City of Paris
The Traffic Commission met on Tuesday, September 4th, 2007, at 5:15 P.M. in
the Municipal Courtroom with the following members present:
1. Ed Seidle
2. George Kimbrough
3. Jon McFadden
4. Tom Calabria
5. Ray Banks
The city staff was represented by Assistant Chief of Police Bob Hundley.
The meeting was called to order at 5:20 by Acting Chairman Ed Seidle.
Mr. Seidle asked the commission members to review the submitted minutes of
the July 10th, 2007 r:neeting. Mr. Kimbrough made a motion to approve the
minutes which was seconded by Mr. Banks. The motion carried 5-0.
Mr. Seidle then moved to item #3, a request for a no parking area on the west
side of SE 1 st Street in the 300 block. The Church of the Holy Cross, 322 S
Church has a narrow drive that enters from SE 1 st Street. The drive provides
access to the rear of the church and the offices in which many of the elderly
parishioners use. There is a concern for the vehicles parked on the west side of
the street being struck by persons attempting to back out of this narrow drive.
The request was for a no parking are directly behind the drive to avoid any
collisions. After discussions regarding the use of Bywaters park and church
parking on Sundays, Mr. Kimbrough made a motion for establishing a no parking
zone, 30 feet long centered on the drive with parking prohibited Monday through
Friday from 8:00 AM to 5:00 PM on the west curb line of SE 1st Street. Mr.
McFadden seconded the motion and it passed 5-0.
Mr. Seidle moved to item #4 regarding an extension of the left turn lane in the
200 block of Stone Avenue. The existing turn lane allows for left turns into the
two entrances to the student parking area. The request is to extend the left turn
lane to the west to allow left turns into the main drive of the high school. There is
a bottle neck now with persons waiting to make the turn into the main drive
blocking others that are trying to get in the turn lane for the parking areas. Mr.
McFadden made a motion to extend the left turn lane, seconded by Mr. Banks
and passed 5-0.
Information was presented regarding the completion of the left turn lane on N.
Collegiate, a blind area at the intersection of Jefferson Road and S. Collegiate
has been turned over to TX DOT for remedy and a explanation of the curb
markings in the 10 block of SE 1st Street given to commission members.
There were no requests for future agenda items. Dr. Calabria made a motion to
adjourn, seconded by Mr. McFadden and the meeting ended.

ORDINANCE NO.
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS,
TEXAS, AMENDING THE TRAFFIC CONTROL MAP ADOPTED IN
SECTION 31-65 OF THE CODE OF ORDINANCES OF THE CITY OF
PARIS, TEXAS; EXTENDING THE EXISTING CENTER LEFT TURN
LANE IN THE 200 BLOCK OF STONE AVENUE WEST TO ALLOW
LEFT TURNS INTO THE MAIN DRIVE OF NORTH LAMAR HIGH
SCHOOL; MAKING OTHER FINDINGS AND PROVISIONS RELATED
TO THE SUBJECT; PROVIDING A REPEALER CLAUSE, A
SEVERABILITY CLAUSE, A SAVINGS CLAUSE, A PENALTY
CLAUSE; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the Traffic Commission, at its regular meeting of September 4, 2007,
considered a request to extend the existing left turn lane to the west to allow left turns into the
main drive of North Lamar High School and approved the request;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF PARIS, TEXAS:
Section 1. That the findings set out in the preamble to this ordinance are hereby in all
things approved.
Section 2. That the Traffic Control Map adopted in Paragraph (b) of Section 31-65 of
the Code of Ordinances of the City of Paris, Paris, Texas, be, and the same is hereby, amended
to include the following center left turn lane extension, including markings and signs:
"Extend existing center left turn lane in the 200 block of Stone Avenue west
to allow left turns into the main drive of North Lamar High School."
Section 3. That all provisions of the ordinances of the City of Paris, Texas in conflict
with the provisions of this ordinance are hereby repealed, and all other provisions of the
ordinances of the City of Paris not in conflict with the provisions ofthis ordinance shall remain
in full force and effect.
Section 4. That the repeal of any ordinance or part of ordinances affected by the
enactment of this ordinance shall not be construed as abandoning any action now pending under
or by virtue of such ordinance or as discontinuing, abating, modifying, or altering any penalty
accruing or to accrue, or as affecting any rights of the municipality under any section or
provisions of any ordinance at the time of passage of this ordinance.
Section 5. That it is the intention of the City Council of the City of Paris that this
ordinance, and every provision hereof, shall be considered severable, and the invalidity or
partial invalidity of any section, clause, or provisions of this ordinance shall not affect the
validity of any other portion of this ordinance.
Section 6. That any person violating any of the provisions of this ordinance shall be
guilty of a Misdemeanor, and, upon conviction, shall be fined in any sum not to exceed
$200.00, and each and every day's continuance of any violation of the above-enumerated
sections shall constitute and be deemed a separate offense.
Section 7. That this ordinance shall become effective immediately upon its passage.
