RECOMMENDED MOTION:
Move to approve the purchase of 3 Stryker PowerPro hydraulic lift stretchers from
Stryker EMS for the EMS Department.
POLICY ISSUE~S~:
Approve a purchase in excess of $25,000.
BACKGROUND:
In an effort to reduce injuries to staff, four Stryker PowerPro stretchers were purchased
during FY 2006-07. This recommended purchase of three more stretchers would equip
all seven Paris EMS ambulances with this injury preventing piece of equipment.
The purchase price for each stretcher includes:

Five Bid Packets were mailed out. Three bids were received.
The Bid of $10, 858 each was the lowest and had the quickest delivery time.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS,
AWARDING THE BID FOR THE PURCHASE OF THREE STRYKER POWER PRO
MODEL 6500 AMBULANCE STRETCHERS AND OPTIONAL EQUIPMENT FOR USE
IN THE EMERGENCY MEDICAL SERVICES DEPARTMENT; MAKING OTHER
FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN
EFFECTIVE DATE.
WHEREAS, the City Council of the City of Paris did heretofore, on the 17th day of September,
2007, in Budget Ordinance No. 2007-029, authorize the advertisement for bids for the purchase of
three (3) Stryker Power Pro Mode16500 Ambulance Stretchers and optional equipment for use in
the Emergency Medical Services Department, which bids were received until 3:00 o'clock p.m.,
Tuesday, the 11th day of March, 2008; and,
WHEREAS, the lowest responsible bid providing the best value for the City was made by
Stryker Corporation of 3800 East Centre Ave., Portage MI 49002, Texas, and it should be awarded
the bid for the same;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS,
TEXAS:
Section 1. That the findings set out in the preamble of this resolution are hereby in all things
approved.
Section 2. That the bid of the Stryker Corporation for three (3) Stryker Power Pro Model
6500 Ambulance Stretchers and optional equipment in the amount of $10,858 per unit, be, and the
same is hereby, accepted as the lowest responsible bid which provides the best value to the City (see
Bid Tabulation attached hereto as Exhibit A), conditioned upon said stretchers meeting all of the
terms and specifications included in the bid documents.
Section 3. That this resolution shall be effective from and after the date of passage.

NOTICE TO BIDDERS
The City of Paris will receive sealed bids at the office of the City Manager, P.O. Box 9037, Paris,
Texas 75461-9037, for the furnishing and delivery of four (4) battery powered hydraulic lift
ambulance stretchers and all specified components.
This equipment is to be assigned to the Paris Emergency Medical Services Department.
Sealed bids shall be addressed to the Honorable Mayor and City Council, c/o Office of the City
Manager, P.O. Box 9037, Paris, Texas 75461-9037.
No bid shall be received later than 3:00 P.M., Tuesday, March 11, 2008, at which time bids
received shall be publicly opened, tabulated and announced. Location for bid opening shall be at
the City of Paris Council Chambers, 107 East Kaufinan, Paris, TX.
Bids will then be referred to the Mayor and City Council for consideration during the regular
council session on Monday, March 24, 2008 starting at 6:00 P.M.
All bidders are requested to use the attached form in submitting their total quotes. If explanation
or additional room is needed, please use company letterhead and attach to our form. NO
EXCEPTIONS. Managers are urged to attach a business card to their bid form or fill out the
requested company information.
The contract maybe awarded either to the lowest responsible bidder or to the bidder who
provides goods or services at the best value for the City of Paris. In determining best value for
the City, importance shall be placed on price, provision of the exact equipment specified,
warranty and maintenance, and some importance being placed on a reasonable delivery date. The
City of Paris reserves the right to reject any or all bids, to waive any informalities, and to award
as maybe advantageous to the City of Pairs.
Bidders shall note that a delivery time is included as a part of the formal bids.
No state or municipal sales tax is applicable to this purchase and will not be included in the cost.
Payment shall be made in full within fifteen (15) days after the stretcher is received and approved
and invoices for same have been furnished.

These stretchers have been continuously maintained by EMSAR. These stretchers are

Advertisements for the furnishing and delivery of four (4) battery powered hydraulic lift
ambulance stretchers were published on February 24 and March 2, 2008.
Bid specifications were available for pick up at City Hall. Additionally, five (5) sets of bid
specifications were mailed out. Sealed bids were received from three (3) vendors. Bids
were publicly opened on March 11th, 2008 at 3:00 PM.

Recommendation:
It is recommended that Stryker Corporation, 3800 East Centre Ave, Portage MI 49002
be awarded the bid to furnish and deliver three (3) Stryker Power-Pro Model 6500
Ambulance Stretchers. The Model 6500 is equipped with a battery charger and two (2)
batteries as standard equipment. Optional equipment to be included is the Equipment
Hook, IV Pole, Head End Storage and 02 Holder.

Acct# 01-1002-54-99 has $42,000 budgeted for this purchase.
It was my intention to purchase four of these stretchers in order to equip each
ambulance and have a spare in the event of an equipment failure. However, the total
price would have exceeded budgeted funds. Please accept my recommendation
above.
