2002-003-RES REPEAL RESOLUTION 2001-184 :- "...... ~ RESOLUTION NO. 2002-003 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, PARIS, TEXAS, REPEALING RESOLUTION NO. 2001-184; AUTHORIZING THE EXECUTION OF A NEW PURCHASE ORDER FOR ONE (1) AMBULANCE THROUGH THE HOUSTON-GALVESTON AREA COUNCIL OF GOVERNMENTS; PROVIDING FOR FUNDING IN LIEU OF TRADE-IN; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the City Council of the City of Paris, Paris, Texas, did heretofore, on the 12th day of November, 2001, in Resolution No. 2001-184, authorize and direct the City Manager to execute a purchase order for one (1) 2002 Ford F350 Type 1 Ambulance for a net purchase price of $72,220.95, which represents a base price for the ambulance of $86,300.00, plus a Houston-Galveston Area Council of Governments administrative fee of $1,423.95, less $15,503.00, which is the value of the City's trade-in, surplus obsolete vehicle, designated Medic 4; and, WHEREAS, the City Council, by adoption of Resolution No. 2002-002 on January 14, 2002, has determined a public purpose in transferring ownership of Medic 4 to the Lamar County Chapter of the American Red Cross and has authorized said transfer of ownership, and as a consequence, the trade-in value of the transferred vehicle will not be available to the City as part of the payment for the new ambulance; and, WHEREAS, as part of the process of declaring the Medic 4 ambulance as surplus and transferring same to the Lamar County Chapter of the American Red Cross, and recognizing the trade-in value of the surplus vehicle to be $15,503.00, the City Council accepted an offer of donation of $5,000.00 from the Lamar County Chapter of the American Red Cross, leaving $10,503.00 remaining of the value of the trade-in; and, WHEREAS, the City Council, cognizant of a request by Lamar County for the City to donate said ambulance to the Red Cross, adopted Resolution No. 2002-002 on January 14,2002, thereby authorizing the remaining cost of the trade-in value, that is, $10,503.00, to be paid pursuant to the County's current contract with the City of Paris for emergency ambulance service, whereby Lamar County defrays forty percent (40 %) and the City of Paris defrays sixty percent (60%) of the unreimbursed expense of operating the emergency ambulance service; and, WHEREAS, it is deemed appropriate that said Resolution No. 2001-184 be repealed and that the City Manager be authorized to execute a new purchase order for one (1) 2002 Ford F350 Type 1 Ambulance for a total purchase price of $87,723.95, which represents a base price for the ambulance of$86,3oo.oo, plus a Houston-Galveston Area Council of Governments administrative fee of $1,423.95; NOW, THEREFORE, ~ ?"'- --- BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS, TEXAS: Section 1. That the findings set out in the preamble to this resolution are hereby in all things approved. Section 2. That Resolution No.2oo1-184, passed and adopted by the City Council on the 12th day of November, 2001, be, and the same is hereby, repealed. Section 3. That the City Manager be, and he is hereby, authorized and directed to execute, on behalf of the City of Paris, a purchase order for one (1) 2002 Ford F350 Type 1 Ambulance for a total purchase price of $87,723.95, which represents a base price for the ambulance of $86,300.00, plus a Houston-Galveston Area Council of Governments administrative fee of $1,423.95, and in lieu of the value of the surplus vehicle for trade-in purposes, the City Council hereby authorizes funds to be expended from a donation in the amount of $5,000.00 from the Lamar County Chapter of the American Red Cross, with the remaining unreimbursed trade-in value of the surplus vehicle, in the amount of $10,503.00, to be paid in accordance with the existing contract between Lamar County and the City of Paris whereby Lamar County pays forty percent (40 %) and the City of Paris pays sixty percent (60 %) of the unreimbursed expense of operating the ambulance service, for a total of $15,503.00.
