04-A City Council Spec Mtg Min SPECIAL MEETING OF THE CITY COUNCIL, CITY OF PARIS September 5, 2007 The City Council of the City of Paris met for a special budget workshop meeting at 6 :00 P. M. Wednesday, September 5,2007, at the City Council Chamber, Conference Room, 107 E. Kaufman, Paris, Texas. Present: Mayor: Jesse James Free1en Council Members: Will Biard; Mary Ann Fisher; Stephen Brown; Don Wilson; Kevin Gray; and Bill Strathern, Mayor Pro Tern City Staff: Kevin Carruth, City Manager; Kent McIlyar, City Attorney; and Janice Ellis, City Clerk 1. Mayor Freelen called the meeting to order at 6:05 p.m. 2. Pledge of Allegiance. Mayor Freelen moved to item 3, because the pledge was recited during the budget workshop. 3. Public hearing on the proposed Budget for fiscal year 2007 -2008 for the City of Paris, which hearing shall begin at 6:00 p.m. Mayor Freelen opened the public hearing and asked for anyone who wished to speak to please come forward and do so. Cindy Bowlin, 2860 Ballard, Paris - asked Council to continue their Service Agreement with Models of the Maker. In addition, she asked Council to consider entering into a Service Agreement with Ryan's Heart. Tanteta Halliard, P.O. Box 714, Paris - asked Council to continue their Service Agreement with Texas Human Resources Council. With no one else speaking, Mayor Freelen closed the public hearing. 4. Consideration of and action on proposed amendments to the proposed budget. Mayor Freelen announced there were no proposed increases or additions at this time. 5. Consideration of and action on a resolution setting the time and date for a public hearing on proposed amendments. Public hearing on the City's proposal to increase tax revenues from the preceding tax year and to set the tax rate for 2007. Mayor Freelen opened the public hearing and asked for anyone who wished to speak to please come forward. With no one speaking, Mayor Freelen closed the public hearing. 7. RESOLUTION NO. 2007-104: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, CALLING A SPECIAL MEETING FOR SEPTEMBER 17,2007 AT WHICH THE CITY COUNCIL WILL VOTE ON THE TAX RATE FOR FISCAL YEAR 2007-2008; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE. A Motion to increase the tax rate was made by Council Member Biard and seconded by Council Member Fisher. Council Member Strathem stated they were to schedule a meeting to vote on the tax rate. An Amended Motion to schedule a special meeting to vote on the tax rate was made by Council Member Biard and seconded by Council Member Fisher. Motion carried, 7 ayes - o nays. 8. RESOLUTION NO. 2007-105: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, DECLARING THE MAIN STREET DISTRICT AS A BLIGHTED AREA; DECLARING THE NEED FOR IMPROVEMENTS TO THE SIDEWALKS IN CERTAIN PORTIONS OF THE MAIN STREET DISTRICT IN ORDER TO ADDRESS ONE OF THE CONDITIONS WHICH QUALIFIES THE AREA AS A BLIGHT; MAKING OTHER FINDINGS AND PROVISIONS RELATE TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE. A Motion to approve this item was made by Council Member Wilson and seconded by Council Member Fisher. Motion carried, 7 ayes - 0 nays. 9. Adjournment. There being no further business, Council Member Fisher made a Motion to adjourn and Council Member Biard seconded the Motion. Motion carried, 7 ayes - 0 nays.
