(Citizens desiring to appear under this item must limit their presentation to
two (2) minutes in duration. Under the Open Meetings Law, because advance
notice of the subject matter of each presentation was not received in time to
appear on the agenda, City Council is limited in its response to referring the
matter to a future agenda, to an existing policy, or to a staff person with
specific factual information. Claims against the City and individual personnel
appeals are not appropriate for Citizens Forum).
4. CONSENT AGENDA
[Matters of a routine nature are placed on a single consent agenda for
City Council consideration. Items appearing on a consent agenda are
approved by a single vote of Council, with such approval applicable to
all items appearing on said agenda. If any Council member desires to
discuss and consider separately any item appearing on the consent
agenda, that Council member may do so by requesting that the item be
removed from the consent agenda and considered as a separate item.]

5. Public Hearing, discussion and second reading of an ordinance granting to
Steve B. Raney and Wendy L. Raney, d/b/a Yellow Cab Company a franchise
to use the public streets, alleys, and highways of the City of Paris for the
purpose of transporting passengers for hire in motor vehicles.
6. Public Hearing, discussion and second reading of an ordinance granting to
Steve B. Raney and Wendy L. Raney, d/b/a City Cab Company a franchise to
use the public streets, alleys, and highways of the City of Paris for the
purpose of transporting passengers for hire in motor vehicles.
7. Public Hearing, discussion and second reading of an ordinance granting to
David Thompson, d/b/a Lone Star Cab Company, a franchise to use the public
streets, alleys, and highways of the City of Paris for the purpose of
transporting passengers for hire in motor vehicles.
8. Consideration of and action on the following ordinances:
A. An ordinance enacting a moratorium on the issuance of permits for the
construction, reconstruction, and placement of billboards and off-
premises signs in the corporate city limits of the City of Paris, Texas.
B. An ordinance amending Sections 19-16 Definitions, 19-20(a) Notice, and
19-21 Hearing Prior to Abatement of Nuisance by City of Chapter 19,
Article II Junked Vehicles of the Code of Ordinances of the City of Paris.
C. An ordinance amending Sections 28-1, Definitions, and adopting a new
Section 28-24, Digital or Electronic Signs, to Chapter 28, Signs and
Billboards, of the Code of Ordinances of the City of Paris, Texas;
providing new definitions and regulations for digital or electronic signs,
lifting the moratorium on the issuance of permits for the construction,
reconstruction, and placement of digital or electronic signs within the
City of Paris.

9. Consideration of and action on the following resolutions:
A. Establishing a procedure and approving a form to be used for citizen
requests to appear before the City Council.
B. Authorizing and approving a Texas Department of Transportation
and Kiamichi Railroad project at the railroad crossing on Graham
Street between 11th NW and 12th NW.
