Notice is hereby given that the City Council of the City of Paris sha11 meet in regular session
on Monday, July 14, 2008 at 6:00 p.m. The meeting will be held at the City Council
Chamber, 107 E. Kaufinan Street, in Paris, Texas. The matters to be discussecl and acted
upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no more than two
minutes. The Texas Open Meetings Act prohibits the Council from responding to any
comments other than to refer the matter to a future agenda, to an existing policy, or to a staff
person with specific factual information. Claims against the City, Council Members, or
employees, as well as individual personnel appeals are not appropriate for citizens' forum.)
Consent Agenda
Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable
to all items appearing on the Consent Agenda. A Council Member may request any item to be removed
from the Consent Agenda and considered as a separate item.
5. Deliberate and act on the approval of minutes from the meetings
on June 23, 2008, June 30, 2008, and July 7, 2008.
6. Receive and deliberate on reports and/or minutes from the
following boards, commissions, and committees:
a. City Council Task Force on Code Enforcement. (6-3-08)
b. Lake Pat Mayse Water Study Committee. (5-29-08 and 6-5-08)
c. Paris Public Library. (5-21-08)
7. Deliberate and acceptance of June financial report.
8. Deliberate and act on a resolution authorizing the execution of a
Tax Sale Deed to Paris Economic Development corporation for
property being Lot 13-A, City Block 326 located off 34th St. N.W.
and authorizing the City Manager to negotiate and execute all
necessary documents.
Regular Agenda
9. Deliberate on Objectives and Goals.
lO.Deliberate and act on a resolution approving the City Manager's
appointment of Doug Harris as Director of Utilities.
11.Deliberate and act on a resolution ordering a special city-wide
election for the City of Paris, Texas, to be held on November 4,
2008, to consider a proposition calling for the adoption of a new
section to the existing Code of Ordinances of the City of Paris,
Texas, relating to the establishment of a limit on taxes for
qualifying individuals pursuant to Article 8, Section 1-b(h) of the
Texas Constitution and Texas Tax Code Section 11.261.
12.Deliberate and act on an ordinance adopting a new section to the
existing Code of Ordinances of the City of Paris, Texas relating to
the establishment of a limit on taxes for qualifying individuals
pursuant to Article 8, Section 1-b(h) of the Texas Constitution and
Texas Tax Code Section 11.261.
13.Deliberate and act on a resolution approving the bid and awarding
the contract for the demolition of the Casa Bonita Apartments, and
authorizing the City Manager to negotiate and execute all
necessary documents.
14.Deliberate and act on an ordinance extending the moratorium on
the issuance of permits for the construction, reconstruction, and
placement of billboards and off-premises signs within the city
limits of the City of Paris, Texas.
15.Deliberate and act on a resolution appointing members to various
boards, commissions, and committees.
16.Deliberate on drainage ditch maintenance report.
17.Deliberate and act on a resolution suspending the August 8, 2008,
effective date of Oncor Electric Delivery Company requested rate
change.
18.Hear and deliberate on Oncor's presentation of city streetlights.
19.Convene in Executive Session pursuant to Section 551.071 of the
Texas Government Code, Consultation with Attorney, to receive
legal advice of legal counsel pursuant to the duty of an attorney to
his client under the Texas Disciplinary Rules of Professional
Conduct of the State Bar of Texas, and litigation exception under
the Texas Open Meetings Act as follows:
a. To receive Attorney advice regarding legal issues related to a
contract with Housing Associates, Inc. and Eastgate
Subdivision.
20.Reconvene in Open Session to take possible action regarding those
matters discussed in Executive Session.
a. To receive Attorney advice regarding legal issues related to a
contract with Housing Associates, Inc. and Eastgate
Subdivision.
21.Consider and approve future events for City Council and/or City
Staff pursuant to Resolution No. 2004-081.
22.Deliberate on possible future agenda items.
23.Adjournment.
