Ordinance adopting a new section to the existing Code of Ordinances of the City of Paris
relating to establishment of a limit on taxes for qualifying individuals pursuant to article
8, section 1-b(h) of the Texas Constitution and Texas Tax Code Section 11.261. After
reviewing the petition and checking the signatures against the list of registered voters, it
was determined that the petition was sufficient pursuant to Sections 100, 102 and 103 of
the Charter of the City of Paris.

REPORT OF THE CITY CLERK
Upon receiving the initiative petition, several days were spent accessing information from the
County Clerk's Office, reviewing the voter registration list and compiling spreadsheets.
I reviewed a total of 655 names on the petition proposing adoption of a new section to the existing
Code of Ordinances of the City of Paris, Texas relating to establishment of a limit for taxes for
qualifying individuals pursuant to Article 8, Section 1-b(h) of the Texas Constitution and Texas Tax
Code Section 11.261 filed March 18, 2008. Out of that number, 80 were disqualified (1 because
there was no voter registration number or date of birth; 5 were disqualified because they were
duplicate signatures; and 74 were disqualified because they were not registered to vote in the City).
In order to bring this issue to a vote, the petition required signatures of 436 qualified voters and it
contained 575 qualified voters. Based upon the information set out above, I have issued a certificate
of sufficiency.

I, Janice Ellis, City Clerk of the City of Paris, Texas do hereby certify the initiative petition
proposing an Ordinance of the City Council of the City of Paris, Texas adopting a new section to the
existing Code of Ordinances of the City of Paris, Texas relating to establishment of a limit for taxes
for qualifying individuals pursuant to Article 8, Section 1-b(h) of the Texas Constitution and Texas
Tax Code Section 11.261 filed March 18, 2008, to be sufficient under the provision of Article X,
Sections 100, 102 and 103 of the Charter of the City of Paris, Texas and § 277.002 of the Texas
Election Code.
