05-B2 Building & Standards Commission MinutesMINUTES OF THE REGULAR MEETING OF THE BUILDING AND STANDARDS COMMISSION MONDAY, APRIL 16, 2007 4:00 0'CLOCK P.M. 1. Chad Brown called the Building and Standards Commission Meeting to order at 4:00 P.M. Roll was called. A. The following members were present: Mary Crumpler Chad Brown David Nabors Vicki Ballard Stephen Brown, Alternate Zach Saffle, Alternate Scott Scholz, Alternate Chris Brown, Alternate B. The following members were absent: Brad Archer Harrell Tippitt In the absence of Brad Archer, the Chairman appointed Mary Crumpler as Acting Secretary for the meeting. The Chairman also stated that alternates would be acting in a voting capacity for the purpose of the meeting. 2. Approval of Minutes of previous meeting: A motion was made by David Nabors, seconded by Mary Crumpler, to approve the meeting minutes for February 19, 2007. The motion carried 7-0. 3. Public Hearing to consider presentations by City of Paris Code Inspectors and owner(s) and/or lien holder(s) of the below properties who have been given notice of a violation of Article III of Chapter 7 of the ~ode of Ordinances of the City of Paris, Paris, Texas, entitled "Substandard and Dangerous Buildings and Structures": C. 906 Dickson; Lot 6, City Block 51- Mary Post, 7753 FM 195, has spoken with roofing contractors to take care of the roof and remove the wood to open the porch back up. She stated she had the house inspected by a master carpenter, and he told her the house was still structurally sound. There are also five layers of roofing materials on it. Motion was made by David Nabors, seconded by Steven Brown, to allow 90 days to repair or demolish. If the repairs are not made within 90 days, the City may demolish, with a$1,000 per day civil penalty. Motion carried unanimously. Vicki Ballard arrived at 4:15 p.m. G. 2526 19th Street N.W.; Lot 23, City Block 297 - Mary Lee Byrum, 2525 19th Street N.W., stated she was going to tear off the porch, cover the windows, and use the house for storage. Lisa Wright advised Ms. Byrum she would need to confirm _ _ _ _ . _r . . . the zoning on the property to ensure that a storage building as the main use of the property would be legal. Motion was made by David Nabors, seconded by Zach Saffle, to allow 10 days to secure the property and 60 days to repair or demolish. If the repairs are not made within 60 days, the City will demolish, with a$1,000 per day civil penalty. Motion carried unanimously. A. 930 Conner; Lot 14, Block 2, Conner Place - Motion was made by David Nabors, seconded by Steven Brown, to allow 30 days to demolish. If the property is not demolished within 30 days, the City may demolish, with a$1,000 per day civil penalty. Motion carried unanimously. B. 63 9th Street N.W.; Lot 13, Block 2, Conner Place -Motion was made by Steven Brown, seconded by Chad Brown, to allow 30 days to demolish. If the property is not demolished within 30 days, the City may demolish, with a$1,000 per day civil penalty. Motion carried unanimously. D. 716 W. Garrett; Lot 5, City Block 100-B - Motion was made by Chad Brown, seconded by Mary Crumpler, to allow 30 days to demolish. If the property is not demolished within 30 days, the City may demolish, with a$1,000 per day civil penalty. Motion carried unanimously. E. 1520 lOth Street N.W.; Lots 1, 2 and 3, Block 4, Smith's lst Addition - Motion was made by Mary Crumpler, seconded by Chad Brown, to allow 30 days to demolish. If the property is not demolished within 30 days, the City may demolish, with a$1000 per day civil penalty. Motion carried unanimously. F. 2600-2700 Block of 18th Street N.W.; Lot 18, City Block 297 - Motion was made by Chris Brown, seconded by Zach Saffle, to allow 30 days to demolish. If the property is not demolished within 30 days, the City may demolish, with a$1000 per day civil penalty. Motion carried unanimously. H. 2708 19th Street N.W.; Lot 27, City Block 297 - Motion was made by Chad Brown, seconded by David Nabors, to allow 30 days to demolish. If the property is not demolished within 30 days, the City may demolish, with a$1000 per day civil penalty. Motion carried unanimously. 1. 100514th Street N. W.; East Part of Lot 4, City Block 232 - Motion was made by David Nabors, seconded by Chad Brown, to allow 30 days to demolish. If the property is not demolished within 30 days, the City may demolish, with a$1000 per day civil penalty. Motion carried unanimously. J. 132 W. Shiloh; West 55' of Lot 16, City Block 79 - Motion was made by Mary Crumpler, seconded by Chad Brown, to allow 30 days to demolish. If the property is not demolished within 30 days, the City may demolish, with a$1000 per day civil penalty. Motion carried unanimously. K. 533 5th Street N.E.; Lot 30, City Block 60 - Motion was made by Zach Saffle, seconded by Scott Scholz, to allow 30 days to demolish back structure only. If the property is not demolished within 30 days, the City may demolish, with a$1000 per day civil penalty. Motion carried unanimously. L. 528 E. Tudor; Lot 3, City Block 61 - Motion was made by Mary Crumpler, seconded by David Nabors, to allow 30 days to demolish. If the property is not demolished within 30 days, the City may demolish, with a$1000 per day civil penalty. Motion carried unanimously. M. 1221 E. Grove; Lot 3-A, City Block 175-A - Motion was made by Steven Brown, seconded by Mary Crumpler, to allow 30 days to demolish. If the property is not demolished within 30 days, the City may demolish, with a$1000 per day civil penalty. Motion carried unanimously. N. 92513th Street N.E.; Lots 2 and 3, Block 7, Belmont Addition - Motion was made by Zach Saffle, seconded by Chris Brown, to allow 30 days to demolish. If the property is not demolished within 30 days, the City may demolish, with a$1000 per day civil penalty. Motion carried unanimously. 0. 7th Street N.W. and Henderson; Lot 1, City Slock 98 (Casa Bonita Apartments) - Lisa Wright advised the Commission that she had been in touch with two contractors for quotes to demolish these buildings. Because asbestos is present, it will require the services of a specialized demolition company to do the work. She stated that she was still waiting on the quotes, but she expects the cost to be quite high. Although these buildings are owned by the taxing entities, the contractors had recommended that the buildings be taken through the entire legal process in the event HUD questions why the City is demolishing them since HUD helped build them. Motion was made by David Nabors, seconded by Mary Crumpler, to allow 90 days to demolish. If the property is not demolished withm 90 days, the City may demolish, with a$1000 per day civil penalty. Motion carried unanimously. P. 1644 Pine Bluff; Lot 20, Block 2, Pine Bluff Addition - Motion was made by David Nabors, seconded by Steven Brown, to allow 30 days to demolish. If the property in not demolished within 30 days, the City may demolish, with a$1000 per day civil penalty. Motion carried unanimously. Q. 506 E. Price; Lot 1, City Block 28 - No action taken. Ownership changed. R. 1090 22nd Street N.E.; Lot 14, Block 8, Hillcrest Addition - Motion was made by David Nabors, seconded by Vicki Ballard, to allow 90 days to repair or demolish. If the property is not repaired within the 90 days, the City may demolish, with a $1000 per day civil penalty. Motion carried unanimously. S. 107 Grand Avenue; Lot 2, City Block 5(for repair only) - David Nabors stated the owner may have passed away recently and recommended checking The Paris News archives or Cooper Review within the last six weeks. Motion was made by Chad Brown, seconded by David Nabors, to allow 30 days to repair. Motion carried unanimously. 4. Status report related to properties on which the Commission has previously issued orders. Lisa Wright distributed a handout. 5. Meeting adjourned at 5:00 P.M. APPROVED THIS 18TH DAY OF JUNE, 2007.
