RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS,
TEXAS, DECLARING SUPPORT FOR THE ESTABLISHMENT OF THE
SULPHUR RIVER REGIONAL MOBILITY AUTHORITY AND THE
APPOINTMENT BY LAMAR COUNTY COMMISSIONERS' COURT OF
CURTIS FENDLEY AND TANIS HAGER TO THE BOARD OF DIRECTORS
OF THE SULPHUR RIVER REGIONAL MOBILITY AUTHORITY;
DETERMINING THAT THE MEETING AT WHICH THIS RESOLUTION
WAS PASSED COMPLIED WITH THE TEXAS OPEN MEETINGS ACT;
MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE
SUBJECT; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City of Paris recognizes the importance of regional partnerships to meet
common transportation goals; and,
WHEREAS, the State of Texas has established that Regional Mobility Authorities will be
important to the future development of new transportation corridors; and,
WHEREAS, the State of Texas has established new Regional Mobility Authority (RMA)
powers through the passage ofHB 3588; and,
WHEREAS, the City of Paris supports the creation of the Sulphur River Regional Mobility
Authority (SURRMA) covering Lamar, Delta, Hopkins, and Hunt Counties; and,
WHEREAS, the City of Paris also supports and recommends the appointment of Curtis
Fendley and Tanis Hager to the Sulphur River Regional Mobility Authority Board of Directors by
the Lamar County Commissioners' Court; and,
WHEREAS, SURRMA would be charged with the planning, financing, constructing,
maintaining and operating the widening of State Highway 19/24" from a two-lane divided highway
to a four-lane divided highway corridor joining communities and other major transportation
corridors;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PARIS, TEXAS:
Section 1. That the findings set out in the preamble to this resolution are hereby in all things
approved.

Section 2. That the City Council of the City of Paris supports the creation of the SURRMA
(Sulphur River Regional Mobility Authority) to encompass Lamar, Delta, Hopkins, and Hunt
Counties.
Section 3. That the City of Paris wishes to also collaborate with the Counties of Lamar,
Delta, Hopkins, and Hunt in the formation of the SURRMA to meet common transportation goals.
Section 4. That the City Council of the City of Paris supports and recommends the
appointment by Lamar County Commissioners' Court of Curtis Fendley and Tanis Hager as
members to the Board of Directors of the Sulphur River Regional Mobility Authority.
Section 5. That the meeting at which this resolution was approved was conducted in strict
compliance with the Texas Open Meetings Act. Texas Government Code Chapter 551
Section 6. That this resolution shall be effective from and after its date of passage.

CREA TING THE "SULPHUR RIVER REGIONAL MOBILITY
AUTHORITY" (SURRMA) AND APPOINTING MEMBERS OF THE
INITIAL BOARD OF DIRECTORS OF SUCH AUTHORITY
WHEREAS, Pursuant to the provisions of chapter 370 of the Texas Transportation Code Lamar
County, along with Delta, Hopkins, and Hunt Counties, has petitioned the Texas Transportation
Commission (The "Commission") for the Commission's approval for the creation of the
"Sulphur River Regional Mobility Authority"; and
WHEREAS, The Texas Transportation Commission on Thursday, June 28, 2007 pursuant to
Minute Order No. 110975 authorized Lamar County, along with Delta, Hopkins, and Hunt
Counties, to create the "Sulphur River Regional Mobility Authority".
NOW, THEREFORE BE IT RESOLVED THAT:
1. The Lamar County Commissioners' Court hereby creates the "Sulphur River Regional
Mobility Authority" whose boundaries shall be conterminous with the boundaries of
Lamar, Delta, Hopkins, and Hunt Counties; and
2. The Lamar County Commissioners' Court hereby appoints the following members of the
initial Board of Directors ofthe "Sulphur River Regional Mobility Authority":
A. Curtis Fendley
B. Tanis Hager

None of these projects are felt to be toll viable at this time. The only beilit:; within the
SU RRMA region which could potentially generate toll revenue within a 20 year plannillL'
