(Citizens desiring to appear under this item must limit their presentation to
two (2) minutes in duration. Under the Open Meetings Law, because advance
notice of the subject matter of each presentation was not received in time to
appear on the agenda, City Council is limited in its response to referring the
matter to a future agenda, to an existing policy, or to a staff person with
specific factual information. Claims against the City and individual personnel
appeals are not appropriate for Citizens Forum).
4. CONSENT AGENDA
[Matters of a routine nature are placed on a single consent agenda for
City Council consideration. Items appearing on a consent agenda are
approved by a single vote of Council, with such approval applicable to
all items appearing on said agenda. If any Council member desires to
discuss and consider separately any item appearing on the consent
agenda, that Council member may do so by requesting that the item be
removed from the consent agenda and considered as a separate item.]

B. Consideration of and action on the following resolutions:
(1) Approving and authorizing the execution of a contract by and
between the Department of State Health Services, Lamar County,
and the City of Paris, Texas for local and regional medical
services Contract No. 2008-024494 (ATTACHMENT 001- RLSS-
LOCAL PUBLIC HEAL TH SYSTEM) for Local Public Health
System.
(2) Approving and authorizing the execution of a contract by and
between the Department of State Health Services, Lamar County,
and the City of Paris, Texas for local and regional medical
services Contract No. 2008-024359 (ATTACHMENT 001- CHS _
PRIMARY HEALTH CARE) for Primary Health Care.
(3) Approving and authorizing the execution of a contract by and
between the Department of State Health Services, LamarCounty,
and the City of Paris, Texas for local and regional medical
services Contract No. 2008-024100 (ATTACHMENT 001- CHS _
PRENATAL SERVICES) for Prenatal Services.
(4) Approval of and authorizing the execution of a Fifth Amendment
to Landfill Service Contract with Waste Management, Inc.
C. Consideration of and action on the following ordinances:
(1) Authorizing the issuance of a solid waste collection permit to
Sanitation Solutions for the purpose of engaging in the business
of collecting or transporting solid waste from commercial and
industrial units within the city limits of the city of Paris, Texas,
and finding a public necessity and convenience for issuance of
said permit.
(2) Authorizing the issuance of a solid waste collection permit to
Waste Management, Inc. for the purpose of engaging in the
business of collecting or transporting solid waste from
commercial and industrial units within the city limits of the city
of Paris, Texas, and finding a public necessity and convenience
for issuance of said permit.

(3) Authorizing the issuance of a solid waste collection permit to
Glenn and Debi Bolyard, dba Trashy Business, for the purpose
of engaging in the business of collecting or transporting solid
waste from commercial and industrial units within the city limits
of the city of Paris, Texas, and finding a public necessity and
convenience for issuance of said permit.

5. Consideration of and action on the following ordinances:
A. Authorizing the transfer of budgetary appropriations as allowed in
Section 58 and 70 of the Charter of the City of Paris.
B. Amending the City of Paris Code of Ordinances by revising Section 26-1
of said code to authorize the staffing levels of the Police Department.
C. Revising the Traffic Control Map adopted in Section 31-65 (b) of the
Code of Ordinances of the City of Paris, providing for the extension of
the existing center left turn lane in the 200 Block of Stone Avenue.
D. Revising the Traffic Control Map adopted in Section 31-65 (b) of the
Code of Ordinances of the City of Paris, establishing no parking areas
on each side of a private drive into Holy Cross Episcopal Church,
located on the west side of SE 1st Street in the 300 block.
E. First reading of an ordinance granting to Steve B. Raney and Wendy L.
Raney, d/b/a Yellow Cab Company a franchise to use the public streets,
alleys, and highways ofthe City of Paris for the purpose oftransporting
passengers for hire in motor vehicles.
F. First reading of an ordinance granting to Steve B. Raney and Wendy L.
Raney, d/b/a City Cab Company a franchise to use the public streets,
alleys, and highways of the City of Paris for the purpose of transporting
passengers for hire in motor vehicles.
G. First reading of an ordinance granting to David Thompson, d/b/a Lone
Star Cab Company, a franchise to use the public streets, alleys, and
highways of the City of Paris for the purpose of transporting
passengers for hire in motor vehicles.

6. Public hearing, consideration, and action on a resolution authorizing the
submission of a Texas Community Development Block Grant Program
Application to the Office of Rural Community Affairs for a Small Town
Environmental Program (STEP) grant to replace water and sewer lines in the
City of Paris.
