POLICY ISSUE(S): Required by grant BACRGROUND: In 2002, the City of Paris was designated as a Certified Local Government (CLG) by the Texas Historical Commission. As such, the City is eligible for CLG grants for projects which are tied to the statewide comprehensive preservation planning process. The City has received a CLG grant every year since 2004 for projects which include updating its historic resource survey and developing design standards for the historic districts. The Downtown Merchants Association has been actively seeking to raise funds to restore the exterior of the Grand Theatre in order to improve the appearance of the gateway to the downtown from the east. As part of this process, on January 28, 2008, the Historic Preservation Commission recommended and, on April 28, 2008, the City Council approved, a contract with Main Street Architects to perform a study on the exterior of the building to ensure that the front fagade is stable enough to withstand any renovations, that the work performed is historically accurate, and that none of the work performed will have to be undone later when a complete restoration of the building occurs. This study is underway and will be completed prior to any possible grant award and will serve as the blueprint for the restoration. The proposed resolution will approve a grant application in the amount of $30,000.00, with $15,000.00 to be provided by State funds and $15,000.00 to be provided by the City of Paris in the form of cash. The Downtown Merchants Association has already raised $8,000.00 towards this project and expects to raise the remainder through donations and fundraisers. It was ariginally operated as an opera house and was converted to a movie theater in the late 1920s. It remained in operation until 1996, and it has been vacant since that time. The Grand is located in the Downtown District of Paris, and although the condition of this and other buildings in the area contribute heavily to blight there specifically, the entire community is negatively impacted because the heart of our community is rapidly deteriorating. In early 2007, the City Council of the City of Paris declared the Main Street District a blight because of the condition of several buildings and the infrastructure in the District. Additionally, the Texas Historical Commission named The Grand Theater to the list of Texas's Fourteen Most Endangered Historic Landmarks in 2007. In recent years, businesses which have been staples in the Downtown have relocated to strip shopping centers. Reasons have included the deteriorating condition of both the buildings they occupy and those surrounding them. A few new busmesses have popped up here and there for brief periods, but most have not succeeded. When buildings have sold, they have been sold at low costs to individuals who have not had the additional funding necessary to properly maintain them. In the Downtown, there are a number of buildings which are severely deteriorated. There are two burned out lots, three buildings which have no roofs on them at all and exist only as hulls, one large historic apartment building whose facade is sloughing off and falling to the sidewalk below, and a minimum of seventeen (17) building with badly deteriorating roofs. Although restoration projects are increasing as of late, there are six times as many that remain in substandard condition because the property owners have not undertaken necessary maintenance of the buildings. The downtown buildings, once housing a variety of businesses that made up the bustling heart of the city, have been relegated to antique and junk stores on the lower floors with upper floors being used for storage. In virtually every building in the Downtown, the roofs are at best in poor condition. Renovations of the buildings during the 1970s added lead paint and asbestos ceiling tiles, flooring and mastic, and wall joints, etc. to the buildings, making the cost of renovation extremely expensive because of the requirement that the hazards be mitigated prior to any renovation or restoration projects. Citizens of Paris, as in any other community, expect the government to take the lead role in beautification, especially when it comes to its own property. By restoring this important landmark and visual gateway to the Downtown District, the City can show other property owners in the area its own sincere commitment to preservation. " 000036 This project proposed herein is the first of three planned phases in the restoration of this building. By restoring the facade, other funding agencies for future phases as well as the citizens of Paris and potential corporate partners will see firsthand the City's commitment to restoring this valuable historic resource to its former glory. The second phase of the project will consist of seeking a Brownfield Mitigation grant to remove environmental hazards from the building, including asbestos, lead, and mold; and the third phase will consist of seeking foundation, state, or federal grants for the restoration of the interior of the building. The proposed future uses of the building include a movie theater to show old films, a playhouse for use by Paris Junior College, the local school districts, and the Paris Community Theater, and a community forum for fund-raising events, concerts, and political events. Additionally, restored historic theaters are popular tourist draws wherever they exist, and the additional revenue generate by tourism dollars can be placed back into use for additional restoration projects in the Downtown area. SCOPE OF WORK AND ANTICIPATED TIMELINE: Grand Theater Facade Restoration Studv The City of Paris has already contracted with Main Street Architects to perform a study to ensure that the front facade of the building is stable enough to withstand any renovations, that the work performed is historically accurate, and that none of the work performed will have to be undone later when a complete restoration of the building occurs. Main Street Architects is scheduled to begin performing this study in the next two weeks, and the study should be completed within four to six weeks thereafter. The study will provide the City with a plan for the facade restoration as well as a cost estimate for any work that will be required as part of the restoration. All work related to this study will be complete prior to the date of award of a CLG grant and is not a part of the funding request. Grand Theater Facade Restoration Upon award of the grant, the City will use the study performed by Main Street Architects to solicit bids for the restoration project. Because the study will be completed prior to the scheduled date of awards, the City will be in a position to immediately begm seeking proposals from qualified firms. Activities will include restoration of the facade surface, neon theater sign, marquee, canopy, ticket booth, entry doors, and lighting. All work proposed hereunder will be completed within eighteen months of the date of award of the grant, or by May 2010, whichever is sooner. METHODOLOGY: We have already contracted with Main Street Architects, a qualified consulting firm, to perform a study to ensure that the front facade of the building is stable enough to withstand any renovations, that the work performed is historically accurate, and that none of the work performed will have to be undone later when a complete restoration of the building occurs. This study is being funded through the City's current budget. The study will provide the City with a plan for the facade restoration as well as a cost estimate for any work that will be required as part of the restoration. The study will be used as the specifications for the restoration, and proposals will be solicited from qualified firms for the restoration of the facade surface, neon theater sign, marquee, canopy, ticket booth, entry doors, and lighting. w 000037 ANTICIPATED RESULTS: Through completion of all components of the proposed project, we anticipate the following results that are compatible with the goals and objectives of the Texas Historical Commission: 1. Leadership/Teambuilding. The process of completion of the proposed project will require the support of various organizations, community leaders, and property owners throughout Paris. Through this, we anticipate that we will build a strong commitment to the City's preservation efforts from these various groups and will receive their support in completing this project. In fact, the Downtown Merchants Association has already conducted fund-raising events in order to provide matching funds for grants. 2. Vision/Planning. The proposed project is the restoration of the facade of the Grand Theater. This project will show property owners the City's commitment to preservation efforts in the Downtown District and will likely be the basis of further restoration efforts in the area. 3. Education/Awareness. The proposed project, when completed in its entirety, will serve as tourist location which will showcase the history of this National Register historic building. 4. Resource Identification, Preservation, and Interpretation. The proposed project will result in the restoration and preservation of a National Register historic property. The City will be submitting an application for a Brownfield Mitigation grant to the Environmental Protection Agency for removal of environmental hazards located in the building. Upon completion of the second phase, the City will seek foundation funding as well a local corporate matching funds for a complete interior restoration. The proposed project will promote infrastructure reuse and will hopefully discourage the rampant trend of doing away with history to start fresh. It will also result in an increase in tourism dollars to the commumty which will lead to the availability of more funding to the City for additional restoration projects in the area. As this occurs, we anticipate more private investment for even more restoration projects that will result in job creation to serve the increased traffic to the area. All of these will result in an expanded tax base because of the enhanced desirability of the Downtown for business owners and the increase in property values resulting from restoration of the buildings. PROJECT PERSONNEL: As stated earlier, the City has previously selected the firm of Main Street Architects to perform a study to ensure that the front facade of the building is stable enough to withstand any renovations, that the wark performed is historically accurate, and that none of the work performed will have to be undone later when a complete restoration of the building occurs.
