2008-091-RES APPROVING AN APPLICATION FOR A TEXAS DEPARTMENT OF TRANSPORTATION CAPITAL IMPROVEMENT PROGRAM (CIP) GRANT FOR VARIOUS PROJECTS AT COX FIELD AIRPORT IN THE AMOUNT OF $4,911,088.00 WITH $491,209.00RESOLUTION NO. 2008-091 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, APPROVING AN APPLICATION FOR A TEXAS DEPARTMENT OF TRANSPORTATION CAPITAL IMPROVEMENT PROGRAM (CIP) GRANT FOR VARIOUS PROJECTS AT COX FIELD AIRPORT IN THE AMOUNT OF $4,911,088.00, WITH $491,209.00 TO BE PROVIDED BY THE CITY OF PARIS IN THE FORM OF CASH; AUTHORIZING THE CITY MANAGER TO EXECUTE ANY AND ALL DOCUMENTS NECESSARY TO MAKE APPLICATION FOR THE GRANT; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the City of Paris needs to make certain improvements to Cox Field Airport over the next four (4) fiscal years, including preparing a new airport master plan, performing runway and taxiway overlays and markings, pavement repairs, drainage repairs, airfield lighting, and sign replacements, and crack sealing runways, taxiways, and aprons; and, WHEREAS, in order to complete necessary airfield maintenance to ensure the safety of the flying public at Cox Field Airport, the City Council of the City of Paris desires to apply for a Capital Improvement Program (CIP) Grant from the Texas Department of Transportation in the amount of $4,911,088.00, with $491,108.80, or ten percent (10%), to be provided by the City of Paris in the form of cash; and, WHEREAS, the grant funding for the Airport Master Plan (09MPPARIS) will be in the amount of $200,000.00 with $20,000.00 to be provided by the City of Paris and the grant funding for the design and construction project (0901PARIS) will be $4,711,088.00 with 471,109.00 to be provided by the City of Paris; and, WHEREAS, the City of Paris names the Texas Department of Transportation as its agent for the purposes of applying for, receiving, and disbursing all funds for these improvements and for the administration of contracts necessary for the implementation of these improvements; and, WHEREAS, the City Council hereby authorizes the City Manager to make application for said grant in the form attached hereto as Exhibit "A". NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS, TEXAS: Section 1. That the findings set out in the preamble to this resolution are hereby in all things approved. Section 2. That an application to the Texas Department of Transportation be made and approved for a Capital Improvement Program (CIP) Grant in the amount of $4,911,088.00, with $491,108.80, or ten percent (10%), to be provided by the City of Paris in the form of cash. Section 3. That the City Manager be, and he is hereby, appointed as the Authorized Official of said project and is authorized and directed to execute, on behalf of the City of Paris, an application for said grant in the form attached hereto as Exhibit "A". Section 4. That the Airport Director be, and she is hereby, appointed as Project Director and is hereby authorized to execute and deliver, on behalf of the City of Paris, all reports, communications, assurances, and documents necessary for the completion of said project. The purpose of this document is to describe the capitai improvement items included in a FY 2010 Construction Aviation Capital Improvement Program project at the Paris Airport. Design of the improvements is proposed to be accomplished in FY 2009. The conditions and improvements described in this document are based on Aviation Division records, Sponsor's requests, and on-site investigations conducted by the Aviation Division. Caveats. Observations, analyses, and conclusions presented herein are for the sole purpose of establishing the project scope and budget and are not meant to be used by consulting engineers in lieu of their own independent observations, analyses, and professionat judgment in developing proposals, preliminary engineering reports, contract/bid documents, and cost estimates. The project presented herein may be subject to environmental and airspace limitations that are beyond the scope of this narrative. This document does not constitute a standard, specification, or regulation. The project presented in this narrative is subject to the availability of funds and approval by the Transportation Commission. Sponsor. The City of Paris owns and operates the airport. Location. The Paris Airport is a general aviation airport located on the east side of Paris 6 nautical miles from the central business district in Lamar County. The airport is in TxDOT's Paris District. ITEM # 1 OVERLAY RUNWAY 17-35 Paris Airport Runway 17-35 is 6,000 feet long by 150 feet wide. The PCC pavement was constructed in the 1940's, and received an HMA overlay in the 1970's. The runway has significant reflection cracks. The pavement should receive an HMA overlay to protect the pavement and extend the service life of the pavement. ITEM # 2 MARK RUNWAY 17-35 Runway 17-35 will be marked as a Non-Precision Ins#rument approach runway. ITEM # 3 EXTEND PARALLEL TAXIWAY to RWY 35 Taxiway "A", the parallel taxiway for runway 17-35, should be extended to the south end of Runway 17-35 to complete the parallel taxiway. The pavement should be designed to match the strength of the runway, ITEM # 4 OVERLAY PARALLEL TAXIWAY The central portion of the parallel taxiway was constructed with PCC in the 1940's. The taxiway was extended to the north in the 1990's with an HMA surface. The pavement should receive an HMA overlay to protect the pavement and extend the service life of the pavement. ITEM # 5 REPLACE V.A.S.I. WITH P.A.P.I. a RUNWAY 35 The existing VASI unit for Runway 35 should be evaluated for condition and reliability. If justified, the unit should be replaced with new cable, conduit, and PAPI-4 unit. ITEM # 6 DRAINAGE IMPROVEMENTS Drainage improvements are needed in two areas of the airport. The first area begins at a junction box and inlet at the northeast comer of the intersection of Taxiway A and Taxiway B. Three culverts, parallel and perpendicular to the parallel taxiway, flow into the junction box. The flow continues west, through a culvert under the terminal parking apron, emptying into Little Sandy Creek at a failed Page 3 of 5 March 2008 TxDOT Aviation Division Paris outFall structure. There are several sinkholes in the vicinity of the junction box, the junction box is cracked and in poor condition, and there are severai shattered apron slabs along the alignment of the culvert under the terminal apron pavement. The sinkholes should be repaired, the junction bax slaou d bel ep acethe d, anddthe r-ulvert outfall joints should be resealed, and the shattered slabs s structure should be repiaced. The second area serves the hangars. Two ditch and cuivert systems serve the hangars, ouftfall iIt, one on each side of the primary hang ~e dches should be ega filling and standing water is in the ditches. T structures should be replaced. There is an existing PCC valley gutter between hangars "C" and "I". As the valley gutter causing crosses the taxiway to hangars "I" and "AAA", the slope is excessively steep, prop strikes. A slotted inlet should be installed in the existing PCC valley gutfer, and the valley gutter should be raised and flattened, to reduce the dip in the valley gutter. ITEM # 8 RECONSTRUCT PCC FUEL PAD The existing concrete fuel pad, 100 feet by 100 feet, is in poor condition, with significant spalling and cracking. The pavement will be demolished and replaced with new PCC pavement. ITEM # 9 FULL DEPTH PAVEMENT REPAIRS Several areas,of HMA pavement, on the hangar access taxiway in the vicinity of hangars AAA, K' , C and I, are failing. The failures are likely due to the intrusion of subgrade moisture caused by poor drainage. A culvert should be installed, and the pavement should be repaired by full depth patches. ITEM # 10 REPLACE SIGN PANELS The existing sign panels were installed in 1994 and are deteriorating from age.
