REGULAR MEETING
AIRPORT ADVISORY BOARD

1. The Airport Advisory Board meeting was called to order by Chairman Vic
Ressler at 3:00 p.m.
A. The following members were present:
Vic Ressler
Andy Fasken
Harry Michalewicz
Glen Chapman
Bill Boothe
Jack Ashmore
Billy Copeland, Ex-Officio
The following members were absent:
Ronnie Ballard
B. Also present was Lisa Wright, Airport Director; Jerry Richey, Airport
Manager; Pete Kampfer, Chamber CEO/PEDC Director; Ernie Clark,
Interim City Manager; Kent Mcllyar, City Attorney, and Mindy Moree,
Chamber of Commerce.
2. Approval of minutes from previous meetings. Minutes of the April 19, 2007,
meeting were approved as presented.
3. Receipt of report from Pete Kampfer, Paris Economic Development
Corporation, regarding potential airport projects. Pete Kampfer looked at two
things:
1. Old South Airplane Works (Navarro Nichols), which is a project the
Board has looked at in the past. Pete stated that there would be
minimal financial impact, and it should be looked at from the tourism
aspect. He said that Mr. Nichols has still not provided financials, and
he didn't like the proposed lease agreement. PEDC initially committed
$250,000, but his Board would have to bless that again. He said Mr.
Nichols is not willing to pledge his assets. The operation is not really
profitable; Mr. Nichols is more of an enthusiast. Most museums lose
money, and we need to know if he has the expertise to pull off a
museum.
Vic Ressler stated that, if he is not willing to put anything in to it, then
we are wasting our time. Lisa Wright stated that he had said in an
earlier meeting that he did not want to make the buildings ADA
compliant, which the City cannot waive. Vic asked if a couple of Board
members would talk to him and get a feel. Jack Ashmore stated that he
was not enthusiastic about this whole deal.
2. Integrated airport in Economic Development plan. Pete stated that
airports are an Important component of ED, and he plans to market Cox
Field through his plan.
4. Receipt of report from the Fly-In Subcommittee. Lisa Wright reported to the
Board that the goal is to get everything we had last year, and Pete Kampfer
will help us organize. A meeting of the Subcommittee was scheduled at the
Chamber office for Monday at 9:00 a.m.
5. Convene in Executive Session pursuant to Section 551.071 of the Texas
Government Code, Consultation with Attorney, to receive advice of legal
counsel pursuant to the duty of an attorney of his client under the Texas
Disciplinary Rules of Professional Conduct of the State Bar of Texas,
regarding the following matter:
A. Current and proposed airport management contract.
The Board convened at 3:40 p.m.
6. Reconvene in Open Session to authorize possible action regarding those
matters discussed in the Executive Session.
The Board reconvene at 4:07 p.m.
Motion was made by Andy Fasken to give notice to cancel the contract and
redefine details of conflicts in present contract, seconded by Harry
Michaelwicz. Motion carried 6-0.
7. Consideration of and action on authorizing the Chairman of the Advisory
Board to represent the Board at City Council budget workshops and meetings
with regard to the Airport Budget for FY 2007-2008. Lisa Wright advised that
the Budget is actually the City Manager's Budget; therefore, the Chairman will
need to speak on behalf of the Board with him and at budget hearings. No
action was necessary.
8. Status of airport grants:
A. Hangar Construction. Lisa Wright reminded the Board that there was
not sufficient funding to build hangars this year because the cost of
pavement grew so high that it threw the budget dramatically over.
B. Airfield Improvements. Lisa Wright reported that she was working with
KSA Engineers to get a project cost to make repairs to the airfield,
including repairing the slurry seal on the runway and replacing the
drainage ditch near the hangars. She advised that future plans called
for updating the Airport Master Plan and doing runway resurfacing.
C. Airport Financial Report and Annual Audit. Lisa Wright handed out the
current budget and advised that Board a copy of the audit was being
placed at the Airport for their review.
8. Request items for future agenda. There were none.
