This grant funds supplies salary, benefits, and some equipment for two Paris Police
Officers and one Lamar County Deputy to investigate and follow up on felony crimes
committed in the City of Paris and Lamar County. The City has been awarded the grant
but needs a resolution formally accepting the award.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS,
AUTHORIZING AN INTERLOCAL AGREEMEIVT BETWEEN THE CITY OF
PARIS, TEXAS AND LAMAR COUNTY, TEXAS TO MAKE APPLICATION TO
THE U.S. DEPARTMENT OF JUSTICE FOR A GRANT FOR THE
CONTINUATION OF THE LAMAR COUNTY FELOIVY CRIMES UNIT;
ACCEPTING SAID GRANT AWARD UPON NOTICE THEREOF;
AUTHORIZING THE EXECUTION OF ANY AND ALL DOCUMENTS
NECESSARY FOR ACCEPTANCE A1VD IMPLEMENTATION OF SAID GRAIVT
UPON NOTICE THEREOF; MAKING OTHER FINDINGS AND PROVISIONS
RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the United States Department of Justice, Bureau of Justice Assistance,
provides funding for local law enforcement grants; and,
WHEREAS, the City of Paris and Lamar County mutually desire to enter into an
Interlocal Agreement to file a joint application to the Justice Department for a Law
Enforcement Grant; and,
WHEREAS, these grant funds will be used for the continuation of the Lamar County
Felony Crimes Unit in the total amount of $167,686.00, requiring cash match contribution
in the amount of $14,549.00; and,
WHEREAS, the City Council of the City of Paris assures that, in the event of loss or
misuse of the Criminal Justice Division funds, the funds will be returned to the Criminal
Justice Division in full; and,
WHEREAS, the City Council desires to authorize the City Manager, to accept and
implement said grant (if same is received) without further action of City Council;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PARIS, TEXAS:
Section 1. That the findings set out in the preamble to this resolution are hereby
in all things approved.
Section 2. That the City Manger be, and hereby is authorized to execute an
Interlocal Agreement between the City of Paris, Texas and Lamar County, Texas setting for
the terms for joint application for a$167,686.00 Grant from the U. S. Department of Justice.

Section 3. That an application be made to the United States Department of Justice,
Bureau of Justice Assistance, for a Law Enforcement Grant for the continuation of the
Lamar County Felony Crimes Unit in the total amount of $167,686.00, requiring a cash
match in the amount of $14,549.00.
Section 4. That the City Manager be, and he is hereby, appointed as the
Authorized Official of said project and is authorized and directed to execute, on behalf of
the City of Paris, an application for said grant.
Section 5. That the Chief of the Paris Police Department be, and he is hereby,
appointed as Project Director and is hereby authorized and directed to execute and deliver,
on behalf of the City of Paris, all reports, communications, assurances, and documents
necessary for the completion of said project.
Section 6. That the Director of Finance be, and he is hereby, authorized and
directed to serve as the Financial Officer for said project and to receive and distribute funds
for the development of said Felony Crimes Unit.
Section 7. That the City Manager be authorized and directed to execute, on behalf
of the Ciry of Paris, any and all documents necessary for acceptance and implementation of
said grant upon notice of award thereof by the U. S. Department of Justice, under the terms
and conditions and in the forms approved by the City Attorney, and to proceed with use of
said funds upon receipt thereof for the purposes stated herein and in accordance with the
grant conditions.
Section B. That, in the event of loss or misuse of the Criminal Justice Division
funds, the City Council of the City of Paris assures that the funds will be returned to the
Criminal Justice Division in full.
Section 9. That this resolution shall be effective from and after its date of passage.

Eligibility Information
Introduction
The Criminal Justice Division (CJD) publishes funding opportunities, known as Requests for Applications (RFA), through the Texas
Secretary of State. Click here to visit the Secretary of State's website to locate the RFAs in the appropriate Texas Register issue.
In addition, CJD requires all applicants and grantee organizations to adhere to the Texas Administrative Code (TAC) as adopted. Click here

Submission Process
When applying for a grant pursuant to an RFA published in the Texas Register by CJD, applicants must submit their applications according
to the requirements provided in the RFA. CID may also consider applications for grants that are not submitted pursuant to an RFA.
Applicants will be selected in accordance with 1 TAC, §3.7.
Selection Process
All applications submitted to C7D are reviewed for eligibility, reasonableness, availability of funding, and cost-effectiveness. For appiications
submitted pursuant to an RFA, the executive director will select a review group, COG, or other designee to prioritize the applications and
submit a priority listing to the executive director, who will render the finai funding decision. A review group may include staff inembers,
experts in a relevant field, and members of an advisory board or council. For more information regarding the selection process, see 1 TAC,
§3.7.
Funding Decisions
Ali grant funding decisions rest compietely within the discretionary authority of CJD. The receipt of an appiication for grant funding by CID
does not obligate CID to fund the grant or to fund it at the amount requested.
Neither the approval of a project nor any grant award shall commit or obligate CID in any way to make any additional, supplemental,
continuation, or other award with respect to any approved project or portion thereof.
CID makes no commitment that a grant, once funded, will receive priority consideration for subsequent funding. For more information
regarding the application process, see 1 TAC, §3.7 and 3.9.
Adoptions by Reference
All grantees receiving federai and state funds must comply with the applicable statutes, rules, regulations, and guidelines related to the
funding source under which the grant is funded. In instances where both federai and state requirements apply to a grantee, the more
restrictive requirement applies. For more information regarding grant funding, see 1 TAC, §3.19.
Community Plans
Each community, consisting of a singie county or a group of counties, must file with a COG a community plan that addresses the
community's criminal justice priorities. A community plan shouid assess locai trends and data; identify problems, resources, and priorities;
develop effective strategies; and set goais and objectives. For more information regarding community plans, see 1 TAC, §3.51.
7uvenile ]ustice and Youth Projects
Juvenile justice projects or projects serving delinquent or at-risk youth, regardless of the funding source, must address at least one of the
priorities developed in coordination with the Governor's Juvenile ]ustice Advisory Board to be eligibie for funding. For more information

Monitoring
CID will monitor the activities of grantees as necessary to ensure that grant funds are used for authorized purposes in compiiance with all
applicabie statutes, rules, regufations, guideiines, and the provisions of grant agreements, and that grantees achieve grant purposes.

The anticipated funding levels for the )ustice Assistance Grant program are as follows:
• Minimum Award - None
• Maximum Award - None
• The Justice Assistance Grant program does not require a grantee to provide matching funds.

Program Requirements
Note: The requirements for this fund source are subject to change pursuant to actions of the U.S. Congress.
Preferences - Preference will be given to projects that perform the following activities:
1. Increase the presence of law enforcement along the Texas-Mexico Border and other ports-of-entry.
2. Target statistically supported areas of violent crime.
3. Promote the use of interlocal agreements (Texas Government Code, Chapter 791) to target statistically identified major threats to
a specified geographicai area.
4. Promote intelligence sharing, crime reporting and communication.
5. Provide law enforcement equipment to jurisdictions that were not eligible for direct funding from the Bureau of Justice Assistance
under the Justice Assistance Grant Program.
Program Areas
Applicant assures that its proposed project meets at least one of the following Program Areas to be eligible for funding:
Law Enforcement - Supports state and local law enforcement agencies that address violent crime or statistically supported major crime
initiatives at the local levei.
Note: Law enforcement agencies applying for equipment only or agencies applying to provide law enforcement training
must apply under this program area unless they are seeking to purchase or enhance technology.
Prosecution and Court - Programs that improve the prosecution of serious and violent crimes, including those that reduce the time from
arrest to disposition.
T~Chnology - Programs that implement or expand a law enforcement agency's ability to report and analyze crime. Appiicant assures that
any criminal intelligence databases developed under this program will comply with 28 CFR Part 23.
Qrua Tre m n - Programs_that target substance abuse treatment for juveniles or adults who have been court ordered to participate,
including drug courts and projects that serve as alternatives to incarceration.
Drug Treatment Projects
Projects that target substance abuse treatment for juveniles or adults under the Drug Treatment program area (as defined above), are
required to complete the following information:
Note: If this program area is not appficable, please continue to the Drug Court Type item, and then select 'N/A' for all of

Mandatory Drug Courts - Pursuant to Texas Health and Safety Code §469.006, counties with a population of more than 200,000 are
required to establish a drug court. Applicants from these counties must aiso apply to the federal government for any funds available to pay
the costs of the program. A county with a population of 200,000 or more that does not establish and maintain a drug court program is
ineligible to receive state funds for a community supervision and corcections department, and grants for substance abuse treatment
programs administered by the Governor's Criminal Justice Division.

Ten Key Components - The drug court will incorporate the following ten (10) essential characteristics of drug courts noted below and
codified in Texas Health and Safety Code §469.001:
Integration of Services - The integration between alcohol and other drug treatment services in the processing of cases in
the judicial system.
Non-Adversarial Approach - The use of a non-adversarial approach invoiving prosecutors and defense attorneys to promote
public safety and to protect the due process rights of program participants.
Prompt Placement - Early identification and prompt placement of eligible participants in the program.
Access - Access to a continuum of alcohol, drug, and other related treatment and rehabilitative services.
Abstinence Monitoring - Monitoring of abstinence through weekly alcohol and other drug testing.
Compliance Strateav - A coordinated strategy to govern program responses to participants' compliance.
Judicial Interaction - Ongoing judicial interaction with program participants.
Evaluation - Monitoring and evaluation of program goais and effectiveness.
Education - Continuing interdisciplinary education to promote effective program planning, implementation, and operations.
Partnerships - Development of partnerships with pubiic agencies and community organizations.
Observation - The drug court team (judge, prosecutor, defense counsel, treatment provider, supervision officer, court coordinator, etc.)

Lamar County, a rural area of 50,000 people in Northeast Texas, is ptagued with aggravated assaults, sexual assaults, narcotic related
crimes, and homicides that overburden the Iimited manpower of law enforcement officers. A largely rural, limited industrial tax base does
not provide local govemmental entities adequate financiai resources to effectively dedicate Iaw enforcement officers who can investigate
these crimes. Lack of manpower to investigate these crimes often leads to these cases remaining unsolved or un-prosecuted for up to five
years while suspects/defendants remain un-arrested, abscond, and/or re-offend as victims and residents live in fear of criminals walking
their small town streets.

The City of Paris Police Department and officiais from the County of Lamar participated in the locai community planning process that
resulted in the Northeast Texas Regional Community Plan (the Pian). One of the funding priorities in tne Pian under Criminal Justice Issues
relates to special crimes, such as fraud, racketeering, theft, burglaries, prostitution, and narcotics. It recommend_= aggressive enforcement
of City, State, and locai laws relat2d to these crimes. Additionally, this local project comes at the strong behest of administrators of the
Paris Poiice Department, Lamar County Sheriff's Office, and Lamar County and District Attorney's Office who painfuliy recognize the need
for dedicated and more effective investi9ation of violent crimes. This focus group resolutely and unanimously has made a commitment to
establishing this project and have designated it as priority one for the foreseeable future.

persons and narcotic related crimes. The intent of this felony crimes unit will be to decrease the number of violent felony crimes and
narcotic related crimes occurring in Lamar County. These specialized investigatory efforts, coupled with a dedicated prosecutor to handie
these specific cases, will result in a safer community, swifter justice and prosecution of cases, and less opportunity for offenders to commit
another offense.

Although the initial grant was for an 18 month period, the City of Paris did not receive funding until February 2007; therefore, the felony
crimes unit (FCU) began operations 6 months later than originally planned. Last year's funding was delayed as well, but because the
program was showing success, the City provided funding during the gap to keep the program in operation until funds were available for
reimbursement. Incidents of drug activity, drug transactions, and violent crimes have actually increased simply due to the existence of the
FCU because more resources are now devoted to investigating this type of activity.

adjacent counties with which to partner and share resource benefits (i.e. Red River County/Clarksvilie partners with Bowie
County)Texarkana, Fannin County/Bonham partners with Grayson County/Sherman and Denison). Lamar County sits isolated and left to
handle most of its own problems with limited resources.
Target Audience:
The audience for this project will be persons who choose to commit violent offenses against other individuals.

Males and females will be equally targeted as their criminal responsibility is identified and ciassified with regard to level of offender and
violence potentiaL
Ages:
The age group ranges from juveniles (under 17 years of age) to any adult identified with criminal responsibility.
Special Characteristics:
The project area is considered primarily low income with a significant portion of the population having less than a high school education.
Single-parent families are dominant as are those persons on fixed incomes and government subsidies. Economically, the county exists on
the spent salaries of light industry and low-wage retail establishments. Without the services of non-profit aid agencies and civic clubs,
quality of life would be dismal. ,
