CITY COUNCIL AGENDA ITEM BRIEFING SHEET <br />Submittal Date: <br />Originating Department: <br />Presented By: <br />A.genda Item No.: <br />07/23/2008 <br />Council Date: <br />Police <br />Chief Karl Louis <br />19. <br />07/28/2008 <br />RECOMMENDED MOTION: <br />Motion to authorize a$20,340 Justice Assistance Grant, and Interlocal Agreement with <br />Lamar County, and authorizing the City Manager to negotiate and execute all necessary <br />documents. <br />POLICY ISSUE(S): <br />Fiscal <br />BACKGROUND: <br />The Edward Byrne Memorial Justice Assistance Grant, administered by the U.S. <br />Department of Justice, has been available for equipment purchases for the past several <br />years. <br />The City of Paris participates in the grant along with the Lamar County Sheriff's office in <br />a required 50/50 split that does not require any local matching funds. The grant <br />allocation has been decreasing each year to a new low this year of $20,340.00. The <br />City's share of this grant will be $10,170.00. <br />The police department would like to replace 10 desktop computer workstations that have <br />slower processors which doesn't allow for efficient processing of digital video of <br />interviews of witnesses and suspects, and slower response times with the new records <br />management system. Some of these computers will replace even slower models in the <br />booking area of the jail.
