AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS,
AMENDING THE TRAFFIC CONTROL MAP ADOPTED IN SECTION 31-65(b),
OF THE CODE OF ORDINANCES OF THE CITY OF PARIS, TEXAS;
ESTABLISHING STOP SIGNS ON 38T" STREET SE AT DAWN DRIVE TO STOP
THE NORTH AND SOUTH-BOUND TRAFFIC ON DAWN DRIVE, ON 39T"
STREET SE AT DAWN DRIVE TO STOP THE NORTH AND SOUTH-BOUND
TRAFFIC ON DAWN DRIVE, AND ON 21sT STREET SW AT WEST KAUFMAN
STREET TO STOP THE NORTH AND SOUTH-BOUND TRAFFIC ON 21sT
STREET SW; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO
THE SUBJECT; PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE,
A SAVINGS CLAUSE, A PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE
DATE.
WHEREAS, the City of Paris Traffic Commission is charged reviewing and evaluating
proposals to add or remove traffic control devices on City streets and roadways throughout the
City of Paris; and,
WHEREAS, among those traffic control devices evaluated by the Traffic Commission is
the placement of stop signs at various intersections throughout the City; and,
WHEREAS, the Traffic Commission, at its regular meeting of April 1, 2008, considered
and evaluated a request for the placement of a stop signs at the intersections of 38th St. SE and
Dawn Drive, 39th Street SE and Dawn Drive and 21St St. SW and W. Kaufman St., and, having
done so, found and determined that the placement of stop signs at these locations in the City of
Paris is necessary to protect the health and safety and is in the best interests of the citizens of
the City of Paris, and have so recommended such signs to the City Council of the City of Paris;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
PARIS, TEXAS:
Section 1. That the findings set out in the preamble to this ordinance are hereby in all
things approved.
Section 2. That the Traffic Control Map of the City of Paris, Texas, as amended, and as
adopted in Paragraph (b) of Section 31-65, Chapter 31, of the Code of Ordinances of the City of
Paris, Paris, Texas, be, and the same is hereby, further amended to include the following stop
sign:
"Stop Sign - on 38th Street SE at Dawn Drive stopping north and south-
boundtraffic."
"Stop Sign - on 39th Street SE at Dawn Drive stopping north and south-
boundtraffic."
"Stop Sign - on 21~ Street SW at W. Kaufman Street stopping north
and south-bound traffic."
Section 3. That all provisions of the ordinances of the City of Paris, Texas in
conflict with the provisions of this ordinance are hereby repealed, and all other provisions
of the ordinances of the City of Paris not in conflict with the provisions of this ordinance
shall remain in full force and effect.
Section 4. That the repeal of any ordinance or part of ordinances affected by the
enactment of this ordinance shall not be construed as abandoning any action now pending
under or by virtue of such ordinance or as discontinuing, abating, modifying, or altering any
penalty accruing or to accrue, or as affecting any rights of the municipality under any
section or provisions of any ordinance at the time of passage of this ordinance.
Section 5. That it is the intention of the City Council of the City of Paris that this
ordinance, and every provision hereof, shall be considered severable, and the invalidity or
partial invalidity of any section, clause, or provisions of this ordinance shall not affect the
validity of any other portion of this ordinance.
Section 6. That any person violating any of the provisions of this ordinance shall
be guilty of a Misdemeanor, and, upon conviction, shall be fined in any sum not to exceed
$200.00, and each and every day's continuance of any violation of the above-enumerated
sections shall constitute and be deemed a separate offense.
Section 7. That this ordinance shall become effective upon its passage and
publication as required bylaw.
