Notice is hereby given that the City Council of the City of Paris shall meet in regular session
on Monday, October 27, 2008 5:00 p.m. The meeting will be held at the City Council
Chamber, 107 E. Kaufinan Street, in Paris, Texas. The matters to be discussed and acted
upon are as follows:
Opening Agenda
l. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. Convene in joint session with the Paris Economic Development
Corporation.
5. Hear and deliberate on presentation from Consensus Planning on
the Strategic Planning Process.
6. Adjourn joint meeting with the Paris Economic Development
Corporation.
7. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no more than two
minutes. The Texas Open Meetings Act prohibits the Council from responding to any
comments other than to refer the matter to a future agenda, to an existing policy, or to a staff
person with specific factual information. Claims against the City, Council Members, or
employees, as well as individual personnel appeals are not appropriate for citizens' forum.)
Consent Agenda
Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable
to all items appearing on the Consent Agenda. A Council Member may request any item to be removed
from the Consent Agenda and considered as a separate item.
8. Deliberate and act on the approval of minutes from the meetings
on October 7, 2008; October 13, 2008; and October 20, 2008.
9. Receive and deliberate on reports and/or minutes from the
following boards, commissions, and committees:
a. Planning and Zoning (October 6, 2008)
lO.Deliberate and acceptance of September monthly financial report.
11.First reading, deliberate and possibly act on an Ordinance
authorizing the issuance of a solid waste collection permit to
Sanitation Solutions for the purpose of engaging in the business of
collecting or transporting solid waste from commercial and
industrial units within the city limits of the City of Paris.
12.First reading, deliberate and possibly act on an Ordinance
authorizing the issuance of a solid waste collection permit to Waste
Management for the purpose of engaging in the business of
collecting or transporting solid waste from commercial and
industrial units within the city limits of the City of Paris.
13.First reading, deliberate and possibly act on an Ordinance
authorizing the issuance of a solid waste collection permit to Glenn
and Debi Bolyard d/b/a Trashy Business for the purpose of
engaging in the business of collecting or transporting solid waste
from commercial and industrial units within the city limits of the
City of Paris.
14.Deliberate Casa Bonita demolition project.
Regular Agenda
15.Public hearing, deliberate and act on second reading of an
Ordinance amending the budget for the fiscal period beginning
October l, 2008 and ending September 30, 2009, as amended in
accordance with the Charter of the City of Paris and appropriating
the various amounts.
16.First reading, deliberate, and possibly act on an Ordinance
establishing rates of speed on certain portions of F.M. 79 within
the city limits of the City of Paris.
17.First reading, deliberate, and possibly act on an Ordinance
amending the City of Paris Code of Ordinances by revising Section
26-1 of said code to authorize the sta.ffing levels of the Police
Department.
18.Deliberate and act on a resolution approving contract amendment
number one with HDR Engineering for engineering services for
the Lake Pat Mayse Water Availability Study.
19.Deliberate and act on a resolution authorizing the Cities
Aggregation Power Project, Inc. (CAPP) to negotiate an electric
supply agreement for deliveries of electricity and necessary,
related services effective January l, 2009.
20.First reading, deliberate and possibly act on an Ordinance
amending Chapter 31, Traffic Code, of the Code of Ordinances by
adding Article VII, School Zones, Section 31-135, regulating the
use of hand-held mobile telephones and mobile communication
devices in reduced speed school zones.
21.Convene into Executive Session pursuant to Section 551.074 of the
Texas Government Code, to deliberate the appointment,
employment, evaluation, reassignment duties, discipline, or
dismissal of a public officer or employee as follows:
a. Annual evaluation of the City Manager.
22.Convene into open session to deliberate and possibly act on
matters discussed in executive session.
23.Oath of Office for District Seven Council Member to be
administered to Rhonda Rogers.
24.Consider and apprave future events for City Council and/or City
Staff pursuant to Resolution No. 2004-081.
25.Deliberate on possible future agenda items.
26.Adjournment.
