A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS,
TEXAS, APPROVING AND ADOPTING THE CITY COUNCIL'S GOALS
AND OBJECTIVES FOR THE CITY OF PARIS; MAKING OTHER
FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND
DECLARING AN EFFECTIVE DATE.
WHEREAS, it is the desire of the City Council of the City of Paris, Texas to establish
specific goals and objectives for the City of Paris; and,
WHEREAS, a list of the goals and objectives has been prepared and is attached hereto as
Exhibit "A"; and,
WHEREAS, it is deemed appropriate that these goals and objectives be approved and
adopted;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PARIS, TEXAS THAT:
Section 1. That the findings set out in the preamble to this resolution are hereby in all things
approved.
Section 2. That the Goals and Objectives as described in Exhibit A attached hereto be, and
are hereby approved and adopted by the City Council of the City of Paris.
Section 3. That this resolution shall be effective immediately upon passage.

Goals and Objectives
1. Develop a 10-year capital improvement plan for streets, water, & wastewater systems
prior to March 31, 2008.
2. Prepare Strategic Business Plan for all departments prior to March 31, 2008.
3. Clean up the appearance of the city by increased emphasis on code enforcement.
4. Prior to April 2008, Council to give direction to City Manager in order to target for
budget expenditures and tax rate for next fiscal year.
5. Develop and implement process to benchmark productivity and efficiency of programs
and personnel by June 1, 2008.
