Organizational planning and management
BACKGROUND:
Earlier this calendar year Councilmembers were appointed to different boards,
commissions, and committees to act as liaisons between the Council and the body. The
goal is for the Councilmember to be able to contribute first hand information to council
deliberations when an issue from the committee comes to council and vice versa.
Council made committee appointments at the July 14 meeting. The Civil Service
Commission, PEDC, Northeast Texas Library System, and Ark-Tex COG are not
included because the Mayor is an ex-officio, the COG positions were decided at the July
14 meeting, or the law/bylaws do not call for Council representation, e.g. Civil Service,
NeTLS.

Thursday of every month.
Acts in an advisory capacity to the City Council in relation to the Municipal Airport, its
operation and facilities; makes recommendations on changes and additions to the facilities at
Cox Field, changes to lease terms for hangar rental, and use of the land at Cox Field.

BAND COMMISSION
Five members , one a representative of the Visitors and Convention Council of the
Lamar County Chamber of Commerce; one an active member of the Band; and three
members to be appointed at-large; three year staggered terms; Council appoints;
meets quarterly as called.
The Band Commission shall have full power and control over the organization, discipline,
membership, and duties of the members of the Municipal Band and the Leaders or
Instructors thereof, and may regulate same by such rules or bylaws as they may deem it
necessary to pass; provided, that no rule or bylaw or amendment of same shall be in force or
effect until the same has been submitted to and approved by the City Council. (Sec. 2-552,
Code of Ordinances.

HISTORIC PRESERVATION COMMISSION
Seven members consisting of an architect, a member of a local Historical Society, a
member of the Main Street Advisory Board; an owner of or resident or tenant in a
landmark property or property in a Historic District; and three at large members. Two
alternates. Three year staggered terms; appointed by City Council; meets as needed
but at least monthly.
Adopt rules and procedures; adopt identification criteria and rules for delineation of historic
district boundaries; conduct and administer historic resource surveys; recommend
designation of districts and landmarks; establish committees as needed; produce and
distribute minutes of ineetings; develop public outreach/education/awareness programs;
approve/disapprove certificates of appropriateness; provide design and other reasonable
forms of advice to owners and tenants of historic properties in the certificate of
appropriateness review process recommend acquisition of endangered historic resources to
the City Council; submit an annual report to City Council; prepare and promote design
guidelines for landmarks/districts.

HOUSING AUTHORITY OF THE CITY OF PARIS
Five members who must be Citizens of Paris; who are not officers or employees of the
municipality; one member is required to be a tenant of public housing and serves for
only one term; four have two year staggered terms; appointed by certificate from the
Mayor; no resolution required.
Oversees the budget, maintenance, and policy of the Housing Authority which consists of
several apartment communities as well as duplexes and houses in the city limits of Paris.

TRAFFIC COMMISSION

The Commission considers and proposes measures designed to minimize technical and
difficult traffic problems resulting from increased vehicular traffic in Paris. Traffic Safety
Coordinator provides staff support and coordination for the Commission.
