Notice is hereby given that the City Council of the City of Paris shall meet in regular session
on Monday, April 28, 2008 at 6:00 p.m. The meeting will be held at the City Council
Chamber, 107 E. Kaufman Street, in Paris, Texas. The matters to be discussed and acted
upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no more than two
minutes. The Texas Open Meetings Act prohibits the Council from responding to any
comments other than to refer the matter to a future agenda, to an existing policy, or to a staff
person with specific factual information. Claims against the City, Council Members, or
employees, as well as individual personnel appeals are not appropriate for citizens' forum.)

Consent Agenda
Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable
to all items appearing on the Consent Agenda. A Council Member may request any item to be removed
from the Consent Agenda and considered as a separate item.
5. Deliberate and act on the approval of minutes from the meeting on
April 14, 2008.
6. Receive and deliberate on reports and/or minutes from the
following boards, commissions, and committees:
a. Planning and Zoning minutes from the meeting on April 7,
2008.
b. Task Force on Code Enforcement from the meeting on April 8,
2008.
c. PEDC minutes from the meeting on March 10, 2008.
d. Main Street Advisory Board minutes from the meetings on
November 20, 2007 and December 18, 2007.
7. Deliberate and act on authorization for the City Manager to
negotiate and execute all necessary documents on the Cox Field
Fly-In and Air Show.
8. Deliberate and act on a resolution approving the proposed
Compromise Settlement Agreement for pending litigation, City of
Paris v. City of Clarksville, and authorizing the City Manager to
negotiate and execute all necessary documents.
9. Deliberate and act on a resolution awarding the bid for a high
volume trickling filter media for the Wastewater Treatment Plant,
and authorizing the City Manager to negotiate and execute all
necessary documents.
l O.Deliberate and act on a resolution abandoning a utility easement on
Lot 3, in the 2600 block of NE Loop 286.
11.Deliberate and act on a resolution authorizing submission of a
$150,000 Texas Parks and Wildlife Recreational Trails Grant
application, and authorizing the City Manager to negotiate and
execute all necessary documents.
Regular Agenda
12.Public Hearing, consider and deliberate on an Initiative Petition
proposing an Ordinance adopting a new section to the existing
Code of Ordinances of the City of Paris, Texas relating to
establishment of a limit on taxes for qualifying 'individuals
pursuant to Article 8, Section 1-b(h) of the Texas Constitution and
Texas Tax Code Section 11.261.
13.Deliberate and act on nominations of a non-Paris resident and a
representative of Lamar County Water Supply to serve on the Lake
Pat Mayse Study Committee. (A motion to remove this item from the table is
required before deliberating.)
14.Deliberate and act on a resolution approving a contract with Main
Street Architects for a conditions assessment on the Grand Theatre,
and authorizing the City Manager to negotiate and execute all
necessary documents.
15.Deliberate on appointments to various boards, commissions, and
committees.
16.Deliberate and act on options regarding construction of Collegiate
Drive from Jefferson Road to Loop 286.
17. Deliberate on presentation of Casa Bonita Apartments.
18.Consider and approve future events for City Council and/or City
Staff pursuant to Resolution No. 2004-081.
19.Deliberate on possible future agenda items.
20.Adjournment.
