POLICY ISSUE~S~:
BACKGROUND:
The owners of Mirabeau Square Shopping Center are proposing an expansion of the old Beall's building
to house Hobby Lobby. Upon meeting with representatives of the owner, it was determined that the
zoning of the property is Planned Development. Several additions have been made to the shopping
center over the past several years, and it appears that the owners were not required by then-City staff to
amend the site plan at that time; however, because it is Planned Development, no modifications to the
site layout should have taken place without that occumng.
The proposed amended site plan will include all the additions made over the past few years as well as
the proposed addition to house Hobby Lobby and another small retail building on the east side of the
parking lot.
BOARD/COMMISSION RECOMMENDATION:
The Commission recommended approval of the site plan subject to the Community Development
Director and City Engineer's recommendation by a vote of 5-0.

SUBJECT: Amended Site Plan for Mirabeau Square Shopping Center
DATE: March 3, 2008
We have reviewed the site plan of the above-subject property and have found the following
issues that must be addressed:
1. Show depth of buildings near Bath and Body Works; show depth of Radio Shack
building; and show depth of Shoe Department building.
2. Show heights of existing buildings.
3. Show width of traffic aisles in south and southwest areas around the outside of the
buildings and on the parking aisles in the southwest corner of the inside parking lot.
4. Indicate on the site plan that a parking space variance has been granted by the Board
of Adjustment.
5. Show dimensions of off-street loading areas.
6. Show widths of rights-of-way and street pavement on the access road and Loop east
of the property.
7. Show dimensions of nearest fire hydrants
8. Show size of adjacent public water and sewer lines.
9. Show size of water and sewer taps, water meter, and on-site utility lines, and
backflow devices.
10. Show surface drainage plan with proposed and existing ground information in the
area of the proposed expansion of Hobby Lobby and other areas of future
development.
11. Increase font throughout as necessary to a minimum that is more easily readable
without the requirement of magnification.
12. Note that the site plan is the only page provided which has been sealed by an
engineer; therefore, all other pages will used be for reference purposes only.
With the exceptions listed above, the site plan contains all ofthe minimum required elements
to satisfy the City of Paris site plan requirements.

ORDINANCE NO.
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
PARIS, TEXAS, APPROVING AN AMENDED SITE PLAN FOR A
PLANNED DEVELOPMENT DISTRICT- RETAIL SHOPPING CENTER
(PD-a), PREVIOUSLY ESTABLISHED BY THE ADOPTION OF ZONING
ORDINANCE NO. 2059, FOR LOT 3, CITY BLOCK 287, BEING MIRABEAU
SQUARE, LOCATED AT 3516 LAMAR AVENUE; MAHING OTHER
FINDINGS AND PROVISION5 RELATED TO THE SUBJECT; REPEALING
ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT
HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, on December 13, 1971 the City Council of the City of Paris, Texas, adopted
Ordinance No. 2059, establishing a Planned Development District-Retail Shopping Center (PD-a)
on Lot 3 City Block 287, being Mirabeau Square located at 3516 Lamar Avenue, as described in the
aforesaid ordinance (hereinafter the "Property"); and,
WHEREAS, Alpha Lake LTD/John C. Culpepper III has filed an Amended Site Plan for
the Property to reflect building expansion and the addition of a new tenant to the Mirabeau Square
Shopping Center, Hobby Lobby; and,
WHEREAS, the City Council desires to approve the amended site plan for said Planned
Development District as shown on Exhibit A, attached hereto.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF PARIS, TEXAS:
Section 1. That the findings set out in the preamble to this ordinance are hereby in all things
approved.
Section 2. That the amended site plan, including the drainage plan, for Lot 3, City Block
287, located at 3516 Lamar Avenue, attached hereto as Exhibit A, be and the same is hereby,
approved.
Section 3. All provisions of the ordinances of the City of Paris, Texas in conflict with the
provisions of this ordinance are hereby repealed, and all other provisions of the ordinances of the City of
Paris not in conflict with the provisions of this ordinance shall remain in full force and effect.
Section 4. The repeal of any ordinance or part of ordinances affected by the enactment of this
ordinance shall not be construed as abandoning any action now pending under or by virtue of such
ordinance or as discontinuing, abating, modifying, or altering any penalty accruing or to accrue, or as
affecting any rights of the municipality under any section or provisions of any ordinance at the time of
passage of this ordinance.
Section 5. It is the intention of the City Council of the City of Paris that this ordinance, and every
provision hereof, shall be considered severable, and the invalidity or partial invalidity of any section,
clause, or provisions of this ordinance shall not affect the validity of any other portion of this ordinance.
Section 6. Any person violating any of the provisions of this ordinance shall be guilty of a
Misdemeanor and, upon conviction, shall be fined in any sum not to exceed $2000.00, and each and
every day's continuance of any violation of the above-enumerated sections shall constitute and be
deemed a separate offense.
Section 7. That this ordinance shall become effective from and after its passage and
publication as required by law.
