04-B Bldg & Standards Com Min 6-18-07 MINUTES OF THE REGULAR MEETING OF THE BUILDING AND STANDARDS COMMISSION MONDAY, JUNE 18,2007 4:00 O'CLOCK P.M. 1. Chad Brown called the Building and Standards Commission Meeting to order at 4:00 P.M. Roll was called. A. The following members were present: Chad Brown David Nabors Vicki Ballard Harrell Tippett Lucius Joe, Jr. Zach Saffle, Alternate Scott Scholz, Alternate Chris Brown, Alternate B. The following members were absent: Brad Archer Mary Crumpler Stephen Brown, Alternate In the absence of Brad Archer, the Chairman appointed Vicki Ballard as Acting Secretary for the meeting. The Chairman also stated that alternates would be acting in a voting capacity for the purpose of the meeting. 2. Approval of Minutes of previous meeting: A motion was made by David Nabors, seconded by Vicki Ballard, to approve the meeting minutes for April 16, 2007. The motion carried 7-0. Zach Saffle arrived 4:05 p.m. 3. Public Hearing to consider presentations by City of Paris Code Inspectors and owner(s) and/or lien holder(s) of the below properties who have been given notice of a violation of Article III of Chapter 7 of the Code of Ordinances of the City of Paris, Paris, Texas, entitled "Substandard and Dangerous Buildings and Structures": A. 506 E. Price Street; Lot 1, City Block 28 - Motion was made by David Nabors, seconded by Lucius Joe, to allow 30 days to demolish. If the property is not demolished within 30 days, the City may demolish, with a $1,000 per day civil penalty. Motion carried unanimously. B. 459 1st Street N.E.; Lot 7, City Block 77 - Motion was made by Chad Brown, seconded by David Nabors, to allow 30 days to demolish. If the property is not demolished within 30 days, the City will demolish, with a $1,000 per day civil penalty. Motion carried unanimously. -- T r-r .-- C. 415 4th Street S.W.; Lot 22, City Block 118 - Skipped. Historic Preservation Commission held. D. 317 4th Street S.W.; Lot 28, City Block 118 - Motion was made by Harrell Tippitt, seconded by Lucius Joe, to allow 30 days to demolish. If the property is not demolished within 30 days, the City may demolish, with a $1,000 per day civil penalty. Motion carried unanimously. E. 441 rt Street N.E.; Lot 9, City Block 77 - Motion was made by David Nabors, seconded by Chad Brown, to allow 30 days to demolish. If the property is not demolished within 30 days, the City may demolish, with a $1000 per day civil penalty. Motion carried unanimously. F. 714 rt Street N.E.; Lot 10, City Block 92 - Motion was made by Chad Brown, seconded by Vicki Ballard, to allow 30 days to demolish. If the property is not demolished within 30 days, the City may demolish, with a $1000 per day civil penalty. Motion carried unanimously. G. 854 rt Street N.E.; Lot 7, Block 3, Phillips-Margraves Addition - Motion was made by David Nabors, seconded by Vicki Ballard, to allow 30 days to demolish. If the property is not demolished within 30 days, the City may demolish, with a $1000 per day civil penalty. Motion carried unanimously. H. 360 2nd Street N.E.; Lot 8, City Block 59 - Motion was made by Lucius Joe, seconded by David Nabors, to allow 30 days to demolish. If the property is not demolished within 30 days, the City may demolish, with a $1000 per day civil penalty. Motion carried unanimously. N. 1938 Culbertson; Lot 4, Block 5, Highland Park Addition - Billy Bell - 2054 Cleveland Street - owns lot to the east. Robert White purchased it and tried to sell it to him for $40,000. He agrees that it needs to be tom down. Robert Talley, has order, but will have to renotice. Motion was made by Chad Brown, seconded by Lucius Joe, to allow 30 days to demolish. If the property is not demolished within 30 days, the City may demolish, with a $1000 per day civil penalty. Motion carried unanimously. I. 367 2nd Street N.E.; Lot 6, City Block 58 - Motion was made by Chad Brown, seconded by Harrell Tippitt, to allow 90 days to repair or demolish. If the repairs are not made with 90 days, the City may demolish, with a $1000 per day civil penalty. Motion carried unanimously. J. 1225 11th Street N.E.; Lot 10-A, City Block 174 - Motion was made by Vicki Ballard, seconded by David Nabors, to allow 30 days to demolish. Ifthe property is not demolished within 30 days, the City may demolish, with a $1000 per day civil penalty. Motion carried unanimously. K. 1835 Martin Luther King, Jr. Drive,; Lot 3, Block A, Northwood Addition- Motion was made by Lucius Joe, seconded by Chris Brown, to allow 90 days to repair or demolish. If the repairs are not made with 90 days, the City may demolish, with a $1000 per day civil penalty. Motion carried unanimously. L. 647 14th Street N.E.; Lot 9, Block 3, Hicks rt Addition - Motion was made by Scott Schloz, seconded by Chad Brown, to allow 30 days to demolish. M. 61114th Street N.E.; Lot 6, Block 3, Hicks pt Addition - Motion was made by Vicki Ballard, seconded by David Nabors, to allow 30 days to demolish. If the property is not demolished within 30 days, the City may demolish, with a $1000 per day civil penalty. Motion carried unanimously. O. 1270 17th Street N.E.; Lot 9, Block A, Willshire Addition - Skipped, will have to renotice, address should be 1270 17th Street S.E. 4. Status report related to properties on which the Commission has previously issued orders. Lisa Wright reported that she had received two estimates on the demolition of Cas a Bonita, and that the demolition cost, when added with the landfill cost, could reach close to $1,000,000. She reminded the Commission that she had been holding on to the balance of the demolition funds budgeted in the event they might be needed to help tear down the buildings; however, she stated that, what was left in the budget would not make a dent in the total cost, so she was going to go ahead and prepare the packet to start taking bids for city- wide demolitions. She advised that the Commission should start seeing tear downs again within the next 30 to 60 days. 5. Meeting adjourned at 4:32 P.M. APPROVED THIS 15TH DAY OF OCTOBER, 2007.
