Notice is hereby given that the City Council of the City of Paris shall meet in regular session
on Monday, September 22, 2008, at 5:00 p.m. The meeting will be held at the City Council
Chamber, 107 E. Kaufman Street, in Paris, Texas. The matters to be discussed and acted
upon are as follows:
Work Session 5:00 p.m.
The Council will conduct a work session to discuss items on the Regular
Agenda. No action will be taken during the work session.
Regular Meeting 6:00 p.m.
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no more than two
minutes. The Texas Open Meetings Act prohibits the Council from responding to any
comments other than to refer the matter to a future agenda, to an existing policy, or to a staff
person with specific factual information. Claims against the City, Council Members, or
employees, as well as individual personnel appeals are not appropriate for citizens' forum.)
Consent Agenda
Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable
to all items appearing on the Consent Agenda. A Council Member may request any item to be removed
from the Consent Agenda and considered as a separate item.
5. Deliberate and act on the approval of minutes from the meetings
on September 8, 2008 and September 9, 2008.
6. Receive and deliberate on reports and/or minutes from the
following boards, commissions, and committees:
a. Paris Economic Development Corporation (7-8-2008; 8-5-
2008; and 8-12-2008)
7. Deliberate on Casa Bonita update.
Regular Agenda
8. Presentation and public hearing on Safe Routes to Schools Master
Plan.
9. Report from City Clerk on a disannexation petition received
September 15, 2008.
lO.First reading: Deliberate and possibly act on an ordinance
disannexing 675.13 acres, of land forming a portion of the current
outer boundaries of the city limits of the City of Paris, located on
state highway 271 south, beginning three-quarters (3/4) mile
southeast of Loop 286 SE along the north right-of-way line of Hwy
271 south to a point southeast of the Meadowbrook Cemetery, in
response to a petition for such disannexation filed by 17 property
owners involving 25 tracts of land.
11. Convene in Executive Session on the following matters:
a. Pursuant to Section 551.071 of the Texas Government Code,
Consultation with Attorney, to receive legal advice of legal
counsel pursuant to the duty of an attorney to his client under
the Texas Disciplinary Rules of Professional Conduct of the
State Bar of Texas, and litigation exception under the Texas
Open Meetings Act to receive Attorney advice regarding
collection of delinquent taxes.
b. Pursuant to Section 551.087 of the Texas Government Code, to
discuss and deliberate an offer of financial or other incentive to
a business prospect to locate, stay, or expand in Paris and
consider any commercial and financial information related to
the business prospect.
c. Pursuant to Section 551.074 of the Texas Government Code, to
deliberate on the appointment of a replacement for council
member seat district seven.
12.Reconvene in Open Session to take possible action regarding those
matters discussed in Executive Session.
a. Pursuant to Section 551.071 of the Texas Government Code,

13.First reading: Deliberate and possibly act on an ordinance
authorizing the transfer of budgetary appropriations as allowed in
Section 58 and 70 of the Charter of the City of Paris.
14.Deliberate on Fiscal Year 2008-2009 Budget.
15.Deliberate and act on an ordinance adopting an amended Budget
for the fiscal year beginning October 1, 2008, and ending
September 30, 2009, in accordance with the Charter of the City of
Paris.
16.Deliberate and act on a public education program for the
November election concerning senior and disabled tax freeze.
17.Consider and approve future events for City Council and/or City
Staff pursuant to Resolution No. 2004-081.
18.Deliberate on possible future agenda items.
19.Adjournment.
