Notice is hereby given that the City Council of the City of Paris shall meet in regular session
on Monday, March 24, 2008 at 6:00 p.m. The meeting will be held at the City Council
Chamber, 107 E. Kaufinan Street, in Paris, Texas. The matters to be discussed and acted
upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no
more than two minutes. The Texas Open Meetings Act prohibits the Council
from responding to any comments other than to refer the matter to a future
agenda, to an existing policy, or to a staff person with specific factual
information. Claims against the City, Council Members, or employees, as
well as individual personnel appeals are not appropriate for citizens' forum.)
Consent Agenda
Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable
to all items appearing on the Consent Agenda. A Council Member may request any item to be removed
from the Consent Agenda and considered as a separate item.
5. Deliberate and act on the approval of minutes from the meetings on March 3,
2008 and March 10, 2008.
6. Receive and deliberate on reports and/or minutes from the following boards,
commissions, and committees:
a. PEDC (2-12-2008).
b. Traffic Commission (3-4-2008).
c. Historic Preservation Commission (2-13-2008).
d. Building and Standards (10-15-2007).
e. Airport Advisory Board (1-17-2008).
f. City Council Task Force on Code Enforcement (2-19-2008 and 3-4-2008).
7. Deliberate and act on a Resolution authorizing an independent contractor
agreement for managing and coordinating adult league softball and baseball
and authorizing the City Manager to negotiate and execute all necessary
documents.
8. Deliberate and act on Resolution accepting the resignation of Dr. Gleb
Bourianoff as Medical Director of the Emergency Medical Service of the City
of Paris, appointing Dr. Eduardo Wilkinson to serve as Medical Director and
authorizing the City Manager to negotiate and execute all necessary
documents.
9. Deliberate and acceptance of February financial report.
Regular Agenda
10. Deliberate and act on presentation of water and sewer capital improvement
program.
11. Presentation of an officer allocation study for the Paris Police Deparhnent.
12. Deliberate and act on an ordinance adding a new Chapter 11.5 entitled Fence
Regulations to the Code of Ordinances of the City of Paris, Texas.
13. Deliberate and act on a resolution establishing City Council's consideration to
findings and recommendations of the Lake Pat Mayse Water Study
Committee.
14. Deliberate and act on a resolution expressing the sentiment of the Council
regarding Council Member participation in the Lake Pat Mayse Study
Committee.
15. Deliberate and act on targets for FY 2008-2009 budget expenditures and tax
rate. 16. Deliberate and act on strategic planning process.
17. Deliberate on City of Paris payroll trends. (A motion to remove this item from the
table is required before deliberating.)
18. Convene in executive session pursuant to Section 551.074 of the Texas
Government Code, to discuss personnel matters as follows:
a. Annual evaluation of the City Attorney.
b. Annual evaluation of the Municipal Court Judge.
c. Six-month evaluation of the City Manager.
19. Reconvene in open session to possibly deliberate or take action regarding
those matters discussed in executive session.
20. Deliberate on possible future agenda items.
21. Adjournment.
