ORDINANCE NO.
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS TEXAS,
AMENDING THE CODE OF ORDINANCES OF THE CITY OF PARIS BY
REVISING THE TRAFFIC CONTROL MAP ADOPTED IN PARAGRAPH (b) OF
SECTION 31-65, CHAPTER 31 OF SAID CODE; MAKING OTHER FINDINGS
AND PROVISIONS RELATED TO THE SUBJECT; PROVIDING A REPEALER
CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE, A PENALTY CLAUSE;
AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City of Paris Traffic Commission is charged reviewing and evaluating
proposals to add or remove traffic control devices on City streets and roadways throughout
the City of Paris; and,
WHEREAS, among those traffic control devices evaluated by the Traffic Commission
is the placement of stop signs at various intersections throughout the City; and,
WHEREAS, the Traffic Commission, at its regular meeting of Apri11, 2008, considered
and evaluated a request for the placement of a stop signs at the intersections of 38`h St. SE and
Dawn Drive, 39"' Street SE and Dawn Drive and 21S` St. SW and W. Kaufman St., and, having
done so, found and determined that the placement of stop signs at these locations in the City
of Paris is necessary to protect the health and safety and is in the best interests of the citizens
of the City of Paris, and have so recommended such signs to the City Council of the City of Paris;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
PARIS, TEXAS:
Section 1. That the findings set out in the preamble to this ordinance are hereby in all
things approved.
Section 2. That the Traffic Control Map of the City of Paris, Texas, as amended, and as
adopted in Paragraph (b) of Section 31-65, Chapter 31, of the Code of Ordinances of the City
of Paris, Paris, Texas, be, and the same is hereby, further amended to include the following
stop sign:
"Stop Sign - on 38`~ Street SE at Dawn Drive stopping north and south-
boundtraffic."
"Stop Sign - on 39`i' Street SE at Dawn Drive stopping north and south-
boundtraffic."
"Stop Sign - on 21S` Street SW at W. Kaufman Street stopping north and
south-bound traffic."

Section 3. That all provisions of the ordinances of the City of Paris, Texas in conflict
with the provisions of this ordinance are hereby repealed, and all other provisions of the
ordinances of the City of Paris not in conflict with the provisions of this ordinance shall remain
in full force and effect.
Section 4. That the repeal of any ordinance or part of ordinances affected by the
enactment of this ordinance shall not be construed as abandoning any action now pending
under or by virtue of such ordinance or as discontinuing, abating, modifying, or altering any
penalty accruing or to accrue, or as affecting any rights of the municipality under any section
or provisions of any ordinance at the time of passage of this ordinance.
Section 5. That it is the intention of the City Council of the City of Paris that this
ordinance, and every provision hereof, shall be considered severable, and the invalidity or
partial invalidity of any section, clause, or provisions of this ordinance shall not affect the
validity of any other portion of this ordinance.
Section 6. That any person violating any of the provisions of this ordinance shall be
guilty of a Misdemeanor, and, upon conviction, shall be fined in any sum not to exceed $200.00,
and each and every day's continuance of any violation of the above-enumerated sections shall
constitute and be deemed a separate offense.
Section 7. That this ordinance shall become effective upon its passage and publication
as required bylaw.

Traffic Commission
City of Paris
The Traffic Commission met on Tuesday, April 1st, 2008, at 5:15 P.M. in the
Municipal Courtroom with the following members present:
1. Bee Garmon
2. George Kimbrough
3. Jon McFadden
4. Ray Banks
5. Matt Frierson
The city staff was represented by Assistant Chief of Police Bob Hundley.
The meeting was called to order at 5:18 by Chairman George Kimbrough.
Mr. Kimbrough asked the commission members to review the submitted minutes
of the March 4th, 2008 meeting. Mr. Banks made a motion to approve the
minutes which was seconded by Mr. Frierson and passed 5-0.
Mr. Kimbrough moved to item #3 regarding recent Commission action on the
intersection of Stone Avenue and Lewis Lane. The Commission had voted to
make a recommendation to the Council consisting of adding a stop sign for the
drive into the North Lamar Campus and also making southbound traffic on the
drive to turn right or west only.
City Staff had determined that the drive into the North Lamar Campus was
actually a private road even though the campus had been annexed into the city.
Staff will initiate discussions with NLISD regarding the placement of traffic control
on this portion of the intersection before proceeding further with the
recommendation.
The Commission then considered requests for stop signs at 38th SE and 39th SE
at the intersection of Dawn Drive. Assistant Chief Hundley presented information
to the council that this request had come through the City Manager's office.
There had been no accidents at these intersections in the last 5 years, but
evidently some near misses. No traffic counts had been made at these locations.
Hundley told the Commission that intersections are safer when some type of
traffic control is installed. Ms. Garmon made the motion to place a stop sign at
the 38th SE and Dawn Drive intersections stopping north bound and south bound
traffic on 38th SE Street. The motion was seconded by Mr. Frierson and passed
5-0.

Ms. Garmon then made the motion to place a stop sign at the 39th SE and Dawn
Drive intersections stopping north bound and south bound traffic on 39th SE
Street. The motion was seconded by Mr. Frierson and passed 5-0.
Another stop sign was requested at the intersection of 21St SW and W Kaufman
St. There had been one non-injury accident at this intersection in the last 5 years
and no traffic count had been made at this location. Mr. Banks made the motion
to establish a stop sign at the intersection of SW 21St Street and W Kaufman St
stopping north bound and south bound traffic. Mr. McFadden seconded the
motion and the motion passed 5-0.
There were no requests for items to be placed on the next agenda. The
commission did ask for information regarding these areas: intersection of 12tH
SE Street and Clarksville St, lane closure in the 200 block of Bonham Street,
traffic congestion on the SE Loop at the rear exit of Mirabeau, traffic congestion
in the 3600 to 3800 Block of Lamar Avenue. This information will be presented
at the May Commission meeting.
Mr. Banks moved for adjournment at 5:50 PM and the meeting ended.
