SUBJECT: Site Plan for Lot 4, Block 8, Spring Lake Addition (ADDRESS, Thou Chan)
DATE: September 25,2007
We have reviewed the site plan of the above-subject property and have found the following
issues that must be addressed:
1. Correct the Legend to indicate a minimum pavement thickness of at least 5".
2. Adjust the location of the proposed sign so that no portion hangs over the right-of-
way.
3. Correct the traffic lane width at the rear of the property from 13" to 13'.
4. Change the reference from "Poly Dumpster" to "Poly Cart Area," and indicate
whether the cart area will be fenced. If so, indicate what materials will be used. If
the area will not be fenced, be advised that the poly cart cannot be located in the Poly
Cart Area except on the days on which the trash will be picked up.
With the exceptions listed above, the site plan contains all of the minimum required elements
to satisfy the City of Paris site plan requirements; however, the Planning & Zoning Commission or
City Council may place additional requirements on the property.

ORDINANCE NO.
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
PARIS, TEXAS, APPROVING THE SITE PLAN FOR A PLANNED
DEVELOPMENT DISTRlCT- RETAIL SHOPPING CENTER (PD-a),
PREVIOUSLY ESTABLISHED BY THE ENACTMENT OF ZONING
ORDINANCE NO. 96-039, FOR LOT 4, BLOCK 8, SPRlNGLAKE
ADDITION; MAKING OTHER FINDINGS AND PROVISIONS RELATED
TO THE SUBJECT; REPEALING ALL ORDINANCES OR PARTS OF
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, on July 15, 1996 the City Council ofthe City of Paris, Texas,
enacted Ordinance No. 96-039, establishing a Planned Development District-
RETAIL SHOPPING CENTER (PD-a) on Lot 4 Block 8, Springlake Addition, City
of Paris, Lamar County, Texas, as described in the aforesaid ordinance~ and,
WHEREAS, the City Council desires to approve the site plan for said
Planned Development District as shown on Exhibit A, attached hereto;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL
OF THE CITY OF PARIS, TEXAS:
Section 1. That the findings set out in the preamble to this ordinance are
hereby in all things approved.
Section 2. That the site plan, including the drainage plan, for Lot 4, Block
8, Springlake Addition, City of Paris, Lamar County, Texas, also known as 230 N.
Collegiate Drive, attached hereto as Exhibit A, be and the same is hereby, approved.
Section 3. All provisions ofthe ordinances ofthe City of Paris, Texas in conflict
with the provisions of this ordinance are hereby repealed, and all other provisions of the
ordinances of the City of Paris not in conflict with the provisions of this ordinance shall
remain in full force and effect.
Section 4. The repeal of any ordinance or part of ordinances affected by the
enactment ofthis ordinance shall not be construed as abandoning any action now pending
under or by virtue of such ordinance or as discontinuing, abating, modifying, or altering
any penalty accruing or to accrue, or as affecting any rights ofthe municipality under any
section or provisions of any ordinance at the time of passage of this ordinance.
Section 5. It is the intention of the City Council of the City of Paris that this
ordinance, and every provision hereof, shall be considered severable, and the invalidity

or partial invalidity of any section, clause, or provisions of this ordinance shall not affect
the validity of any other portion of this ordinance.
Section 6. Any person violating any ofthe provisions of this ordinance shall
be guilty of a Misdemeanor and, upon conviction, shall be fined in any sum not to
exceed $2000.00, and each and every day's continuance of any violation ofthe above-
enumerated sections shall constitute and be deemed a separate offense.
Section 7. That this ordinance shall become effective from and after its
passage and publication as required by law.
