BACKGROUND:
On March 18, 2008, The City Clerk received an initiative petition proposing an
Ordinance prohibiting the authorization of the power to negotiate for the sale of raw
water from Lake Pat Mayse and/or Lake Crook to be transported beyond the boundaries
of Lamar County, Texas. After reviewing the petition and checking the signatures
against the list of registered voters, it was determined that the petition was sufficient
pursuant to Sections 100, 102 and 103 of the Charter of the City of Paris.

REPORT OF THE CITY CLERK
Upon receiving the initiative petition, several days were spent accessing information from the
County Clerk's Office, reviewing the voter registration list and compiling spreadsheets.
I reviewed a total of 673 names on the petition proposing an ordinance prohibiting the authorization
of the power to negotiate for the sale of raw water from Lake Pat Mayse and/or Lake Crook to be
transported beyond the boundaries of Lamar County, Texas. Out of that number, 88 were
disqualified (1 was disqualified because there was no voter registration number or date of birth; 1
was disqualified because duplication; and 86 were disqualified because they were not registered to
vote in the City).
In order to bring this issue to a vote, the petition required signatures of 436 qualified voters and it
contained 585 qualified voters. Based upon the information set out above, I have issued a certificate
of sufficiency.

I, Janice Ellis, City Clerk of the City of Paris, Texas do hereby certify the initiative petition
proposing an Ordinance of the City Council of the City of Paris, Texas prohibiting the authorization
of the power to negotiate for the sale of raw water from Lake Pat Mayse and/or Lake Crook to be
transported beyond the boundaries of Lamar County, Texas, filed March 18, 2008, to be sufficient
under the provision of Article X, Sections 100, 102 and 103 of the Charter of the City of Paris, Texas
and § 277.002 of the Texas Election Code.
