POLICY ISSUE(S): Fiscal BACKGROUND: This application is for the 2009-2010 Texas Community Development Block Grant Program. This grant will fund the replacement of sewer infrastructure in the central portion of town (see attached map). We will be applying for a$250,000 grant. The grant application deadline is October 17th and the awards will be made in May or June of 2009. If awarded the grant, we will be committing $50,000.00 as a contribution toward the construction in the 2010-2011 budget year. WHEREAS, the City Council of Paris, Texas desires to develop a viable urban community, with decent housing and supporting infrastructure for the central core of the City primarily benefiting persons of low-to-moderate income; and WHEREAS, certain conditions exist in the central core area of the City which represent a threat to the public health and safety; and WHEREAS, it is necessary and in the best interests of City of Paris to apply for funding under the Texas Communiry Development Block Grant Program (to make improvements to this part of the City). NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF CITY OF PARIS, LAMAR COUNTY, TEXAS: Section 1. That the findings set out in the preamble to this resolution are hereby in all things approved. Section 2. That a Texas Community Development Block Grant Program application for the Community Development Fund is hereby authorized to be filed on behalf of the City with the Office of Rural Community Affairs. Section 3. That the City's application be placed in competition for funding under the Community Development Fund. Section 4. That the application be for $250,000 of grant funds to provide sewer system improvements for the central area of the City. - 000087 Section S. That the City Council directs and designates the City Manager as the City's Chief Executive Officer and Authorized Representative to act in all matters in connection with this application and the City's participation in the Texas Community Development Block Grant Program.
