facility located between Taylor Medical and the
Exxon station. Motion was made by Curtis Fendley, seconded by Bobby
Myers, to approve the plat subject to City Engineer's recommendations.
Motion carried 7-0.
14. Consideration of and action on the Final Plat of Lots B-A, 8-B and 9, City Block
222-8, Platinum Place 222-8 Addition, being number 69, 115 and 125 27th N.E.
Motion was made by Fran Neeley, seconded by Barbara Forrest, to approve
the plat subject to City Engineer's recommendations. Motion carried 7-0.
