REGULAR MEETING
AIRPORT ADVISORY BOARD

1. The Airport Advisory Board meeting was called to order by Chairman Vic
Ressler at 5:00 p.m.
A. The following members were present:
Vic Ressler
Pete Kampfer
Jack Ashmore
Bill Boothe
Glen Chapman
Harry Michalewicz
Billy Copeland
Andrew Fasken
The following members were absent:
None
B. Also present was Lisa Wright, Airport Director; Jerry Richey, Airport
Manager; J.B. Richey, JR Aviation; and Kevin Carruth, City Manager.
2. Approval of minutes from previous meetings. Minutes of the August 9, 2007,
meeting were approved as presented.
3. Fly-In Wrap Up.
A. 94 aircraft parked on the field.
B. 63 aircraft were transit. Big Cabin Oklahoma was the longest distance
someone came from.
C. Cars parked at last count was over 350 shortly after noon, so there
were probably at least twice that many.
D. Good comments were made about the Fly-In by everyone.
E. C-47 was a good attraction.
F. T-shirt give away got good feed-back from the pilots.
G. Gliders - got excellent comments from everyone, and they will probably
bring more planes next year because they booked up so quickly.
H. Things we can improve on for next year:
1. Not enough food vendors; complaints about long slow lines.
2. Handicapped parking should be marked off.
3. Need more trash cans (maybe a dumpster).
4. Need someone on the radio all the time.
5. When planes are leaving, we need notice for safety purposes.
6. Need more people to work.
8. Possibly hand out hangar parking tags so the kids will know who
they should let through to the hangars.
9. Notify cars not to park in lot about a week or so in advance.
10. Park vehicles (antique cars, army vehicles, etc.) on area other
than ramp.
11. EMS and Fire trucks were facing the wrong way if anything
happened out here.
12. Private golf carts not allowed.
13. Get some trolley cars to transport people in.
14. Radio controlled planes need more space.
I. Start planning date for next year now.
1. Possibly do Air Show and Fly-In.
2. Pete Kampfer has talked to the Snow Birds, and they will come if
we book them now, agree to top them off, feed them, and put
them up (9 pilots plus crew for three nights).
4. Will need to start charging people if we do that, and possibly
charge parking fee also, that's how you make your money.
6. Two day show.
7. Have air show one day and fly-in the next also a possibility.
A subcommittee consisting of Pete Kampfer, Billy Copeland, and Jack
Ashmore was set up to look into the possibility of an air show. The
subcommittee is to report back by the next meeting.
4. Discussion of and action on approving a card use policy for the new security
system. Motion was made by Pete Kampfer, seconded by Jack Ashmore, to
accept the policy as presented. Motion carried 8-0.
5. Discussion of obtaining a monument plane or other entrance sign for the
Airport. Andy Fasken asked if we could put a sign on Highway 271 pointing in.
Jack Ashmore stated the best place is at the entrance. Kevin Carruth asked
what the board thought about a helicopter, and Andy Fasken stated they have
one at Hawkins (Tyler). Billy Copeland stated he preferred a sign. Pete
Kampfer stated that, whatever it is, we need something that makes a good
impression. He recommended that we search Google for airport signs. He
further stated he will talk with Kevin Carruth about what the Chamber can do.
Vic Ressler stated that we need to determine funding and put it on the next
agenda.
6. Airport Manager's Report:
A. Private T-hangar construction. Jerry Richey stated he had spoke with
several people including Mark Cunningham and Lee Wilson. Mark came
out last night (October 1, 2007) and looked at space where other
hangers were to go. He quoted $15.00 per square foot completed, and
he will give a rough quote on ten hangars. He estimated approximately
$210,000 for ten hangars with rolling doors, and $173,500 for 5 hangars,
concrete and everything. Both are possibly interested as investment
property and will want a good deal with the City. Harry Michaelwicz
asked how will this impact drainage, because we could have problems
if we privatize and allow them to drain on our existing hangars. Kevin
Carruth advised that anyone building on the airport would have to have
the drainage engineered to ensure that doesn't happen. Vic Ressler
stated to have Mark Cunningham submit a proposal and place on future
agendas.
B. Airport courtesy cars. Jerry Richey stated the bottom line is the cost to
insure. Jack Ashmore stated that he went to Gainesville Airport and
they had two Airport Courtesy Cars, and they were old police cars. This
is a very informal process. Kevin Carruth stated he has had two
Airports where they have had them and there were no problems. Lisa
Wright stated she will look at availability.
7. Request items for future agendas. Get hangars painted, update on runway
projects.
