A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS,
APPROVING THE EXECUTION OF AN APPLICATION FOR A TEXAS PARKS &
WILDLIFE RECREATIONAL TRAILS GRANT FOR EXTENDING THE TRAIL DE
PARIS .29 MILES FROM ITS WEST END AT 12TH ST. SE TO 8T" ST SE;
AUTHORIZING THE EXPENDITURE OF FUNDS; ACCEPTING SAID GRANT
AWARD UPON NOTICE THEREOF; AUTHORIZING THE EXECUTION OF ANY
AND ALL DOCUMENTS NECESSARY FOR ACCEPTANCE AND
IMPLEMENTATION OF SAID GRANT UPON NOTICE THEREOF; MAKING
OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND
DECLARING AN EFFECTIVE DATE.
WHEREAS, the Texas Parks & Wildlife Department provides funding for Recreational
Trails grants; and,
WHEREAS, these grant funds will enable the extension of Trail de Paris.29 miles from
its west end at 12th St. SE to 8th St. SE; and,
WHEREAS, the scope of work will include placement and refurbishment of an iron truss
bridge donated by the Lamar County Historical Commission, clearing of brush, removal of 400
feet of rails and ties, construction of a 12-foot wide asphalt trail, plus miscellaneous items such
as benches, bike racks, and signage; and,
WHEREAS, Keep Paris Beautiful, Kiwanis Club, Chamber of Commerce, and Lamar
County Power Partners will each contribute $5,000 towards the local match requirement of
$30,000 and the City will be responsible for the balance of in kind services with no cash match
for the City of Paris; and,
WHEREAS, the City Council of the City of Paris deems it in the best interest of the
citizens of the City of Paris to make application to the Texas Parks & Wildlife Department for a
Texas Parks and Wildlife Recreational Trails Grant in the amount of $150,000.00 for the
extension of the Trails de Paris Project, in the form attached hereto as Exhibit A, and the same
should be approved.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PARIS, TEXAS:
Section 1. That the findings set out in the preamble to this resolution are hereby in all
things approved.
Section 2. That the application made to the Texas Parks & Wildlife Department for a
National Recreational Trails Grant in the amount of $150,000, to extend the Trails de Paris
Project .29 miles from its west end at 12th St. SE to 8th St. SE, with the City of Paris being
responsible for $10,000 of in kind services in accordance with the terms and conditions
described in Exhibit A attached hereto be, and the same is hereby approved.
Section 3. That the City Manager be, and he is hereby, appointed as the Authorized
Official of said project and is authorized and directed to execute, on behalf of the City of Paris,
any and all documents necessary for implementation of said grant.
Section 4. That the Director of Public Works, be, and he is hereby, appointed as Project
Director and is hereby authorized to execute and deliver, on behalf of the City of Paris, all
reports, communications, assurances, and documents necessary for the completion of said
project.
Section 5. That the Director of Finance be, and he is hereby, authorized and directed to
serve as the Financial Officer for said project and to receive and distribute funds for purposes
of the development of the Trails de Paris Project.
Section 6. That this resolution shall be effective from and after its date of passage.

6. DESCRIPTION OF PROJECT
Please provide a clear and concise description of the proposed project in the space below. Include a
description of the trail length, width, surfacing, and configuration (loop, linear, network); trailhead and
traiiside amenities. Detail all work to be performed; any right-of-way or easements to be acquired; the
relationship between project and any other work planned or existing; partnerships and/or community
involvement; and educationai/interpretive aspects of the project. (Limit to 1 page).
This project will provide the gateway to link the Trail de Paris to central and west Paris and 5,681
additional residents. Currently, the gently curved Traii de Paris cuts a 2-3/4 mile linear recreational ribbon
under a beautiful living canopy of trees through southeast Paris. It is well utilized and the first
bicycle/pedestrian trail in Paris and Lamar County. The trail's west end at 12th S.E. St. will be extended
another 0.29 miles to 81h S.E. St. In 19xx, the City of Paris (COP) removed a deteriorated railroad bridge
and redirected the curved flood control drainage system creating two void areas across this projecYs 100'
wide abandoned corridor. The bridge void will be filled with culverts, riprap, and fiil dirt. The flood control
waterway will be spanned via an iron truss bridge that will be donated to the.project by the Lamar County
Historical Commission. It will require relocation to the project site, planking deck with treated lumber,
installing safety handrails, and constructing bridge abutments/footings. The trail portion will require
ciearing brush and removing 400 ft. of in place rails and ties, rough grading just enough corridor width to
filt and lay a 12' wide all weather asphalt trail with 2' crushed granite shoulders. It will be handicap
accessible. Benches, bike racks, safety bollards, regulatory signage, traffic calming, and trash
receptacles will be placed at strategic locations. The Greater Paris Development Foundation (GPDF) has
the rail-banked deed to the land on which this extension will be constructed. Upon compietion, GPDF will
grant to the COP a 99-year lease of this land for $1.00.
Leadership Lamar Gounty (LLC) 2003/04 class entered into a partnership with GPDF, area civic clubs
and organizations, businesses, corporations, foundations, churches, and residents to build the
city's/county's 1S' off-road pedestrian/ bicycle trail, the Trail de Paris. These partnerships responded by
donating $675,000 in materials, equipment, and labor and $125,000 in cash over an 18-month period.
The Trail was completed 2005 and donated to the COP to maintain. GPDF gave the City a 99-year lease
to the property for $1.00. t/isit www. trai/de,oaris. orq for detai/s.
On March 31,2008 the southern trail extension was completed. It connects to the Paris Sports Complex,
Love Civic Center and Dragon Park. The funding partners were Kimberly Clark, COP, Lamar County
/Chamber of Commerce, Archery Society of America, and "Friends of the Trail". Supporters of the Trail de
Paris are currently working to extend the trail east to the limits of the COP. This was made possible
through funding partnerships with TPWD Recreational Trails Grant, 3 local foundation grants, and in kind
donations from two local engineering firms.
Area naturalists have identified and designated plant species and sowed bluebonnet seeds along the trail.
A local elementary school class has chosen to research, develop and plant a hummingbird/butterfly
garden next to the trail as part of a statewide competition in the "Civic Pride" category. They were
awarded 151 place.
"Friends of the Trail" help the COP maintain the trail. They have partnered with Paris Independent School
District to create a"Safe Route to School" master plan via the TxDOT SRTS Grant Program. It will use
the Trail de Paris trail system as the main artery for its infrastructure route to.the schools. In December of
2007 they posed a trail beautification plan to and received funding from "Keep Paris Beautiful" and
planted 136 crepe myrtles of a variety of colors and kinds to beautify the trail's Paris Junior College
corridor. A continuing partnership exists with GPDF to obtain funding to convert the remaining 30 miles
of its rail-banked corridor eastward to Clarksville.

10. MAINTENANCE
In the space below, briefly describe the identified commitment to continued operation and
maintenance of the project. Please indicate who will be responsible for which tasks and who will finance
them.
Upon project completion, the COP is prepared to be responsible for the maintenance and landscaping
necessary to ensure that the Trail de Paris extension is kept safe and in good condition at all times.
Landscaping, litter control, and maintenance of the trailhead facilities will be the responsibility of the COP
Parks Department. It is estimated that the annual cost for these responsibilities will be approximately
$800.00. The source of these maintenance funds will be the COP Parks Department operating budget.
The Paris Police Department (PPD) will provide public safety, and security, The PPD facility is adjacent to
the Trail de Paris and they have created an asphalt path to directly access the trail system. The "Friends
of the Trail" organization, various other trail user support -groups are working in concert with the City of
Paris to aid in maintenance, safety and security of the Trail.
11. PROJECT USE AND BENEFITS
Provide in the space below a brief description of the benefits of the proposed project in terms of the
project's quality, geographic scope, recreational needs that are to be met, and expected amount of trail
use or population to be served.
This new section of trail will be a gateway to the Church Street and Downtown Historical Districts and
their many recreational, educational, and governmental sites. It will provide safe accessibility for 5,681
Central and West Paris residents of which 1,207 are of school age to the centrally located, well-utilized,
2.5-mile Trail de Paris recreational trail.
In this trail expansion targeted area 31 % of households or 712 are below $15,000 annual income and
49% or 1115 households earn below $25,000 annually. Median household income for Paris is $27,400.
Economically, this trail extension will add and improve the ease of access for bicyclists and pedestrians to
such destinations as Bywaters Park where the summer Municipal Band concerts are held, the historic
Wise Fiouse and nearby ball fields, Heritage Park and the adjacent Lamar County Chamber of Commerce
and Historical Museum, the Chism Monument burial site, Culbertson Fountain in the center of the Main
Street District, Sam Bell Maxey Museum, Market Square where local farmers sell produce, Main Street art
galleries, museums, and shopping, Paris City Hall and Public Library, the Lamar County Courthouse and
Health Department, and nearby Justiss elementary school. P/ease see enc%sed project site map.
This off road recreation trail network will provide a safe learning environment to teach and improve our
children's' bicycling skills, so they can bicycle to school and recreation facilities. It will provide 1,207

neighborhood students that attend Justiss Elementary, Crockett Intermediate and Paris High School a
"safe route to school" opportunity via foot, bicycie, or wheelchair. The trail runs through the Paris Junior
College Campus and is connected to the Paris Sports Complex and Love Civic Center giving these
residents off road access to these facilities and their educational, social, governmental, and sports events
and programs. The Paris Police Department is located adjacent to the trail system and has been directly
linked to it for easy safety and security access.
Socially, pedestrians and bicyclists will develop an enhanced awareness of the surrounding environment
and support opportunities to interact with other trail users. A sense of community has emerged with the
addition of the Trail de Paris to our area. Individuals and groups have a safe and accessible place to
exercise and familiar faces are spotted on the trail daily.
There are 30,088 residents within a 5-mile radius of the project site.
12. TRAIL CORRIDOR INFORMATION
Describe below the ownership of the trail corridor. if the land is currently in public hands, identify the
name of the public land. If the land is not in the sponsor's ownership, include a statement of permission to
construct trail project from the landowner. If land, easement, or other property interest will be acquired,
describe how this will be accomplished. If acquisition in fee, include a statement of why easement was
not possible.
The total length of the extension will be 0.29 miles. The Greater Paris Development Foundation (GPDF)
has the rail-banked deed to the 100' x 1531' tract of abandoned railway corridor that the Trail de Paris
west extension will be constructed on. The identity of this land is recorded in Volume 196, Page 370,
Real Property Records of Lamar County, Texas. Upon completion of this project, GPDF will lease the
project land to the City of Paris for 99 years for $1.00. P/ease see enclosed GPDF resolution.

railroad corridor. These railroad railings and ties will be
removed. The ballast will be left intact providing a great
trail base and excellent drainage for this section of the
new trail (12 ft. wide asphalt with 2 ft. crushed gravel
shoulders). Like the Trail de Paris this corridor is
aesthetically lined with trees and shrubs.

removed from the corridor.
This is Sth S:E. Street facing west The west expansion
project will end here with future plans to continue to
expand into west and north Paris. The 81h S.E. Street
trailhead will include regulatory and trail rules signage,
safety bollards, and a litter receptacle. Rest/observation
benches will be strategically placed along this extension
section. This project is literally the gateway to the west,
as it will span the two critical obstacles in its path.
Shown here are 2 of the 4 donor recognition monuments
that have been landscaped to attract butterflies and
hummingbirds along the trail through the Paris Junior
College Campus. Joggers take advantage of an early
tnorning run.

Master Naturalists maintain the butterfly/hummingbird
gardens.

RESOLUTION
GREATER PARIS DEVELOPMENT FOUNDATION
This Resolution shall serve as a conunitment and endorsement of the Greater Paris Development
Foundation to authorize the Trail de Paris to utilize the former Union Pacific Railroad right-of-«-ay
as conveyed to the Foundation tlirough a Donative Deed by the Union Pacific and placed in the Rail
Banking Program through the Rails to Trails Conservancv approsimatelyo une-fourth (1/4) mile from
S.E. 12`'' Street to S.E. 8`'' Street, in the City of Paris and Nvill be donated to the City of Paris.
WHEREAS, the Trail de Paris has proved to be a tremendous asset to the Paris
Community and the County ofLamar for alternative transportation, recreation and community
access; and
WHEREAS, community betterment through transportation, recreation and health is
a primary objective of the Foundation; and
WHEREAS, the extension of the trail utilizing the Union Pacific right-of-way will
make it even more accessible and accommodating to residents and visitors to this northeast
Texas area; and
WAEREAS, the extension of this trail will enhance the quality of life for all area
residents not only as an asset but an attraction for visitors and future residents;
NOW THEREFORE, BE IT RESOLVED, that the Greater Paris Development
Foundation endorses and supports the Trail de Paris and commits uninhabited use and access
to the Union Pacific Right-Of-Way from S.E. 12"' Street to S.E. 8`h Street; in the City of Paris,
approximately one-fourth (1/4) mile and ifthe Trail is selected by the Texas Parks & Wildlife
Recreation Trai] Grant Program for funding will be donated to the City of Paris.

Please accept this as my letter of support for funding of the extension of the Trail de Paris
pedestrian/bicycle trail. I believe this project, which has wide community support, will greatly
benefit the City of Paris, its residents and neighboring communities.
The extension will provide pedestrians, bicyclists, and wheelchair users safe and
environmentally friendly travel alternatives to the cities Sports Complex and Park, Civic Center,
Paris Junior College, Paris High School, Crockett Middle School, Paris Historical District which
includes: the Sam Bell Maxey House, Bywaters Park, the Wise House, the Lamar County
Historical Museum, and the Chisum Burial Site, churches, health and commercial employment
centers and residential sub-divisions.
The citizens of Paris support the trail system wholeheartedly and I urge Texas Parks and
