POLICY ISSUE(S):
Strategic plan; Council goals and objectives
BACRGROUND:
The City issued a request for qualifications at the end of July and received four responses by the
September 8 deadline. The RFQ Review Committee (comprised of Will Baird, Pike Burkhart, Kevin
Carruth, Pete Kampfer, Kent McIlyar, Shawn Napier, and Lisa Wright) interviewed Consensus Planning
and BWR Engineering on September 29. In addition to a 90 minute interview of each firm, the
Committee also checked several references and reviewed examples of other strategic plans completed by
the firms. The Review Committee recommends Consensus Planning based on the firm's capabilities,
previous experience, approach to the project, and emphasis on community input. Consensus Planning
will give an abbreviated presentation of their proposal to a joint meeting of the City Council and the
PEDC Board of Directors. A contract is scheduled to be presented at the November 10 council meeting.
