2007-038-ORD-Amending the Budget for the ensuing fiscal period beginning 10/01/2007 and ending 9/30/2008ORDINANCE N0. 20o~-o3s AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, AMENDING THE BUDGET FOR THE ENSUING FISCAL PERIOD BEGINNING OCTOBER 1, 2007, AND ENDING SEPTEMBER 30, 2008, AS AMENDED, IN ACCORDANCE WITH THE CHARTER OF THE CITY OF PARIS; APPROPRIATING THE VARIOUS AMOUNTS THEREOF; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the City Manager of the City of Paris has submitted to the City Council amendments to the 2007-2008 Budget of the revenues of the City and the expenses of conducting the affairs thereof and providing a complete financial plan for the ensuing fiscal period, beginning October 1, 2007, and ending September 30, 2008; and, WHEREAS, on October 8, 2007, a public hearing was held before the City Council on the proposed amendments to the 2007-2008 Budget to allow proponents and opponents of the Budget Amendments an opportunity to be heard as required by Article V, Section 50, of the City Charter of the City of Paris, and the City Council is of the opinion that the proposed amendments to the 2007-2008 Budget, should be approved and adopted as set out herein; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS: Section 1. That the findings set out in the preamble to this ordinance are hereby in all things approved. Section 2. That the proposed amendments to the budget of the revenues of the City of Paris and the expenses of conducting the affairs thereof, providing a complete financial plan for the ensuing fiscal period beginning October 1, 2007, and ending September 30, 2008, as submitted to the City Council by the City Manager, be, and the same are in all things, approved, adopted, and incorporated herein by reference for all purposes, as the budget of all of the current expenses as well as the fixed charges against the City for the fiscal period beginning October 1, 2007, and ending September 30, 2008. Section 3. That the sum of $397,358 is hereby appropriated out of the General Fund for the payment of operating expenses and capital outlay of the City Government as follows: Proposed Increases: 01-1004-31-99 Motor Vehicles $125,360 01-1004-41-99 Motor Vehicles $ 21,000 01-1002-43-99 Equipment $ 14,998 01-0915-46-99 Oil Tank $ 54,000 01-1004-46-99 MotorVehicles $ 83,000 01-1004-54-99 MotorVehicles 99 000 Total General Fund $397,358 Section 4. That the sum of $133,898 is hereby appropriated out of the Water & Sewer Fund for the payment of operating expenses and capital outlay of the City Government as follows: 10-0412-83-00 Water Lines $ 66,949 10-0412-85-00 Sewer Lines 66 949 Total Water & Sewer $133,898 Section 5. That the sum of $1,874,681 is hereby appropriated out of the General Fund for the payment of capital outlay of the City Government as follows: Transfers from the General Fund Transfer of $1,250,000 to the Capital Projects Fund to establish an equipment replacement fund. Transfer of $305,000 to the Capital Projects Fund to partially pay off the General Fund portion of a lease-purchase agreement. Transfer of $319,681 to the Capital Projects Fund to purchase capital items Section 6. That all provisions of the ordinances of the City of Paris, Texas in conflict with the provisions of this ordinance are hereby repealed, and all other provisions of the ordinances of the City of Paris not in conflict with the provisions of this ordinance shall remain in full force and effect. Section 7. That it is the intention of the City Council of the City of Paris that this ordinance, and every provision hereof, shall be considered severable, and the invalidity or partial invalidity of any section, clause, or provisions of this ordinance shall not affect the validity of any other portion of this ordinance. Section 8. That this ordinance shall be and remain in full force and effect from and after its passage and approval by the City Council of the City of Paris and publication as required by law.
