00 AgendaCITY COUNCIL AGENDA Notice is hereby given that the City Council of the City of Paris shall meet in work session at 5:00 p.m. followed immediately by meeting in regular session on Monday, November 10, 2008. The meeting will be held at the City Council Chamber, 107 E. Kaufinan Street, in Paris, Texas. The matters to be discussed and acted upon are as follows: Opening Agenda l. Call meeting to order. 2. Invocation. 3. Pledge of Allegiance. 4. Citizens' forum. (Persons desiring to address the Council must limit their presentation to no more than two minutes. The Texas Open Meetings Act prohibits the Council from responding to any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person with specific factual information. Claims against the City, Council Members, or employees, as well as individual personnel appeals are not appropriate for citizens' forum.) Consent Agenda Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable to all items appearing on the Consent Agenda. A Council Member may request any item to be removed from the Consent Agenda and considered as a separate item. 5. Deliberate and act on a resolution awarding the bid for four 2009 Ford Crown Victoria police patrol cars. 6. Deliberate and acceptance of monthly financial report. 7. Report on actuals for the 2007-2008 budget year. 8. Deliberate on drainage ditch maintenance report. 9. Report on goals and objectives. lO.Deliberate on Casa Bonita demolition project. 11.Report on demolition of dilapidated houses. 12.Deliberate and act on a resolution approving a license and service agreement with CivicPlus for web site design for the City of Paris; and authorizing the City Manager to negotiate and execute all necessary documents. Regular Agenda 13.Second reading, deliberate, and act on an Ordinance establishing rates of speed on certain portion of F.M. 79 within the city limits of the City of Paris. 14. Second reading, deliberate, and act on an Ordinance amending the City of Paris Code of Ordinances by revising Section 26-1 of said code to authorize the staffing levels of the Police Department. 15.Second reading, deliberate and act on an Ordinance amending Chapter 31 of the Traffic Code of the Code of Ordinances, by adding Article VII, School Zones, Section 31-135, regulating the use of hand-held mobile telephones and mobile communication devices in reduced speed school zones. 16.Public Hearing to provide an opportunity to present comments and written evidence; deliberate, first reading and possibly act on an ordinance amending the Future Land Use Plan Map as follows: a. That the future land use recommended for the property located on Lot 1, City Block 307-A, being number 3215 North Main Street, be changed from Retail to Light Industrial. b. That the future land use recommended for the property located on 8.5 acres being a part of the A208 E. Crow Survey, Tract 24 and 78, being number 4050 Pine Mill Road, be changed from Low Density Residential to High Density Residential. 17.Public hearing, deliberate, first reading and possibly act on an ordinance considering the petition of Mark Jones for a change in zoning from a Commercial District (C) to a Light Industrial District (LI) on Lot 1, City Block 307-A, being number 3215 North Main Street. 18.Public hearing, deliberate, first reading and possibly act on an ordinance consider the petition of D. Wayne Brown for a change in zoning from an Agricultural District (A) to a Multiple-Family Dwelling District No. 2(MF-2) on 8.5 acres being a part of the A208 E. Crow Survey, Tract 24 and 78, and being number 4050 Pine Mill Road. 19.Public hearing, deliberate and act on a resolution approving the authorization of filing of a grant application with the U.S. Environmental Protection Agency for a Brownfields Cleanup Grant; and authorizing the City Manager to negotiate and execute all necessary documents. 20.Deliberate and act on the Master Plat and Preliminary Plat of Lot 3, Block A, Pine Mill Business Park, located in the 3700 block of Pine Mill Road. 21.Deliberate and act on a resolution approving the execution of a Professional Services Contract with Consensus Planning, Inc. for Strategic Planning Consulting Services; and authorizing the City Manager to negotiate and execute all necessary documents. 22.Convene into Executive Session pursuant to Section 551.071 of the Texas Government Code, Consultation with Attorney, to receive legal advice from the City Attorney about pending or contemplated litigation and/or on matters in which the duty of any attorney to his client under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas, clearly conflict with this chapter as follows: a. To receive Attorney advice regarding legal issues on a proposed amendment to the landfill contract with Waste Management. 23.Reconvene in open session to deliberate and possibly act on matters discussed in Executive Session. 24.Deliberate and act on a resolution accepting a grant for the continuation of the Felony Crimes Unit awarded by the Criminal lustice Division; and authorizing the City Manager to negotiate and execute all necessary documents. 25.Deliberate on reclassifications and Safety Officer position in proposed FY 2008-2009 budget. 26.Deliberate on vehicle allowances. 27.Presentation and deliberate on fire station re-alignment plan. 28.Consider and approve future events for City Council and/or City Staff pursuant to Resolution No. 2004-081. 29.Deliberate on possible future agenda items. 30.Adjournment.
