Notice is hereby given that the City Council of the City of Paris shall meet in work session
at 5:00 p.in. followed immediately by meeting in regular session on Monday, December 8,
2008. The meeting will be held at the City Council Chamber, 107 E. Kaufinan Street, in
Paris, Texas. The matters to be discussed and acted upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no more than two
minutes. The Texas Open Meetings Act prohibits the Council from responding to any
comments other than to refer the matter to a future agenda, to an existing policy, or to a staff
person with specitic factual information. Claims against the City, Council Members, or
employees, as well as individual personnel appeals are not appropriate for citizens' forum.)
Consent Agenda
Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable
to all items appearing on the Consent Agenda. A Council Member may request any item to be removed
from the Consent Agenda and considered as a separate item.
5. Deliberate and act on the approval of minutes from the meeting on
November 24, 2008.
6. Deliberate on Casa Bonita demolition project.
7. Report on demolition of dilapidated houses.
8. Deliberate on drainage ditch maintenance report.
9. Deliberate on update of water and sewer capital improvements.
lO.Deliberate and act on selection of fiber network provider; and
authorize the City Manager to negotiate and execute all necessary
documents.
11.Report on goals and objectives.
12.Deliberate and act on a resolution approving an assignment of
lease from Edwin Lancaster to Bert Strom for a hangar located at
Cox Field Airport.
Regular Agenda
13.Deliberate and possibly act on a resolution extending the
Memorandum of Understanding with the City of Irving dated
January 14, 2008.
14.Public hearing, first reading, deliberate and possibly act on an
ordinance considering the petition of Don Wilson for a change in
zoning from a Planned Development District (PD-al) Commercial
Center/(PD-b) Housing Development or Community Unit
Development to a Planned Development District (PD-al)
Commercial Center on Lots 13, 13-A, 13-B, 13-C, City Block 259,
being located in the 2800 block of Pine Mill Road.
15.Deliberate on strategic planning process.
16.Presentation on Think Child Safety, Think Senior Safety, and
Circle of Protection Programs.
17.Update on Computer Aided Dispatch System.
18.Presentation on Citizen Support Center.
19.Deliberate and possibly act on a resolution adopting a Council
Member Agenda item request form and procedure.
20.Deliberate and act on resolution awarding the bid for the
demolition and disposal of dilapidated structures and authorize the
execution of a contract; and authorizing the City Manager to
negotiate and execute all necessary documents.
21. Second reading, deliberate and act on an ordinance amending
Section 16-28 of the Code of Ordinances increasing the residential
trash collection rate.
22.First reading, deliberate and possibly act on an ordinance
amending Section 22.5-3 of the Outside Storage Ordinance to
include trash cans as prohibited out storage except as permitted in
Section 16-22 of the Code of Ordinances.
23.Convene into Executive Session pursuant to Section 551.087 of the
Texas Government Code to discuss and deliberate an offer of a
financial or other incentive to business prospects to locate, stay, or
expand in Paris and consider any commercial and financial
information related to the business prospect.
24.Reconvene in open session.
25.Deliberate and act on a presentation of proposed Cities
Aggregation Power Project participation in a long-term power
purchase agreement.
26.Consider and approve future events for City Council and/or City
Staff pursuant to Resolution No. 2004-081.
27.Adjournment.
