BACKGROUND:
Information presented to the Traffic Commission meeting March 4, 2008 regarding a
citizen request for a stop sign at the intersection. There is a drainage `dip' on the east
side of the intersection that is marked by a "DIP" sign. Vehicles still continue through
the intersection at a rate of speed that causes the vehicle undercarriage to strike the
pavement, damaging the street surface and making noise that is disturbing to the citizen
complainant.

ORDINANCE NO.
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS TEXAS,
AMENDING THE CODE OF ORDINANCES OF THE CITY OF PARIS BY
REVISING THE TRAFFIC CONTROL MAP ADOPTED IN PARAGRAPH (b) OF
SECTION 31-65, CHAPTER 31 OF SAID CODE; MAKING OTHER FINDINGS
AND PROVISIONS RELATED TO THE SUBJECT; PROVIDING A REPEALER
CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE, A PENALTY CLAUSE;
AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City of Paris Traffic Commission is charged reviewing and evaluating
proposals to add or remove traffic control devices on City streets and roadways throughout
the City of Paris; and,
WHEREAS, among those traffic control devices evaluated by the Traffic Commission
is the placement of stop signs at various intersections throughout the City; and,
WHEREAS, the Traffic Commission, at its regular meeting of March 4, 2008, considered
and evaluated a request for the placement of a stop sign at the intersection of 14th NE Street
and Van Zandt Street, and, having done so, found and determined that the placement of a stop
sign at this location in the City of Paris is necessary to protect the health and safety and is in
the best interests of the citizens of the City of Paris, and have so recommended such signs to
the City Council of the City of Paris;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
PARIS, TEXAS:
Section 1. That the findings set out in the preamble to this ordinance are hereby in all
things approved.
Section 2. That the Traffic Control Map of the City of Paris, Texas, as amended, and as
adopted in Paragraph (b) of Section 31-65, Chapter 31, of the Code of Ordinances of the City
of Paris, Paris, Texas, be, and the same is hereby, further amended to include the following
stop sign:
"Stop Sign - on Van Zandt Street at 14th NE stopping east and west-bound
traffic."
Section 3. That all provisions of the ordinances of the City of Paris, Texas in conflict
with the provisions of this ordinance are hereby repealed, and all other provisions of the
ordinances of the City of Paris not in conflict with the provisions of this ordinance shall remain
in full force and effect.

Section 4. That the repeal of any ordinance or part of ordinances affected by the
enactment of this ordinance shall not be construed as abandoning any action now pending
under or by virtue of such ordinance or as discontinuing, abating, modifying, or altering any
penalty accruing or to accrue, or as affecting any rights of the municipality under any section
or provisions of any ordinance at the time of passage of this ordinance.
Section 5. That it is the intention of the City Council of the City of Paris that this
ordinance, and every provision hereof, shall be considered severable, and the invalidity or
partial invalidity of any section, clause, or provisions of this ordinance shall not affect the
validity of any other portion of this ordinance.
Section 6. That any person violating any of the provisions of this ordinance shall be
guilty of a Misdemeanor, and, upon conviction, shall be fined in any sum not to exceed $200.00,
and each and every day's continuance of anyviolation oftheabove-enumerated sections shall
constitute and be deemed a separate offense.
Section 7. That this ordinance shall become effective upon its passage and publication
as required bylaw.

Traffic Commission
City of Paris
The Traffic Commission met on Tuesday, March 4th, 2008, at 5:15 P.M. in the
Municipal Courtroom with the following members present:
1. Bee Garmon
2. George Kimbrough
3. Jon McFadden
4. Tom Calabria
5. Ray Banks
6. Matt Frierson
The city staff was represented by Assistant Chief of Police Bob Hundley.
The meeting was called to order at 5:18 by Acting Chairman George Kimbrough
Mr. Kimbrough asked the commission members to review the submitted minutes
of the November 6th, 2008 meeting. Mr. Banks made a motion to approve the
minutes with a correction on page 2 where Jordon Harper was referred to as Mr.
Jordon instead of Mr. Harper. Mr. Banks then made the motion to accept the
minutes with the correction, seconded by Ms. Garmon and passed 6-0.
Mr. Kimbrough moved to item #3 regarding the nomination and vote regarding
the Chair of the commission. Mr. Kimbrough opened the floor for nominations.
Mr. Banks nominated Mr. Kimbrough, Ms. Garmon seconded the nomination and
moved that the nominations cease and Mr. Kimbrough be elected by
acclamation. Mr. Banks seconded the motion and the motion passed 5-0.
Mr. Kimbrough moved to item #4, which had been tabled at the last meeting,
regarding the intersection of Lewis Lane and Stone Ave. Mr. Banks made a
motion to remove the item from the table, seconded by Mr. McFadden and
passed 6-0. A discussion was had as to a stop sign placement at this
intersection. After discussion, Mr. Banks made the motion of establishing at stop
sign for southbound traffic on Lewis Lane at the intersection of Stone Avenue
and establishing a right turn only lane at the intersection. Second by Mr.
McFadden and the motion passed 6-0.
Item number 5 had to do with the establishment of a stop sign at the intersection
of Van Zandt and NE 14t" Street for east /west bound traffic on Van Zandt. AC
Hundley advised the commission that a local resident had complained of traffic
moving through the intersection which also has a drainage 'dip' making noise
constantly when striking the undercarriage of vehicles. Ms. Garmon made a

motion to establish the stop signs for east/west bound traffic, seconded by Dr.
Calabria and passed 6-0.
Mr. Kimbrough moved to item 6 involving the placement of a left turn lane on S.
Collegiate in front of Crockett School. AC Hundley advised the commission that
he and the city engineer had measured the roadways in front of Crockett, Aiken,
and Travis for the possible placement of-left turn lanes in front of these schools.
Only Collegiate was wide enough to allow a placement of the left turn lane.
Hundley had visited with the principal of Crockett, Ms. Chadwick who was in
favor of the lane and expressed that she thought it would help traffic congestion
at the school. Dr. Calabria made a motion to establish a left turn lane for the
southern entrance to the Crockett school. Seconded by Ms. Garmon and passed
6-0.
Item #7 was a information item to present the commission details of a overlay
project for SW 1St Street from the Plaza to Hearne Street.
Future agenda items included Ms. Garmon requesting that we investigate traffic
flow problems around the schools. Mr. McFadden asked that we check into a
parking problem on NE 32nds Street where parents are picking up children from
Aiken Elementary.
Mr. Banks moved for adjournment, which was seconded and the meeting ended
at 6:05 PM.
