RECOMMENDED MOTION:
Approve resolution appointing Doug Harris to serve as Director of Utilities for the City
of Paris.
POLICY ISSUE(S):
Appointment of department head.
BACKGROUND:
Doug Harris has been serving as Interim Director of Utilities since the resignation of Jon
Clack on November 21, 2007. He has been a supervisor with the City for over 18 years, is
one of the relatively few water and wastewater operators in Texas with double "A" licenses,
and has a level "C" lab operator's license. In addition, during his tenure he has handled
unusual circumstances and several TCEQ inspections with competence and professionalism.
The City Manager has reviewed Mr. Harris' skills and qualifications for the position and is
recommending that Mr. Harris be appointed to serve as the Director of Utiliti.es for the City
of Paris.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS,
APPOINTING DOUG HARRIS AS DIRECTOR OF UTILITIES FOR THE CITY
OF PARIS; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO
THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, Doug Harris has been serving as Interim Director of Utilities since the
resignation of Jon Clack on November 21, 2007; and,
WHEREAS, during Mr. Harris' tenure as Interim Director of Utilities he handled
several difficult issues with dedicated professionalism and competence; and,
WHEREAS, Mr. Harris has class A wastewater treatment operator, class A water
treatment operator and level C laboratory analyst licenses; and,
WHEREAS, Mr. Harris has been employed by the City as a supervisor for over 18
years; and,
WHEREAS, the City manager has reviewed Mr. Harris' skills and qualifications for
the position and recommends that Mr. Harris serve as Director of Utilities for the City; and,
WHEREAS, the City Council of the City of Paris, Texas, finds and determines that the
appointment of Doug Harris as Director of Utilities of the City of Paris, effective July 12,
2008, is in the best interests of the City and its citizens;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PARIS, TEXAS:
Section 1. That the findings set out in the preamble to this resolution are hereby
in all things approved.
Section 2. That the appointment of Doug Harris to the position of Director of
Utilities of the City of Paris is hereby approved and effective as of July 12, 2008.
Section 3. That this resolution shall be effective from and after its date of passage.
