04-B Historic Preservation Com Min 8-27-07 MINUTES REGULAR MEETING CITY OF PARIS HISTORIC PRESERVATION COMMISSION CITY OF PARIS CITY HALL CITY COUNCIL CHAMBERS 107 E. KAUFMAN STREET PARIS. TEXAS MONDAY. AUGUST 27. 2007 4:00 O'CLOCK P.M. 1. The Historic Preservation Commission meeting was called to order by Arvin Starrett, Chairman. A. The following members were present: Arvin Starrett, Chairman Susan Scholz, Secretary Sharron Nabors Ann Rogers Paul Denney The following members were absent: Pike Burkhart Nancy Partridge Alternates: Vanessa Preston Brian Wear B. Also present were Lisa A. Wright, Historic Preservation Officer. 2. Approval of minutes from previous meetings. Motion was made by Susan Scholz, seconded by Ann Rogers, to approve the minutes of the August 8, 2007 meeting. Motion carried 5-0. 3. Public hearing to receive citizen comments regarding declaring the following property as a historic landmark: A. Lot 7, City Block 135, being number 418 ~ Washington (Wise House) Lisa Wright, Historic Preservation Officer, advised that the property owners had made the request; however, they were stuck with movers and were unable to make the meeting. 4. Consideration of and action on recommending that the following structure be declared as a historic landmark and that the Secretary of the Interior's Standards for the Treatment of Historic Properties be followed and applied to all exterior rehabilitation of the property: A. Lot 7, City Block 135, being number 418 ~ Washington (Wise House) Motion was made by Susan Scholz, seconded by Paul Denney to approve the recommendation. Motion carried 5-0. 5. Consideration of and action on awarding the following facade grant: A. 136 Bonham Street - Bill Kirby - Arvin Starrett stated project still incomplete, so they will be required to complete the entire project before award. Motion was made by Susan Scholz, Seconded by Ann Rogers, to approve facade grant. Motion carried 5-0. 6. Discussion of and possible action regarding the following structures considered by code inspectors to be in violation of Article 11/ of Chapter 7 of the Code of Ordinances of the City of Paris, Paris, Texas, entitled tlSubstandard and Dangerous Buildings and Structures," to determine whether such buildings or structures can be rehabilitated and designated on the National Register of Historic Places, as a recorded Texas Historic Landmark, or as historic property as designated by the City Council of the City of Paris: A. 209 and 237 Sycamore Street B. 16554th Street S. ~ and 338 ~ Neagle C. 933 4th Street S. ~ D. 822 N. Main Street E. 10247 U Street N.E. F. 10247 U Street N.E. G. 1404 19th Street N. ~ H. 2630 Pine Bluff I. 2613 Lamar A venue J. 1549 Grove Street Motion was made by Ann Rogers, seconded by Susan Scholz, to send all structures to the Building and Standards Commission for demolition since they cannot be rehabilitated nor do they have significant historical value. Motion carried 5-0. 7. Discussion of and possible action on selecting an honoree for the annual preservationist award. Arvin Starrett recommended Marvin Gorley, who has done extensive research on the downtown, published a book about the downtown, and is a constant source of information. He also recommended Becki Norment who has served two terms on commission and is involved with the renovation of the Norment and Castleberry building. Ann Rogers recommended Barbara Wilson, who has shown interest in Historic Preservation even after going off board She is also a fountain of knowledge and spends her own money going around country to attend preservation meetings to keep abreast of developments. Barbara Wilson stated she appreciated the recommendation, but she feels like six months from now things will be different where politics is not an issue, and she prefers that we wait. Paul Denney advised that by Oak Park on Bonham at the northwest corner of the park, someone has restored a craftsman style house beautifully. The house is blue with 5/1 windows. He said he does not know who owns it, but they did a great job. Arvin Starrett appointed a Committee to discuss and get ack with recommendations: Ann Rogers, Susan Scholz, and Pike Burkhart. 8. Discussion on declaring the Pine Bluff Historic District. Motion was made by Susan Scholz, seconded by Ann Rogers, to remove this item from the table. Arvin Starrett stated this is a scary proposition, but necessary, in noting what has happened to this district in the last 25 years. As you move east on Pine Bluff, you have tenant residences and some lower income property owners. There is a treasure of property we have lost over the past 25 years. The National Register Historic District goes to 12th Street. Should we ponder new boundaries? Lisa Wright asked about conservation district, and Arvin Starrett stated this is probably not adequate to cover a national register district. Paul Denney stated that we were careful for downtown and we need to think it over a lot. This must be taken slowly, and we need meet with people to gain support. Susan Scholz asked if she could get photos, names, and addresses to see what we're dealing with. Arvin Starrett stated that it would better if the neighborhood would start the process. He asked those who know people in the district to talk to them. 9. Consideration of and action on the following Certificate of Appropriateness: A. 210 1st Street S.E. - Jeff and Katie Neilson - Mrs. Neilson stated that they have decided to install a brick fence wall around the back yard instead of Trex, and the columns have changed. She said they went ahead and started the wall because the weather was finally good. The brick they are using is old inexpensive brick because they assumed they could paint it, and that is why there is a mixture of colors. They stopped work because they are having trouble getting more brick. She said had they known they couldn't paint the brick they would have done something differently. Paul Denney stated he would recommend an exception because it will stick out like a sore thumb. Ann Rogers stated she felt it doesn't look that bad to her. Arvin Starrett told Mrs. Neilson that a timely application would have avoided this problem. He said there is a rule against painting masonry that has not previously been painted, so had she gotten the COA before she started like she was supposed to, she could have made proper arrangements. Motion was made by Paul Denney, seconded by Susan Scholz, to approve the COA and paint the color of building. Motion carried 5-0. Arvin Starrett said he hoped we are not setting a precedent. 10. Request items for future agendas. Demolition by neglect. 11. Adjourned at 4:45 p.m.
