RECOMMENDED MOTION:
Motion to appoint Ray Ball as ex-officio representative of Lamar County and Bob Campbell
as an ex-officio representative of Lamar County Water Supply, both to serve on the Lake Pat
Mayse Study Committee.

BACKGROUND:
Council established an ex-officio position on the Lake Pat Mayse Study Committee for a
representative of Lamar County government. Commissioners Court appointed David
Nabors, a Paris citizen, on March 24, 2008. Since his wife, Sharon Nabors, was already
appointed to the committee as a representative of District 5, Council declined the
nomination because of concerns of having two people from the same household limiting the
diversity of the Committee and giving the appearance of a conflict of interest. Subsequently,
the Commissioners Court withdrew their nomination of David Nabors. At the April 14
council meeting Council indicated that it would make its own appointment of a county
representative and suggested Mr. Bob Campbell. In the mean time, Commissioners Court
nominated Mr. Ray Ball. It has been suggested that the Council accept the County's
nominee and add Bob Campbell as an additional ex-officio position to represent Lamar
County Water Supply (Study Committee Chairman Reeves Hayter was appointed wearing
two hats -District 7 and Lamar County Water).
