REGULAR MEETING
CITY OF PARIS HISTORIC PRESERVATION COMMISSION
MONDAY, SEPTEMBER 24, 2007
4:00 0'CLOCK P.M.
1. The Historic Preservation Commission meeting was called to order by Arvin
Starrett, Chairman.
A. The following members were present:

Ann Rogers
Paul Denney
Pike Burkhart
Sharron Nabors
Susan Scholz
Jerry Raper, Alternate
The following members were absent:
Nancy Partridge
B. Also present was Lisa A. Wright, Historic Preservation Officer.
2. Election of officers for the upcoming year.
A. Chairman - Motion was made by Paul Denney, seconded by Pike
Burkhart, to re-elect Arvin Starrett. Motion carried 6-0.
8. Vice-Chairman - Motion was made by Ann Rogers, seconded by Susan
Scholz, to elect Pike Burkhart. Motion carried 6-0.
C. Secrefary - Motion was made by Paul Denney, seconded by Pike
Burkhart, to elect Susan Scholz. Motion carried 6-0.
3. Approval of minutes from previous meefings. Motion was made by Ann
Rogers, seconded by Jerry Raper, to approve the minutes of the September
12, 2007, meeting. Motion carried 7-0.
4. Considerafion of and action on the following Certificate of Appropriateness:
A. 7111sf Street S.W. - Joyce Freeman - Ms. Freeman stated the roof will
be the same style, just a different color. Motion was made by Susan
Scholz, seconded by Paul Denney, to approve the COA. Motion carried
7-0.
8. 111 Lamar Ave. - Josiah Daniel - Arvin Starrett stated there is a new
facade constructed on the inside of the exterior wall. Lisa Wright
stated that no building permit was issued, so they did not know about
this until someone drove by and saw it. Arvin Starrett advised that this
is interior work with the intention that it will be an exterior facade when
the old facade is removed. The facade follows the historic setback
lines. In the application, they propose to remove the glass and
aluminum and widen the brick to turn into planters; however, this

would be an alteration of the building since the planters were not
original. Mr. Starrett further stated we can table this item since no one
is present or approve on the condition that there be a total removal of
the existing facade, brick included. Motion was made by Pike Burkhart,
seconded by Jerry Raper, to approve COA with the condition that all of
the contemporary front, including brick, will be removed. Motion
carried 7-0.
5. Discussion of and possib/e action regarding the following structure
considered by code inspecfors to be in violation of Article lll of Chapter 7 of
the Code of Ordinances of the City of Paris, Paris, Texas, entitled
"Substandard and Dangerous Buildings and Structures," to determine
whether such structure can be rehabilitated and designated on the National
Register of Historic P/aces, as a recorded Texas Historic Landmark, or as
historic property as designated by the City Council of fhe City of Paris:
A. 465 1st Street N.E. - Motion was made by Pike Burkhart, seconded by
Susan Scholz, to send the structure to the Building and Standards
Commission for demolition since it cannot be rehabilitated. Motion
carried 7-0.
6. Discussion of and possible action on recommending provisions related to
demolition by neglect and/or the adoption of the International Property
Maintenance Code. Lisa Wright went through the code. The Commission
asked that this be placed on a future agenda with recommended local
revisions so that the Commission could send this to the Code Enforcement
Task Force for consideration.
7. Consideration of and action on sending a Commission member to the
Traditional Building Exhibition on October 16 through 20, 2007. Motion was
made by Jerry Raper, seconded by Ann Rogers, to approve. Motion carried
7-0. Chairman Starrett advised any members who were interested to contact
Lisa Wright
8. Request items for future agendas. International Property Maintenance Code
revisions.
9. The meeting adjourned at 4:35 p.m
