08-F Traffic Ord - remove a traffic signal
Section 4. That the repeal of any ordinance or part of ordinances affected by the enactment
of this ordinance shall not be construed as abandoning any action now pending under or by virtue
of such ordinance or as discontinuing, abating, modifying, or altering any penalty accruing or to
accrue, or as affecting any rights of the municipality under any section or provisions of any ordinance
at the time of passage of this ordinance.
Section 5. That it is the intention of the City Council of the City of Paris that this ordinance,
and every provision hereof, shall be considered severable, and the invalidity or partial invalidity of
any section, clause, or provisions of this ordinance shall not affect the validity of any other portion
of this ordinance.
Section 6. That this ordinance shall become effective upon date of passage.

Shawn,
We need to discuss the possibility of removing the signal at BU 271 @ Provine. We have counted vehicles at this
location and the intersection no longer meets traffic signal warrants. We also counted pedestrians at the
intersection. Counts were made on 9/27/2007 at 5-6pm, and the counts were 4 pedestrians. Counts were made on
9/28/2007 at 7am - 8am, and at 12-1pm, and the counts were 3 and 1 pedestrians respectively.
This signal is over 30 years old and is in need of repair. The signal needs to either be upgraded or be taken out of
service. Since the signal no longer meet warrants, taking it out of service seem to be the most logical decision.
I will check on if we need a resolution or not from the City to remove the signal. Please let me know what your
thoughts are on this matter. I appreciate your help with this.

ORDINANCE NO.
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS,
TEXAS, AMENDING THE TRAFFIC CONTROL MAP FOR THE CITY OF
PARIS AS ADOPTED BY SECTION 31-65(b) OF THE PARIS CODE OF
ORDINANCES, TO REMOVE A TRAFFIC CONTROL SIGNAL AT THE
INTERSECTION OF NORTH MAIN STREET (BU271) & PROVINE
STREET; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO
THE SUBJECT; PROVIDING A REPEALER CLAUSE, A SAVINGS
CLAUSE, A SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE
DATE.
WHEREAS, the City of Paris Traffic Commission is charged with the responsibility to study
and evaluate traffic control devices for use on City streets and roadways; and,
WHEREAS, among those traffic control devices evaluated by the Traffic Commission is the
placement of stop signs and signal lights at various intersections throughout the City; and,
WHEREAS, the Traffic Commission, at its regular meeting of November 6,2007 ,reviewed
and approved a request from the Texas Department of Transportation (TxDOT) to remove the traffic
signal at the intersection of North Main Street (BU27 1) and Provine Street because based on this
their traffic assessment a signal light is not warranted at this intersection; and,
WHEREAS, all traffic signals in Paris are presently installed and maintained by the Texas
Department of Public Transportation; and,
WHEREAS, the Public Works Department of the City of Paris has reviewed TxDOT's
proposal to remove the signal light and has no objection.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF PARIS, TEXAS:
Section 1. That the findings set out in the preamble to this ordinance are hereby in all things
approved.
Section 2. That the Traffic Control Map adopted in Paragraph (b) of Section 31-65 of the
Code of Ordinances of the City of Paris, Paris, Texas, be, and the same is hereby, amended to
remove the signal light at the intersection of North Main Street and Provine Street.
Section 3. That all provisions of the ordinances of the City of Paris, Texas in conflict with
the provisions of this ordinance are hereby repealed, and all other provisions of the ordinances of the
City of Paris not in conflict with the provisions ofthis ordinance shall remain in full force and effect.
