POLICY ISSUE(S): Required by grant applicarion. BACKGROUND: The City of Paris began the Northeast Texas Theft Task Force, with the assistance of ATPA, in September 1994. The Task Force assists agencies in Lamar, Red River, Fannin, Delta, Franklin, Hopkins, Titus, Grayson, Hunt, and Bowie Counties and Southeastern Oklahoma. We cover approximately 8,000 square miles with a popularion of about 500,000. The main goal each year is to reduce the auto theft rate in our area and to educate law enforcement personnel and the public in northeast Texas. We accomplish these goals by inspecting salvage yards, automobile dealers, and repair shops to deter commercial theft and by working hand in hand with the Texas Department of Public Safety MVTS and all agencies in our area. Our two investigators use 100% of their time to combat auto theft and other related crimes, and we work closely with the Tax Assessors in all cooperating counties to help prevent auto theft, tide fraud, and other document fraud. The Task Force gathers intelligence about theft rings by holding intelligence meetings with local agencies. The Task Force sergeant will meet at least monthly with the Chief of Police and the County Attorney to evaluate the program. WHEREAS, the Texas Automobile Theft Prevention Authority provides funding for automobile theft prevention grants; and, WHEREAS, the City Council of the City of Paris desires to apply for an Automobile Burglary & Theft Prevention Grant entitled "Northeast Texas Automobile Theft Task Force" project beginning September 1, 2008, and ending August 31, 2009, in the amount of $138,915.00, with $51,729.00 to be provided by the City of Paris in the form of cash and $14,400.00 in the form of in-kind services for continuation of our existing Auto Theft Task Force; and, WHEREAS, the City Council hereby authorizes the City Manager, Police Chief, and other appropriate City staff to make application, accept and implement said grant (if same is received) without further action of City Council; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS, TEXAS: Section 1. That the findings set out in the preamble to this resolution are hereby in all things approved. Section 2. That an application to the Texas Automobile Burglary & Theft Prevention Authority be made and approved for an Automobile Theft Prevention Grant entitled "Northeast Texas Automobile Theft Task Force" project for the year beginning September 1, 2008, and ending August 31, 2009, in the amount of $139,915.00, (being approximately 56% of the estimated cost of the City's Automobile Theft Prevention Program), with $51,729.00 to be provided by the City of Paris in the form of cash and $14,400.00 in the form of in-kind services. w 005/ Section 3. That the Ciry Manager be, and he is hereby, appointed as the Authorized Official of said project and is authorized and directed to execute, on behalf of the City of Paris, an application for said grant. Section 4. That the Police Chief be, and he is hereby, appointed as Project Director and is hereby authorized to execute and deliver, on behalf of the City of Paris, all reports, communications, assurances, and documents necessary for the completion of said project. Section 5. That the Director of Finance be, and he is hereby, authorized and directed to serve as the Financial Officer for said project and to receive and distribute funds for purposes of the Automobile Burglary & Theft Prevention Program. Section 6. That the City Manager, Police Chief, and the Finance Director be, and they are hereby, authorized and directed to execute, on behalf of the City of Paris, any and all documents necessary for acceptance and implementation of said grant upon notice of award thereof by the Texas Automobile Theft Prevention Authority, under the terms and conditions and in the forms approved by the City Attorney, and to proceed with use of said funds upon receipt thereof for the purposes stated herein and in accordance with the grant conditions. Problem Statement and Historical lnformation (See /nstructions on page 17) The Northeast Texas Auto Theft Task Force has been fortunate to be a part of the Texas Auto Burglary Theft Prevention Authority since 1994. Until ABTPA funded the N.E. Texas ATTF, the Texas Department of Public Safety Motor Vehicle Theft Service had two Sergeants assigned to our area. There were no other full time auto theft investigators. We were originally funded to cover the 8,000 square mile area with a population of over 500,000 peopie, and the population continues to increase. The counties of Delta, Fannin, Grayson, and Hopkins are seeing an annual population increase by people moving from the Dallas-Ft. Worth Metroplex. The Fannin County Tax Assessor stated she saw a 1% increase in 2007. it is estimated that the number of vehicles registered in our coverage area may be close to 750,000. The NE Texas ATTF has always consisted of two officers, a sergeant and an investigator. Each use 100% of their time investigating auto crimes. In 2006, there were 474 auto burglaries in Delta, Fannin, Franklin, Hopkins, Lamar, Red River, and Titus. In 2007, these counties had 382, which is a 20% reduction. The auto thefts for the same counties increased from 209 to 234. This is an 11% increase. Bowie, Camp, Grayson, and Morris had an estimated total of 467 motor vehicle thefts for 2006 (UCR for 2007 not available) and 955 burglaries of vehicles. We work closely with DPS and all other agencies within our area. Our officers work with agencies from Arkansas, Oklahoma, Dallas-Ft. Worth, and other State and federal agencies. We will coordinate efforts with these agencies to determine the reason for the increase in our theft rate. We assisted DPS in a training class at the Texarkana Police Academy. The NE Texas ATTF will continue to provide training for all agencies in this area. DPS is planning a training class in the Grayson County area. COVERAGE AREA: Delta, Fannin, Franklin, Hopkins, Lamar, Red River, Titus ASSISTANCE TO COUNTIES: Bowie, Camp, Grayson, Hunt, and Morris There were 701 thefts in these twelve counties for 2007. This is an estimated totai since UCR for 2007 is not available at this time. There are still only five full-time vehicle theft investigators in the twelve county area, which includes three DPS Sergeants and the two NE Texas ATTF investigators. We will continue to assist DPS with training classes for 2008-2009. We need their manpower and resources to accomplish this. Historical Information The Northeast Texas Auto Theft Task force has two officers from the Paris Police Department assigned to the grant program. The Sergeant and Investigator spend 100% of their time investigating auto thefts and other auto related crimes. Goals and Objectives (See lnstructions on page 18) This year presented a decrease from 564 auto thefts in 2006 to 467 thefts in 2007. This was an 18% decrease for all twelve counties in our area. The decrease duplicated the 18% decrease in 2006. We feel this is attributed to the total cooperation of all agencies in this area. The Texas DPS has been a tremendous power behind our success. Coordinating major investigations with the DPS MVTS sergeants is the key. We perform more overt operations than covert, but there are times you have to do covert operations. DPS has the equipment to provide for us to use with these types of investigations. Below are some of the tools used to complete investigations: • Obtain and develop information on vehicle crimes and identification of offenders • Interview and interrogate offenders and witnesses • Locate and recover stolen vehicles, parts, etc. • Identify altered vehicles (salvage yard inspections & 68A inspections) • Investigate insurance fraud • Arrest ofFenders and use the required follow-up for prosecution • Set and appear at hearings to restore stolen property • Inspect salvage dealers, repair shops, and vehicle dealers • Assist Tax Assessors in identification of fraudulent documents • Assist Tax Assessors in training personnel on proper documentation The Northeast Texas ATTF will continue to do H.E.A.T. registrations and VIN etchings when requested. We make public presentations to civic groups and have booths at local fairs and car shows. We presented one training course this year, with two others being canceled by the Academy. We continue to work with all agencies in our coverage area to combat auto theft and related crimes. Continuing goals for the Northeast Texas ATTF for next year are: • Strive to continue the reduction of auto theft in our coverage area • Continue our efforts at crime prevention • Work diligently to present three Auto Theft Schools for officer training • Continue to meet monthly with agencies and prosecutors to determine types and locations of investigations The City of Paris Police Department has the following ongoing grants: • Lamar County Felony Crimes Unit • Edward Byrne Memorial Justice Assistance Grant Our officers are trained in cultural diversity, public awareness, and legal updates of all Federal, State, and case laws on a regular basis. Proaosed Proiect Activities The Northeast Texas ATTF covers approximately 8,000 square miles over twelve counties with a population estimated at about 500,000. It is estimated that there are approximately 750,000 vehicles registered in our area. Our Task Force assists an average of 40 agencies, the majority of which are small and do not have full-time auto theft investigators. The Northeast Texas ATTF started in September 1994 with one sergeant and one investigator to investigate auto theft and related crimes, and we still have the same number of people. The Northeast Texas ATTF had three training classes scheduled; however, we were only allowed to present one because of cancellation by the Academy for lack of registration. The two officers that are assigned to the Task Force have completed special training through the Texas Department of Public Safety, National Insurance Crime Bureau, and the Texas Automobile Theft Prevention Authority. The Task Force Sergeant handles the administrative and daily operation of the Task Force. The sergeant and the investigator handle the investigations of the auto thefts, other related crimes from start to the end of prosecution, public awareness, training, and inspections. 0002 ABTPA-24 (Attachment) ATPA-24 All agencies in our coverage area have contact numbers for the Task Force officers. This way, our officers are able to be in contact with the agencies either day or night, as needed. The investigators and patrol officers of the agencies utilize our ofFicers to assist in everyway necessary, twenty-four hours a day. In fact, all divisions of State, Local, N.I.C.B., F.B.I., or out of state agencies know they can cail us whenever needed. The wonderFul working relationship we have with these people is the main reason we are able operate as effectively as we do, because we could not operate without the assistance of the D.P.S. Motor Vehicle Theft Service Sergeants assigned to our area. Our officers are also trained in cultural-diversity classes as mandated by law. The Northeast Texas ATTF spends 100% of its time investigating auto thefts or related crimes. Our Task Force scheduled three officer training classes this year for our area, and we assisted in two classes at the Texarkana Police Academy. We also had a public awareness booth at the county fair, car show, and National Night Out. Functions of Sianificant Personnel Involved The Sergeant is responsible for the daily operation of the Task Force, administrative records, salvage inspections, dealer inspections, TxDOT 68A inspections, and investigation of cases assigned to the Task Force. Public awareness and training is coordinated through the Sergeant. The Investigator assigned to the Task Force is responsible for the cases assigned to him, salvage inspections, dealer inspections, TxDOT 68A inspections, and assists in public awareness. .ql 0083 ABTPA-25 AUTOMOBILE BURGLARY & THEFT PREVENTION AUTHORITY PROGRAM NARRATIVE 3. Functions of the Proposed Project (See Instructions on page 18) The Northeast Texas Auto Theft Task Force has a coverage area of tweive counties that cover 8,000 square miles, which is most of northeast Texas. The Task Force ofFicers handle ali auto thefts and related crimes, whether covert or overt. The Task Force perForms salvage yard inspections, inspections of car dealers, repair shops, and scrap metal yards. In fact, a new problem that has arisen recently is vehicles being stolen and soid to scrap yards, not salvage yards, and it has been a chore regulating these businesses and training them about what has to be documented. However, by doing this, it has helped to prevent some thefts of older vehicles and other related crimes such as parts thefts. We also perform all TxDOT 68A inspections. These inspections help in preventing auto theft and other related crimes. The sergeant keeps daily assignment records that include type of case, property involved, disposition of case, what is recovered, the value of recovery, and the type of arrest that is made. All inspections are documented. We use these records to complete quarterly reports. The sergeant meets at least weekly with the Paris Police Chief and the Lamar County Sheriff, and he meets at least monthly with the Sheriffs of Delta, Fannin, Franklin, Hopkins, and Red River Counties. He meets with the Prosecutors when necessary. Our goal is always to reduce auto theft in our area. . 00$4 ABTPA-26 AUTOMOBILE BURGLARY 8c THEFT PREVENTION AUTHORITY PROGRAM NARRATIVE 4.
