RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS,
TEXAS; AUTHORIZING AN EXPENDITURE OF $72,264.00 WITH PUMPS
UNLIMITED, INC. TO REPAIR THE 6,000 GALLON PER MINUTE
VERTICAL TURBINE PUMP USED TO PUMP WATER FROM LAKE PAT
MAYSE TO THE CITY'S WATER TREATMENT PLANT; MAKING
OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND
DECLARING AN EFFECTIVE DATE.
WHEREAS, the 6,000 gallon per minute vertical turbine pump used to pump water from
lake Pat Mayse to the City's water treatment plant is in need of repair; and,
WHEREAS, the cost to repair the pump and component parts and return it to service is
$72,264.00; and,
WHEREAS, this expenditure is exempt from competitive bidding as a procurement
necessary to preserve and protect the public health and safety in accordance with Sec. 252.022( a)(2)
Texas Local Government Code.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PARIS, TEXAS, THAT:
Section 1. The findings set out in the preamble to this resolution are hereby in all things
approved.
Section 2. The expenditure of $72,264.00 with Pumps Unlimited, Inc., a division of
Courreges Pump Company to repair the 6,000 gallons per minute vertical turbine pump used to
pump water from lake Pat Mayse to the City's water treatment plant for distribution to City
customers be, and is hereby approved.
Section 3. This resolution shall be effective immediately upon passage.

As you are aware we began experiencing problems with Pump #2 at Pat Mayse back in early
September. This is a 6000 gallon per minute vertical turbine pump with an 80 foot shaft. Out
of the four pumps located at Pat Mayse this is the primary pump due to the fact that it is
equipped with a variable frequency drive (VFD). The VFD allows the operator to choose
from a range of raw water flows depending on the demand for water, instead of the pump
being only on or off. Demand for raw water can fluctuate widely throughout the day. The
demand is not only determined by the amount of water needed for treatment but also the
amount needed by Lamar Power Partners (LPP) for power generation. With this pump out of
service it is difficult for the operator to maintain the water needed for both treatment and LPP.
This pump has practically run on a continuous basis for the last 10 years.
The pump was pulled on September 25,2007 and taken to Courreges Pump Company's
(CPC) shop for evaluation and to get a quote for the repair work. The quote for repair is
$72,264.00. The repair would include all new parts below the base of the pump. Due to the
critical function of this pump, I would like to request we allow CPC to complete the repairs on
the pump as quoted.
