00 AgendaCITY COUNCIL AGENDA Notice is hereby given that the City Council of the City of Paris shall meet in regular session on Monday, August 25, 2008, at 5:00 p.m. The meeting will be held at the City Council Chamber, 107 E. Kaufman Street, in Paris, Texas. The matters to be discussed and acted upon are as follows: Work Session 5:00 p.m. The Council will conduct a work session to discuss items on the Regular Agenda. No action will be taken during the work session. Regular Meeting 6:00 p.m. Opening Agenda 1. Call meeting to order. 2. Invocation. 3. Pledge of Allegiance. 4. Citizens' forum. (Persons desiring to address the Council must limit their presentation to no more than two minutes. The Texas Open Meetings Act prohibits the Council from responding to any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person with specific factual information. Claims against the City, Council Members, ar employees, as well as individual personnel appeals are not appropriate for citizens' forum.) Consent Agenda Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable to all items appearing on the Consent Agenda. A Council Member may request any item to be removed from the Consent Agenda and considered as a separate item. 5. Deliberate and act on the approval of minutes from the meeting on August 11, 2008. 6. Receive and deliberate on reports and/or minutes from the following boards, commissions, and committees: a. Board of Adjustment. (4-8-2008) b. Building and Standards Commission. (4-21-2008) c. Historic Preservation Commission. (5-14-2008, 6-11-2008, 6- 23-2008, 6-30-2008) 7. Deliberate on drainage ditch maintenance report. 8. Deliberate on Casa Bonita update. 9. Deliberate and act on the final plat of Covenant Christian Church located at 4055 S.E. Loop 286. Regular Agenda lO.Presentation of the Water and Sewer Rate Study. Deliberate on first reading of an ordinance establishing new water/sewer rates and fees for the City of Paris. 1 l.Deliberate on first reading of an ordinance approving a negotiated resolution between the Atmos cities steering committee and Atmos Energy Corp. 12. Deliberate and act on first reading on an ordinance repealing Article II of Chapter 22, adopting a new Article II entitled Regulations for Special Vehicles to Chapter 22, adopting new regulations for the parking and storage of special vehicles including but not limited to: motor homes, buses, travel trailers, camper trailers, camper shells, utility trailers, horse or livestock trailers, fifth wheel trailers, boats, golf carts, all terrain vehicles, utility vehicles or other similar vehicles. 13.Deliberate and act on appointment of an auditor to conduct the Independent Annual Audit as required by Section 35 of the Charter of the City of Paris for the fiscal year ending September 30, 2008. 14.Deliberate and act on a resolution authorizing an Interlocal Agreement with North Lamar Independent School District for provision of School Resource Officer Services, and authorizing the City Manager to negotiate and execute all necessary documents. 15.Deliberate and act on a resolution authorizing an Interlocal Agreement with Paris Independent School District for provision of School Resource Officer Services, and authorizing the City Manager to negotiate and execute all necessary documents. 16.Deliberate and act on a resolution approving the proposal of Hayter Engineering to provide engineering services for plans and specifications for water, sewer and roadway replacement projects, and authorizing the City Manager to negotiate and execute all necessary documents. 17.Deliberate and act on a resolution authorizing the procurement of easements for the West Washington Sewer Line Replacement Project located in the 700 block of West Washington Street area. 18.Deliberate and act on a resolution approving the bid and awarding the contract for the Trail de Paris 0.8 Mile Extension Project to the lowest responsible bidder, and authorizing the City Manager to negotiate and execute all necessary documents. 19.Deliberate and act on first reading of an ordinance imposing a one hundred (180) day moratorium on the issuance of permits under the Code of Ordinances and Specific Use Permits under the Zoning Ordinance for the placement of mobile homes or HUD-Code manufactured homes on any property located within the corporate limits of the City of Paris, Texas. 20.Deliberate and act on a resolution requiring two readings before adoption of ordinances, allowing for a supermajority vote of five to suspend the rule and allow for one reading, and establishing a pre- meeting workshop to be held one hour prior to regular council meetings. 21.Consider and approve future events for City Council and/or City Staff pursuant to Resolution No. 2004-081. 22.Deliberate on possible future agenda items. 23.Adjournment.
