I have reviewed the preliminary plat of the above referenced addition. It appears that the
preliminary plat complies with the City of Paris subdivision regulations with the following
exceptions.
1. Show the building lines.
2. Provide a 1 O-foot ntility easement along Stillhouse Road and along the common property
line with North Lamar School District.
I recommend approval of the preliminary plat upon completion of the above items.

Dear Mr. Carruth,
I am the developer for Omega Healthcare who is in the process of purchasing
approximately 6.4 acres of property from Tommy Haynes on Stillhouse Road. We have
already gone thru the zoning process and will be submitting for preliminary plat approval
of the site at the December meeting. Our engineers at Hayter Engineering met with
Shawn Napier last week and curb and guttering on Stillhouse road was discussed.
I would like to request a variance on this issue. I am enclosing pictures which show the
area in question. The reason for the variance request is as follows:
1) Even if curbs and gutters were installed, we would still have to have a ditch
for drainage being that the property upstream from our site(North Lamar ISD)
does not have curb and gutter.
2) The water flow from this area is minimal. Brad Osborne will be prepared to
present a study being performed by Hayter at the December meeting.
3) There have been other recent construction projects on Stillhouse Road that
have not installed curbs and gutters.
I would appreciate the consideration by the City of Paris for this request. If you have any
