REGULAR MEETING
CITY OF PARIS HISTORIC PRESERVATION COMMISSION
MONDAY, NOVEMBER 26, 2007
4:00 0'CLOCK P.M.
1. The Historic Preservation Commission meeting was called to order by Arvin
Starrett, Chairman.
A. The following members were present:

B. Also present was Lisa A. Wright, Historic Preservation Officer.
2. Approval of minutes from previous meetings. Motion was made by Ben
Vaughan, seconded by Susan Scholz, to approve the minutes of November 14,
2007. Motion carried 7-0.
Motion made by Susan Scholz, seconded by Nancy Partridge to recuse Paul
Denney. Motion carr.ied 6-0.
3. Consideration of and action on the following Certificate of Appropriateness:
A. 207, 227, and 241 Church Street - First Baptist Church by David C.
Denney, Archifect- David Denney, DenneyArchitects, stated this is the
first phase of the remodeling efforts by the Church. There are four
separate buildings that range in age from 1918 to 1970 with distinctly
different architectural styles. The Church is trying to do something to
integrate the styles. Theywant to elaborate on the open arcade and will
tie the buildings together with an atrium space which will be the new
main entrance to the church. Mr. Denney further stated they didn't want
to introduce another architectural style, so they're trying to stay neutral
with a glazed facade, and plaster will be used that matches what is
currently there. They won't be able to match the brick when the
building is extended up, so they are considered plastering the brick
which would make the whole thing plaster. If they could paint inset
panels, they could save money. Mr. Denney stated on the east side of
the building they will build a kiosk over the entryway between buildings
and this will de-emphasize the entrance. There will be a rail along the
entire length of handicap ramp. Motion was made by Ann Rogers,
seconded by Susan Scholz, to approve the COA for front and rear only,
not to include the sign. Motion carried 6-0.
Motion was made by Susan Scholz, seconded by Nancy Partridge, to return
Paul Denney to the meeting. Motion carried 6-0.
4. Discussion of and possible action on recommending additional incentives in
the Historic Districts, including reduced permit fees, at-cost water taps, and
other expenses.
Motion was made by Susan Scholz, seconded by Ann Rogers, to remove the
item from the table. Motion carried 7-0.
Arvin Starrett stated in the residential districts, there is a nightmare with the
infrastructure, specifically sewer lines. Many lines run behind houses and
under the neighbor's houses. If individuals have to run new sewer lines, the
City fees are in access of $1,000. It would be in the City's best interest to
encourage improvements and offer incentives. Mr. Starrett stated examples
of incentives could include water and sewer taps at cost and zoning and
inspection fees at a 50 percent reduction. The Historic District structures,
which are finite in number, need more enticement for people to get involved.
Paul Denney stated we should do everything we can to bring people back to
the core of the city. Motion was made by Ben Vaughan, seconded by Susan
Scholz, to recommend a 50 percent reduction in fees regarding permitting,
zoning, and inspections, with an at-cost fee schedule for water and sewer
taps. Motion carried 7-0.
5. Request items for future agendas. There were none.
6. The meeting adjourned at 4:35 p.m.
