1. The Historic Preservation Commission meeting was called to order by Arvin
Starrett, Chairman.
A. The following members were present:

The following members were absent:
Susan Scholz, Secretary

Alternates: Vanessa Preston
B. Also present was Lisa A. Wright, Historic Preservation Officer.
2. Approval of minutes from previous meetings. Motion was made by Ann
Rogers, seconded by Nancy Partridge, to approve the minutes of the August
27, 2007, meeting. Motion carried 6-0.
3. Consideration of and action on the following Certificate of Appropriateness:
A. 122 Bonham Street - Daniel Atnip - Motion was made by Jerry Raper,
seconded by Ann Rogers, to table this item. Mr. Atnip will located more
historically appropriate doors. Motion carried 6-0.
Danny Atnip stated the two garage doors in bad repair. Existing doors
are solid sheet metal would like to replace two others to match. Arvin
Starrett stated the old doors are grand fathered and any new doors
would require period look. He further asked would you replace with
stylistically appropriate doors? These can be metal, but should be
correct style. Paul Denney stated that would be a sixteen panel metal
door. Pike Burkhart stated take plain metal door and put facade on it.
Danny Atnip requested a 60 day time limit to finish work and he would
present the proposed doors at the next meeting. Motion was made by
Pike Burkhart, seconded by Paul Denney to table this item. Motion
carried 6-0.
4. Discussion of and possible action on selecting an honoree for the annual
preservationist award. Motion was made by Jerry Raper, seconded by Ann
Rogers, to allow the subcommittee to decide without further Board approval.
Motion carried 6-0.

5. Discussion of and possible action on recommending provisions related to
demolition by neglect. Arvin Starrett stated this is a timely issue since the
Task Force is now active. Mr. Starrett further stated that we are seeing non-
resident owner properties go downhill quickly. Pike Burkhart stated he has
issues with people who are not absentee. He went on to suggest we get
copies of ordinances from other cities. Lisa Wright stated she has done a lot
of research on ordinances and has problems finding any demolition by
neglect ordinances in Texas, but has found many from out of state. She has
found a specific code, however, that could help address this - the
International Property Maintenance Code.
Pike Burkhart stated it would be to the City's advantage to start enforcing the
civil penalty on substandard buildings. The City is getting such a good rate
that it is not hurting the owner; it is helping them get their lot cleaned up
cheaply. Lisa Wright stated we are meeting with the Task Force about the
citations, literally writing tickets, so that we won't have to go through such a
long, drawn out process. Hopefully that will bring more punitive measures.
Arvin Starrett requested further discussion of this topic at the next meeting
and asked that the Commission be mailed copies of the IEPC.
6. Request items for future agendas. Pike Burkhart asked that the shotgun house
on 2nd Street be placed back on to release to the Building and Standards
Commission. He asked if the City could send a Commissioner to the
conference in New Orleans on October 16-20th for the traditional building
exhibition.
7. The meeting adjourned at 12:35 p.m.
