10-B3 Historic Preservation Commission Min. (2) MINUTES SPECIAL MEETING CITY OF PARIS HISTORIC PRESERVATION COMMISSION WEDNESDAY. NOVEMBER 14. 2007 12:00 O'CLOCK P.M. 1. The Historic Preservation Commission meeting was called to order by Pike Burkhart, Vice Chairman. A. The following members were present: Pike Burkhart, Vice Chairman Ann Rogers Paul Denney Susan Scholz Nancy Partridge Jerry Raper, Alternate Ben Vaughan, Alternate The following members were absent: Arvin Starrett, Chairman Sharron Nabors B. Also present was Lisa A. Wright, Historic Preservation Officer. 2. Approval of minutes from previous meetings. Motion was made by Ann Rogers, seconded by Susan Scholz, to approve the minutes of October 22, 2007. Motion carried 7-0. 3. Consideration of and action on the following Certificate of Appropriateness: A. 309 Church Street - Central Presbyterian Church - Tim Davenport Herbst, Pastor, stated the columbarium will not be visible from the street. The columbarium will be 4'x2'x4' and can be added on to at a later date. It will be located in the ash garden and there will be 36 niches, which should last for a while. Motion was made by Paul Denney, seconded by Susan Scholz, to approve the COA, Motion carried 7-0. Motion was made to recuse Pike Burkhart and Ben Vaughan by Ann Rogers, seconded by Susan Scholz. Motion carried 5-0. Susan Scholz took over as chairperson. B. 801 Church Street - Pike Burkhart, Sr. By Ben M. Vaughan . Ben Vaughan stated they will turn the hardiboard smooth side out, and it will be painted the color of the house. Motion was made by Nancy Partridge, seconded by Paul Denney, to approve the COA, Motion carried 5-0. Motion was made to return Pike Burkhart and Ben Vaughan to the meeting by Ann Rogers, seconded by Nancy Partridge. Motion carried 5-0. 4. Discussion of and possible action on recommending additional incentives in the Historic Districts, including reduced permit fees, at-cost water taps, and other expenses. Defer to next meeting since Arvin Starrett is not present. Motion was made by Paul Denney, seconded by Susan Scholz, to table this item until the next meeting. Motion carried 7-0. 5. Receipt of report from Susan Scholz regarding the Traditional Building Exhibition and Conference. Susan Scholz stated the conference was October 16 thru the 20th in New Orleans. She stated she attended the entire conference and recommends someone from this Board attend every time they put this on. Ms. Scholz further stated the conference was very informative and she learned a lot. It was a well attended event with a lot of tips for restoration and a list of mistakes other cities have made. Also discussed were availability of tax credits and the salvage dilemma. 6. Request items for future agendas. Incentives for Historic District. 7.
