POLICY ISSUE(S~: Council conduct; Committee independence BACKGROUND: Council wants to ensure the independence of the Lake Pat Mayse Study Committee and preserve the Committee's impartial assessment. The Committee's meetings will be open to the public and the Council cannot prevent anyone from attending the meetings; however, Council can express it's desire and intent not to do anything in fact or appearance that may be perceived as attempting to influence the Committee or its members, including attendance at any of the Committee's meetings or private discussions with committee members about the work of the Committee. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS; EXPRESSING THE SENTIMENT OF THE CITY COUNCIL TO INDIVIDUALLY AND COLLECTNELY PROTECT THE INDEPENDENCE OF THE LAKE PAT MAYSE STUDY COMMITTEE; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE. WHEREAS, The Lake Pat Mayse Study Committee was established on February 18, 2008; to independently study the availability of water in Lake Pat Mayse; and; WHEREAS, The Lake Pat Mayse Study Committee is composed of citizens and other stakeholders with the expertise necessary to execute the Committee's charge; and; WHEREAS, the work of the Study Committee must be conducted in an environment free of actual or perceived bias and influence from persons outside the Committee in order to successfully provide the Council an impartial assessment of all of the issues related to the availability of water in the lake; and, WHEREAS, City Council Members collectively and individually affirm that they will not do anything that may be perceived as attempting to influence the Lake Pat Mayse Study Committee or its members, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS: Section 1. That the findings set out in the preamble to this resolution are hereby in all things approved. Section 2. That the City Council of the City of Paris expresses its sentiment to collectively and individually protect the independence of the Lake Pat Mayse Study Committee and not do anything in fact or appearance that may be perceived as attempting to influence the Committee or its members, including attendance at any of the Committee's meetings or private discussions with committee members about the work of the Committee. Section 3. That this resolution in no way inhibits or prevents the Lake Pat Mayse Study Committee from periodically presenting information to the City Council in written reports or in public meetings.
