REGULAR MEETING
CITY OF PARIS HISTORIC PRESERVATION COMMISSION
MONDAY, OCTOBER 22, 2007
4:00 0'CLOCK P.M.
1. The Historic Preservation Commission meeting was called to order by Arvin
Starrett, Chairman.
A. The following members were present:

Ann Rogers
Paul Denney
Sharron Nabors
Susan Scholz
Nancy Partridge
Jerry Raper, Alternate
Ben Vaughan, Alternate
The following members were absent:
Pike Burkhart
B. Also present was Lisa A. Wright, Historic Preservation OfFicer.
2. Approval of minutes from previous meetings. Motion was made by Nancy
Partridge, seconded by Susan Scholz, to approve the minutes of the
September 24, 2007, meeting. Motion carried 8-0.
3. Considerafion of and action on the following Certificate of Appropriateness:
A. 119 N. Main Street - County of Lamar by Suzy Harper - Motion was
made by Susan Scholz, seconded by Nancy Partridge, to approve the
COA. Motion carried 8-0.
B. 946 S. Main Sfreet - Doug Cox - Motion was made by Paul Denney,
seconded by Susan Scholz, to approve COA subject to the hardiboard
being smooth-faced instead of textured. Motion carried 8-0.
Motion was made by Paul Denney, seconded by Susan Scholz, to
recuse Ben Vaughan. Motion carried 7-0.
C. 524 Church Street - Pike and Kay Burkhart - Kay Burkhart advised that
the picket fence around the front of the house will have a ball on the top
to match the front porch bannister. The kennel will be behind the
garage, so it will not be visible from the street and will be free standing.
Motion was made by Arvin Rogers, seconded by Susan Scholz, to
approve COA. Motion carried 7-0.
Motion was made by Susan Scholz, seconded by Nancy Partridge, to
return Ben Vaughan to the meeting. Motion carried 7-0.

4. Discussion of and possible action on recommending provisions related to
demolition by neglect and/or the adoption of the International Property
Maintenance Code. Paul Denney stated that we need to make some sort of
provision for moth balling historic buildings, because it is not allowed as
written currently. Arvin Starrett stated that this will meet our needs because
it addresses demolition by neglect in inhabited or vacant buildings. Paul
Denney stated that the biggest problem we have is the syndrome that "I own
it, I can't afford to fix, and you can't tell me to fix." Arvin Starrett stated that
manysubstandard buildings are held by people of ineans, so that can't always
be an argument. Motion was made by Ben Vaughan, seconded by Jerry Raper
upon procedural review by City Attorney, to draft a resolution recommending
adoption of the International Property Maintenance Code in the Historic
Districts. Motion carried 8-0.
5. Requestitems forfuture agendas. Reportfrom Susan Scholz on New Orleans
Convention.
6. The meeting adjourned at 4:25 p.m.
